36C26226Q1157_1 /FIRE DOOR INSPECTIONS / Questions and Answers

1. With regard to Section D.1 Statement of Work, item 5.3: This item differs from other items in this category in that it says "inspect and repair" for the 4 roll-up doors, as opposed to "inspect" for all others. We request that repair is intended to be part of the SOW for this time, and if so, we request details on known problems so that the item can be accurately priced. OSHA 16 hour Asbestos O&M training or equivalent at a minimum.

2. With regard to CLIN 0003 (and subsequent Option year CLINs): This item calls for a price on "Emergencies above and beyond supplies and services". We find no further description of this work and request clarification as to what is to be included so that we can accurately price this item. CLIN 0003 will be removed from solicitation/award- no repairs are expected to be performed under this contract.

3. For the 180 fire/smoke doors located within the Building 1 and Building 11 interstitial spaces, the solicitation requires personnel entering these areas to possess a minimum 16-hour asbestos certification and valid fit-test certification. Please clarify the specific asbestos certification/course required by the Government, including whether any California state asbestos-worker certification or registration is required for personnel performing visual fire-door inspections in these areas.

OSHA 16 hour Asbestos O&M training or equivalent at a minimum.

4. The scope references repairs to the 4 roll-up fire & smoke doors--can the government clarify which specific repairs are anticipated to be covered under this contract? The amended SOW removed the repair language; no repairs will be performed under this contract.

5. Contractor qualifications section requires a minimum 16-hour asbestos certification and a valid fit test certification—is the governments intent for all personnel providing services under this contract to hold these certificates even if no asbestos is to be disturbed during inspections? Yes.

6. Is a California asbestos worker certification (authorization to work in asbestos-containing areas) required for personnel performing work under this contract?

No. This is a federal premise.

7. Does the requirement to complete inspections by 09/04/2026 take into account the contract execution period? Is the 9/04/2026 date flexible and what is the no later than completion date? Dependent on contract award but no later than 10/3/2026.

8. Please provide the complete door inventory and applicable Life Safety Plans for Buildings 1 and 11, including door identification numbers, locations, ratings, types, and available previous inspection records. Please, see the attached Life Safety Drawings.

9. Please confirm whether the four roll-up fire and smoke doors are included within the stated quantity of 380 non-interstitial doors or are additional to the 560 standard doors. Additional four roll-up doors not included in the 360 or 560.

10. Please provide the manufacturer, model, size, rating, operating configuration, and known deficiencies for each of the four roll-up doors. Not applicable.

11. The contract title includes “Emergency Services,” but the SOW does not define the emergency-service requirement. Please identify the required coverage hours, telephone and onsite response times, anticipated number of calls, included labor hours, geographic coverage, authorization process, and method of payment for labor, parts, travel, and after-hours service. Not applicable

12. Please clarify whether the contractor is responsible for repairing deficiencies identified on the standard fire and smoke doors or only for inspection, reporting, and retesting after repairs are completed by others. Not responsible.

13. Please identify any minor adjustments or repairs that must be completed during the initial inspection and provide any applicable labor-hour or material limits. None

14. Please clarify whether the allowance of up to 100 retests applies annually or across the entire contract, whether multiple retests of the same door count separately, and whether all associated mobilization, inspection, and reporting costs must be included in the annual fixed price. Annually

15. Please provide the required inspection checklist, report template, and electronic deliverable format, including any required photographs, inspection labels, asset numbers, or editable spreadsheets. Inspect in accordance with NFPA. Reports shall include identification of door on life safety drawing with callout diagram, and include a spreadsheet with at minimum the following door information for each Door(floor-asset number), Serial/room number, Door Type(Metal/Wood), Door Rating(minutes), Wall Rating(minutes), Fram Rating(minutes), Smoke seal(Y/N), Astragal Seal(Y/N), Hardware(Y/N), Close Device(Y/N), Proper Latch(Y/N), Perimeter Clearance correct(Y/N), Bottom Clearance correct(Y/N), Obstruction(Y/N), Modification (Y/N), Holes/Break (Y/N), Vision/Window(Y/N), Comments, Pass(Y/N) Survey Date, Technician.

Bldg 1 is an asbestos containing environment with a catwalk/handrail access. Fire doors are on the within the catwalk not requiring tie-off or fall protection as long as inspectors stay on the catwalk to walk to each door and inspect. Bldg 11 is a concrete deck, non-asbestos containing environment No ladders are required in either Bldg 1 or Bldg 11 interstitial space. The interstitial of both Bldg 1 and Bldg 11 is not classified as a confined space. PPE and tools to enter/work in the interstitial is the requirement of contractor.

