Contractor shall sign clause 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING-CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION) pg 36 of the solicitation.

All offerors are required to submit all documentation specified in Section E, as well as provide signed acknowledgment of all amendments. Failure to submit any required documentation or to acknowledge all amendments will result in the offer being considered non-responsive and excluded from evaluation.

1. Is it a firm requirement that for Personnel Requirements " (pg 42 of document 36C26226Q1049-2) the contractor should have "Demonstrated recent physical security and physical layer infrastructure work/experience at VA San Diego?

ANSWER: No, but preferred.

2. Total number of CCTV cameras?

ANSWER: About 750. There are cameras offline but physically installed which will require additional work to bring them online. About 200 extra cameras offline.

3. Number of NVRs/recording servers?

ANSWER: 12

4. Camera manufacturers and models (if available)?

ANSWER: Mostly Avigilon, some Pelco and others brands

5. Number of facilities/CBOCs with systems installed?

ANSWER: 8

6. Any existing equipment inventory or asset list?

ANSWER: Will be provided to awardee.

7. Ref Provision 52.212-2, Evaluation Criteria: The solicitation lists four evaluation factors but does not state their relative importance compared to price. Please clarify the relative weighting of non-price factors versus price and confirm if Factor 3 (Required Documents) is evaluated on a pass/fail basis.

ANSWER: The solicitation does not assign specific weights to the non‑price factors relative to price. Factor 3 (Required Documents) is evaluated on a pass/fail basis. All required documents must be submitted; if any are missing, the offer will be deemed ineligible for further evaluation.

8. Ref SF 1449, Block 27a: Block 27a states that FAR 52.212-3 and 52.212-5 are attached, but neither is present in the document. Will active SAM.gov representations satisfy FAR 52.212-3, and will the Government issue FAR 52.212-5 with applicable sub-clauses?

ANSWER: That was a mis-check, the clauses are in the solicitation.

9. Ref Section B.2, CLIN 0002: CLIN 0002 is structured as 1 LOT/YR without an estimated dollar value or ceiling. Will the Government establish an NTE amount/allowance for CLIN 0002 for evaluation purposes, provide estimated labor hours/BOM, and clarify whether CLIN 0002 work is billed per task as performed or in equal monthly increments?

ANSWER: It has a not to exceed $95,000.00/year. It should be billed per task or job.

10. Ref Statement of Work ("PARTS" & Pricing Schedule): The SOW states replacement parts are provided at "no charge" under planned maintenance but also states non-covered parts are processed under CLIN 0002. Please confirm that CLIN 0001 covers fixed monthly labor, PMs, and minor consumables, while major component replacements, hardware, and OEM support renewals fall under CLIN 0002.

ANSWER: Confirmed that minor repairs under CLIN 0001 covers fixed monthly labor, PMs, and minor consumables AND Major component replacements, hardware and OEM support renewals fall under CLIN 0002.

11. Ref Statement of Work, Storage Requirements: Please confirm if the 6-month 4K video retention requirement must be met immediately upon award or post-upgrade, whether necessary storage expansion hardware will be funded via CLIN 0002, and that 4K capture applies strictly to natively capable cameras.

ANSWER: The 6-month video storage of 4k video resolution will be an ongoing process to get the system up to par. It will need time. Honestly even 4-6 month recording should be sufficient for the VA Police to work with. Yes, that is where CLIN 0002 could come in and help fund additional storage.

12. Ref Statement of Work, Software Management System: Please confirm that the VMS requirement refers to maintaining the existing Avigilon Control Center deployment and that offerors are not required to furnish a brand-new VMS platform.

ANSWER: Confirmed. VMS will maintain its existing Avigilon Control Center. Offerors do not need to furnish a brand-new VMS platform.

13. Ref Statement of Work, Performance Requirements: How is the 99% uptime requirement calculated (per device vs. system-wide, over what timeframe)?

0. Will downtime caused by external factors (VA network/OIT outages, power interruptions, construction, third-party damage) be excluded from uptime metrics?

ANSWER: I would say system wide since VA Police needs entire CCTV System to always be operational 99% excluding outside factors over a weekly time frame. Once external factors are resolved, the CCTV Maintenance Contractor will have to make sure the system is functioning properly afterwords as expected by the VA Police system owners.

14. Ref Statement of Work, Equipment Support: Where legacy Bosch, Pelco, or compatible devices are EOL/discontinued and cannot be repaired in kind, will replacement with current-generation equivalents be processed under CLIN 0002 subject to COR approval?

