About this file

This is an Amendment of Solicitation/Modification of Contract (SF Form 30) and accompanying Questions and Answers document for RFQ 36C26226Q1401 issued by the Department of Veterans Affairs, New Mexico VA Health Care System in Albuquerque, New Mexico.

The solicitation extends the proposal deadline to September 21, 2026 at 11:00 AM MDT to accommodate late-received vendor questions from the Q&A period. The amendment confirms that no further extensions will be granted and no additional questions will be answered. The procurement covers preventative maintenance services for eleven uninterruptible power supply (UPS) units at the Tucson VA facility, with the equipment inventory detailed in an attached table. Key service requirements include semi-annual maintenance visits (all referenced annual maintenance is corrected to semi-annual), visual and mechanical inspections, battery load testing, monitored battery run-down tests, and when-failed battery and capacitor replacement. Full battery string replacement is required at the three-year mark during the five-year contract period. The Government clarifies that full battery and capacitor replacement coverage is not included in the base contract price and will be handled as an over-and-above modification. Emergency callback services, mechanic overtime, and other work outside normal maintenance require written Contracting Officer authorization and modification approval, with no pricing required for over-and-above CLINs at this time. The contract is firm fixed price with pricing and wage determination responsibility assigned to the contractor, and no modifications will be issued for wage changes. Past performance evaluation will be based on the prime contractor's CPARS rating only, rated as neutral.

Solicitation RFQ 36C26226Q1401 Q&A

• For each UPS unit, could you please confirm the battery configuration and quantity, including the number of battery strings/cells and whether any units have external or extended-runtime battery cabinets? If external battery cabinets are installed, please provide the quantity associated with each UPS.

• SOW Section 4.1 states the contractor will "Replace all batteries and capacitors" as a standard visual/mechanical inspection line item.

o Is this as needed or when failed? When failed o Can you provide Battery Make/Model, QTY/String, Age of the batteries per unit? See attachment.

o Is full battery and capacitor replacement/coverage for all ups units under the base contract price? This contract is for preventative maintenance replacement will be handled as an over and above modification.

• The SOW references both semi-annual and annual UPS maintenance; however, Section

4 lists the inspection and testing requirements under the semi-annual maintenance scope. Could you please clarify which maintenance and testing procedures are required during both semi-annual visits and which procedures, if any, are required only once annually? All instances of annual maintenance are meant to be semi-annual

• Please confirm that the eleven units listed in Section 4.1 constitute the complete and controlling equipment inventory for this requirement or provide the referenced spreadsheet by amendment. That is correct, the eleventh item is currently a power conditioner, and we are planning to add UPS to this at a later date, which would incur a modification to contract.

• please confirm that the contractor is required to diagnose the condition, stabilize the equipment where reasonably possible, and submit an estimate, with further repair work commencing only upon written authorization and a contract modification issued by the

Contracting Officer. This is correct all additional work outside of normal maintenance must be approved by the Contracting Officer.

• Please confirm which revision of SCA Wage Determination quoters are to use in preparing pricing, and whether the Government intends to incorporate Revision 30 by amendment. Pricing and wage is the responsibility of the contractor. This is a firm fixed price contract where there will be no modifications for changes in wage.

• Under the Past Performance evaluation factor, will the Government consider relevant uninterruptible power supply maintenance past performance of a proposed major subcontractor, in addition to past performance held directly by the prime contractor?

Past performance is via the primes CPARS no CPARS is rated as neutral.

• Paragraphs 4.1(i) and 4.1(k) require battery bank load testing and a monitored battery run-down test. Please confirm whether both are required at each semi-annual service or once annually, and identify the outage coordination, scheduling, and approval process applicable to the run-down test, since that test may temporarily remove the affected load from battery protection.

• Please confirm whether approved mechanic overtime incurred during an emergency callback is compensated through the Over and Above contract line items by modification. If not, please clarify how quoters are to price and invoice mechanic overtime. This would be an over and above service There is no need for a line item at this time as there is no guarantee overtime will be needed or approved. Over and above work is on a case-by-case basis that is why there is to be no pricing for over and above

CLINs at this time.

• The scope lists: Perform load test on battery banks to determine capacity and battery run-down test; Is only performing a battery run-down test sufficient? These two functions are redundant Yes this is sufficient.

• Is there a VA Specific frequency for battery replacement? Every three years

• When replacing batteries does contractor provide full battery string replacement in every

UPS within the 5-year contract? Yes, at the three year mark. Or do we use replacement of string as needed? and replace per individual batteries as they go bad?

• Serial numbers don’t match bid information. The units are correct; only some of the serial numbers are not. Why is there a discrepancy? Human errors and discrepancies were corrected on new Equipment listing see below.

• Is fan replacement needed on an as needed basis, or fan replacement when doing the full cap replacement? as needed basis