26. Please confirm that Building 26 is excluded from the current proposed price and will not be added unless pricing and scope are negotiated and incorporated through an executed contract modification. Correct

27. Please define the required advisory or consulting support for VA Life Safety, including the anticipated number of hours, meetings, written recommendations, and any code-analysis responsibilities. Three two hour meetings, five hours consulting total for survey/verification.

28. Please identify the required warranty period for roll-up door repairs and any emergency repairs. Repairs are not part of this contract.

29. Ref: D.1 SOW 5–6 / B.2 Item 0001 (Roll-up Door Repair Scope) The SOW requires the contractor to "inspect and repair" 4 roll-up fire/smoke doors, but there is no separate repair line item, NTE, or parts/materials clause. Are repair labor/materials for the roll-up doors included within the fixed-price Item 0001 (Annual Fire Door Inspection), or should repair costs be captured under Item 0003 (Emergencies Above and Beyond)?Repairs not part of this contract.

30. Ref: B.2 Item 0003 ("Emergencies Above and Beyond Supplies and Services," Qty 0.00 JB) This line has no NTE ceiling, unit basis, or rate structure described. Is this intended as a T&M/labor-hour rate line for unscheduled emergency call-outs, and if so, what pricing format (e.g., hourly labor category rates) should offerors use to price a $0-quantity job line? CLIN 0003 will be removed from solicitation/award- no repairs are expected to be performed under this contract.

31. Will the door inspection due date of September 4th be extended? The joint commission has a 30-day grace period from date of last inspection. It is possible, depending on when the contract is awarded, that the required inspections initially due on 9/4/26 could be completed within the 30 days grace period? Dependent on contract award date but completed no later than 10/3/2026.

32. The Scope of Work references inspection and repair of four (4) roll-up fire and smoke doors located in non-interstitial spaces. During the site visit, we observed several roll-up doors; however, some did not appear to carry fire/smoke door labeling consistent with a rated assembly. For clarity, and to ensure all bidders are pricing the same scope, can the Government identify the specific door numbers/locations on the Life Safety Drawings that constitute the four (4) roll-up fire and smoke doors included in this scope? Four, roll up doors are excluded from the current proposed price and will not be added unless pricing and scope are negotiated and incorporated through an executed contract modification if needed.

33. During the site visit, the facility escort referenced the 2025 Life Safety Drawings and indicated a PDF copy could be made available to bidders. To support development of accurate time and cost estimates, can the Government please provide a copy of the current (2025) Life Safety Drawings? Yes.

34. While walking the corridors during the site visit, a brief visual review of several doors in the open position revealed missing or painted-over UL labels, and other obvious deficiencies. We understand that corrective repairs for these conditions are currently underway under the existing contract. Given that the most recent inspection was completed in September 2025, we'd expect these repairs to be complete by the start of the new contract period. Can the Government confirm whether these repairs will be finalized prior to contract start, so the incoming contractor isn't inspecting or re-scoping doors that already have repairs completed or scheduled under the current contract? If a discrepancy is identified during inspection, please, score and document it.

31. The Statement of Work does not specify detailed requirements for final inspection report documentation. Can the Government provide a sample report from a previous inspection cycle (contractor-identifying information may be redacted) so bidders have a clear picture of the VA's documentation expectations? Reporting requirements vary significantly across VA facilities — some require a spreadsheet-based door inventory with pass/fail status and deficiencies noted per door, while others require an individual PDF report for each door assembly. Since the level of effort differs materially between these formats, this information will help ensure bidders can submit fair, reasonable, and comparable pricing for the requested scope of services. Reports shall include identification of door on life safety drawing with callout diagram, and include a spreadsheet with at minimum the following door information for each Door(floor-asset number), Serial/room number, Door Type(Metal/Wood), Door Rating(minutes), Wall Rating(minutes), Fram Rating(minutes), Smoke seal(Y/N), Astragal Seal(Y/N), Hardware(Y/N), Close Device(Y/N), Proper Latch(Y/N), Perimeter Clearance correct(Y/N), Bottom Clearance correct(Y/N), Obstruction(Y/N), Modification (Y/N), Holes/Break (Y/N), Vision/Window(Y/N), Comments, Pass(Y/N) Survey Date, Technician.

Each building’s report is required to be in a separate 3-ring binder with a one page executive summary stating Location, Service, date completed, Total fire doors tested, total passed, total failed.