ANSWER: Yes, they are subject to COR approval and should be standardized with Avigilon Brand devices (cameras, NVRs and any other Avigilon equipment, accessories needed for the system)

15. Ref Project Documents / System Surveys: Will the Government provide an inventory list (showing model numbers, serial numbers, firmware/software versions, licensing status, server/NVR counts, and warranty status), C-CURE/Victor serial numbers, and as-built drawings/site maps for all sites?

ANSWER: The Government will provide any documents available on hand of cameras, NVRs, make models, facility maps. Please note we do not have maps with camera installation locations. In Avigilon System most cameras are labeled with location. There are some cameras which are not and will require working with VA Police to label them properly.

16. Ref Statement of Work, PM Inspections: Is the initial baseline system survey included in the fixed price or billable separately if pre-existing deficiencies are found?

0. Additionally, does quarterly PM require 100% device inspection every quarter, or can inspections be phased across quarters to reach 100% by year-end?

ANSWER: The initial baseline survey should be included in the fixed price. The entire CCTV system can be divided quarterly per year to even the load. Example: 25% of entire system to be checked Q1, 25% of entire system to be checked Q2 and so on. It can be phased out across quarters.

17. Ref Statement of Work / Site Operations: Will specialized access equipment (lifts for roof cameras) be provided by the VA?

ANSWER: No, VA will not provide specialized access equipment (lifts for roof cameras).

18. Asset Inventory, Site Coverage, Warranty Status, and Baseline Condition SOW Description / Technical Support / Parts: The SOW requires the contractor to support all CCTV equipment across the VA San Diego Healthcare System, including CBOCs, and references Avigilon, Bosch, Pelco, legacy systems, compatible systems, servers, storage systems, software, firmware, cameras, NVRs, and related physical security system components.

Please provide a complete inventory of all assets covered under this contract, including site location, manufacturer, model number, quantity, current operational status, warranty status, software/license status, support status, and any known deficiencies, open repair issues, or existing backlog items.

Without a defined asset inventory and baseline system condition, offerors may make materially different assumptions regarding the number of devices, unsupported legacy equipment, existing failures, repair backlog, and parts/materials required to support contract performance.

ANSWER: It’s very difficult to provide an exact inventory list of all the items since no one has put a list together and kept up with it. However, I provided you with Reports of all the NVRs and cameras currently connected and in use of our system. It is not 100% since there are cameras that are not currently online and not connected which I would assume to be about 200 count at the main hospital. 200 additional of the 750 estimated cameras online. Exact amount of repairs and deficiencies cannot be determined since there is not list of them. They will be determined as cameras and equipment is checked.

19. CLIN Mapping for Preventive Maintenance, Warranty Work, Repairs, Parts, and On-Demand Services SOW Description / Service Calls / Planned Maintenance Inspections / Repairs and Emergency Services / Parts: The SOW includes multiple service categories, including planned maintenance, intervening services, corrective repairs, emergency services, warranty repairs, out-of-warranty repairs, replacement parts, materials, and on-demand services.

Please clarify how these services are intended to map to the applicable CLINs.

Offerors understand CLIN 0001 Tier 3 Steady-State Maintenance to include preventive and proactive maintenance services, including planned maintenance inspections, system health checks, routine troubleshooting, configuration support, firmware/software updates, reporting, and service calls related to equipment covered under an active manufacturer warranty, OEM support agreement, maintenance contract, or no-cost RMA program.

Offerors understand CLIN 0002 On-Demand Services and Repairs to include non-routine corrective repairs, emergency repairs, replacement parts, materials, and labor associated with defective, damaged, unsupported, end-of-life, out-of-warranty, or non-covered components, subject to COR/Contracting Officer approval. Please confirm whether this interpretation is correct. If not, please provide a service-to-CLIN matrix identifying which work activities, parts, materials, warranty services, out-of-warranty repairs, emergency services, replacement activities, and training requirements are included under each CLIN.

ANSWER: Confirming that the above interpretation is correct.

20. Warranty, Out-of-Warranty Replacement, No-Charge Parts, and Reimbursable Materials Planned Maintenance Inspections and Intervening Services, Paragraph A; Parts, Paragraphs C, F, and G: The SOW states that the contractor shall provide labor and materials to replace units under warranty and out of warranty if not repairable, that replaced parts shall be itemized as no-charge items, and that worn or defective parts shall be replaced free of charge.

Please clarify whether the contractor is required to furnish replacement parts at no additional cost only when those parts are covered under an active manufacturer warranty, OEM support agreement, maintenance contract, or no-cost RMA program.

For defective, worn, unsupported, end-of-life, or out-of-warranty components that are not eligible for no-cost replacement from the manufacturer, please clarify whether such replacement parts will be considered reimbursable under CLIN 0002 On-Demand Services and Repairs, subject to COR/Contracting Officer approval.

Additionally, please provide an itemized list of equipment, components, and replacement parts that the Government considers included under planned maintenance versus those to be processed under the on-demand services and repairs CLIN.

ANSWER: The contractor is required to furnish replacement parts at no additional cost only when those parts are covered under an active manufacturer warranty, OEM support agreement, maintenance contract, or no-cost RMA program.

For defective parts out-of-warranty these will be considered reimbursable under CLIN 0002 subject to COR approval.

List of equipment:

Under CLIN 1: Protective camera plastic dome covers, NVR hard drives, cables, connectors.

Under CLIN 2: One way, two way, three way and 4-way Avigilon replacement camera models, NVR, SFPs.

21. Required Stocking Levels, Critical Spares, and Eight-Hour Replacement Requirement Parts, Paragraphs D and E; Performance Requirements, Paragraph D: The SOW requires the contractor to maintain a sufficient supply of parts, support uninterrupted maintenance operations, and replace unserviceable parts within eight (8) working hours.

Please clarify which specific components the contractor is required to maintain in inventory, including any minimum stocking levels or critical spare parts list.

x3 One way, x3 two way, x3 three way and x3 4-way Avigilon replacement camera models, x1 NVR, x2 SFPs. x2 Plastic Cover Domes for each kind of camera. x2 NRV Hard drives. x2 SFPs.

Please also clarify whether the eight (8) working hour replacement requirement applies only to parts maintained in contractor inventory or to all system components, including cameras, servers, NVRs, storage devices, network equipment, power supplies, and other OEM hardware. Certain components may have OEM lead times ranging from several weeks to multiple months depending on manufacturer availability and supply chain conditions. If the eight-hour replacement requirement applies to all components, offerors request that the requirement be modified to account for manufacturer lead times, warranty/RMA timelines, and supply chain delays outside the contractor’s control.

ANSWER: This applies to all system components ideally depending on manufacturer’s availability.

22. Software Licensing, Firmware, Updates, and Manufacturer Support SOW Description / Technical Support, Paragraph C: The SOW requires the contractor to support Avigilon licenses, software updates, firmware updates, and the latest validated firmware and software versions on all equipment.

Please clarify whether current software licenses, manufacturer support agreements, software assurance, firmware entitlement, and update rights are Government-furnished and active, or whether the contractor is expected to procure and maintain these licenses and support agreements under this contract.

If the contractor is responsible for procuring or renewing software licenses, firmware entitlement, manufacturer support, or subscription-based services, please provide the current license inventory, expiration dates, license quantities, manufacturer support status, and applicable product versions.

ANSWER: The contractor is responsible for procuring and renewing software licenses, firmware entitlements, manufacturer support, or subscription-based services. We currently have licenses for cameras per site. Avigilon licensing is complex. I do not have further information to provide. The contractor can have an idea of the licenses amount based on our number of cameras in use.

23. Six-Month 4K Video Retention Requirement Technical Support, Paragraph D: The SOW requires all NVRs to retain a minimum of six (6) months of recorded video at 4K or higher image resolution per camera.

Please provide the current number of cameras, recording resolution, frame rate, compression settings, retention settings, storage capacity, storage utilization, and current retention period for each NVR/storage system.

About 750 cameras connected. There may be another 200 not connected but installed on the wall.

Please clarify whether the contractor is responsible for furnishing additional storage, servers, licenses, or infrastructure necessary to meet the six-month 4K retention requirement, or whether such upgrades will be separately authorized and funded by the Government under CLIN 0002 On-Demand Services and Repairs.

ANSWER: The contractor will be responsible for furnishing additional storage, servers, licenses or infrastructure necessary to meet the six-month 4K retention requirement.

24. Uptime Requirement, Measurement Methodology, and Exclusions Performance Requirements, Paragraph B: The SOW requires the contractor to maintain at least 99% operational functionality.

Please define how the 99% operational functionality requirement will be measured, including the measurement period, applicable equipment population, calculation methodology, and whether the requirement is measured by camera, site, system, server, or overall enterprise availability.

Please also identify any exclusions from the uptime calculation, including Government network outages, utility failures, manufacturer defects, warranty/RMA delays, lack of site access, third-party damage, vandalism, environmental events, cybersecurity restrictions, or failures of equipment that is end-of-life or unsupported by the manufacturer.

ANSWER: The above examples of exclusions are acceptable.

25. Scope of Corrective Repairs and Damage Responsibility Planned Maintenance Inspections and Intervening Services, Paragraph F; Repairs and Emergency Services, Paragraph A: The SOW requires corrective repairs for damaged, nonfunctional, or degraded CCTV system equipment.

Please clarify whether corrective repairs include only normal wear and use, or whether the contractor is responsible for repair or replacement of equipment damaged by vandalism, misuse, accidents, environmental conditions, power events, water intrusion, construction activity, third-party work, Government network issues, or other causes outside the contractor’s control.

If repairs resulting from these conditions are included in scope, please clarify whether parts and materials will be reimbursable under CLIN 0002 On-Demand Services and Repairs.

ANSWER: The corrective repairs include all of the above mentioned, normal wear and use, damaged by vandalism, misuse, accidents, environmental conditions, power events, water intrusion, construction activity, third-party work, Government network issues, or other causes outside the contractor’s control.

26. Training Requirement and Applicable CLIN SOW Description: The SOW states that the contractor shall provide a training program for operators, users, administrators, and maintainers.

Please clarify the required training scope, including number of personnel to be trained, user roles, locations, frequency, delivery method, course duration, required training materials, and whether training is required one time, annually, upon system changes, or on demand throughout the contract period. Please also clarify whether the training requirement is included under CLIN 0001 Tier 3 Steady-State Maintenance or will be separately authorized and funded under CLIN 0002 On-Demand Services and Repairs.

ANSWER: The training should include teaching the user depending on needs the basics of Avigilon software usage up to advance knowledge if needed by user. We have many users at the hospital, mostly VA Police physical Security team. Training should cover all user needs to operate software properly. This can be under CLIN 0002.

27. Site Walk Amendment 03 issued Friday, 8/7 is requiring a site walk on 8/12. There was already a required site walk on 7/22. Please clarify if this amendment is a mistake. If another site walk is required, please clarify what the intended purpose of a second site walk is. If the additional site walk is scheduled to provide an opportunity for offerors that missed the initial site walk, please confirm offerors that attended the walk on 7/22 are not required to attend again on 8/12.

ANSWER: If you attended the site visit on 7/22, you do not have to attend the one on 8/12.

28. Common Pricing Basis for Offerors Because the solicitation does not currently provide an asset inventory, historical repair volume, estimated quantities, or defined boundaries between work included under CLIN 0001 and work funded under CLIN 0002, offerors may reasonably develop significantly different pricing assumptions that are not based upon a common understanding of the requirement.

Please clarify whether the Government intends to issue:

· Historical expenditure data;

· Estimated annual quantities; Hard to determine. First year will be more than less in year 2,3,4.

· A not-to-exceed amount for CLIN 0002;

ANSWER: The Government does not use assumptions when evaluating price proposals. Pricing is evaluated by comparing each offeror’s submitted price against the other vendors’ pricing and applying standard fair‑and‑reasonable price analysis. This comparative method ensures equal treatment and consistency across all offerors.

29. Price Schedule / Evaluation Factor 4 The solicitation requires offerors to provide pricing for CLIN 0001 (Tier 3 Steady-State Services) and CLIN 0002 (On-Demand Services and Repairs), while advising that total evaluated price will be considered as part of the best-value determination.

The work contemplated under CLIN 0002 includes repairs, replacement parts, materials, OEM support renewals, equipment purchases, moves, adds, changes, professional services, and installation activities. However, the solicitation does not provide estimated quantities, historical usage, anticipated workload, projected expenditures, or a not-to-exceed value for these activities. As a result, offerors may reasonably develop materially different assumptions regarding the volume and scope of work anticipated under CLIN 0002.

To promote a more accurate and equitable comparison of offers, would the Government consider evaluating:

· CLIN 0001 and option-year equivalents as the basis for total evaluated price; and

· CLIN 0002 and option-year equivalents for price reasonableness, realism, and balance only, rather than including those amounts in the total evaluated price?

This approach would allow the Government to compare offerors based on the known recurring maintenance requirements while still evaluating the reasonableness and competitiveness of proposed rates and pricing methodologies for on-demand work. It would also reduce the likelihood that award decisions are influenced by materially different assumptions regarding unknown future repair volumes, equipment replacement requirements, OEM support renewals, or other contingent activities for which the solicitation currently provides no estimated usage basis.

ANSWER: Thank you for your question. The Government will not adopt the alternate pricing evaluation method proposed. As stated in 36C26226Q1049 vs3 QA, total evaluated price for this solicitation includes both CLIN 0001 and CLIN 0002 for the base year and all option years. Accordingly, all CLINs across all years will be evaluated as part of the total evaluated price, rather than limiting CLIN 0002 to reasonableness, realism, or balance only.

30. Definition of Best Value Please clarify the relative importance of Technical Approach, Experience, Required Documents, and Price, including whether non-price factors are significantly more important than price, approximately equal to price, or less important than price.

ANSWER: Per FAR 2.101 Best value is “the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.”

It emphasizes selecting the offer that gives the Government the most advantageous balance of price and non‑price factors.
