1. The SOW indicates that the Contractor must implement infection control measures, including site construction barriers and negative pressure, in accordance with the VASDHS ICRA. Given that the entirety of this scope is taking place within open-air Parking Structures 1 and 2, can the Government confirm if these stringent infection control and negative pressure requirements will actually be enforced for this specific contract?

Yes, the COR would validate if this occurred and SOW was met.

1. One section states the vendor has "90 business days to complete the request," while the Place of Performance section states "90 days after receipt of order." Can the Government clarify if the PoP is 90 calendar days or 90 business days?

POP will be established once contract is ready for award. Specific PoP won’t be able to be determined until award is ready.

1. The pricing schedule states the Contractor should assume all existing cables are in working condition and that cable replacement is not included for existing locations. If the Contractor tests an existing legacy cable and finds it fails to meet the required specifications to support the new Avigilon IP cameras, how will the Government handle the authorization and funding for the necessary cable replacement?

Contractor can anticipate charges and include in bid.

1. Section B.3, Price/Cost Schedule Item 4 states that proper placement is "at the discretion of the installation company." Conversely, the Scope section provides a strict, level-by-level breakdown of exactly which cameras must be installed at specific locations. Does the Contractor have the authority to alter the locations listed in the SOW to optimize field of view and minimize blind spots, or must we adhere strictly to the list provided?

The general location is what government is referring to. Of course within reason of the desired place which would be determined by end user.

1. Will the newly installed Avigilon NVR and cameras reside on a standalone, air-gapped security network, or will they be integrated into the main VA enterprise network?

4. Additionally, is the Contractor responsible for providing the PoE switches and/or midspan injectors to power these cameras, or will the VA provide the necessary network switch infrastructure?

They will be integrated into VA network. Va will not be providing. Current system has switch which I anticipate new cameras can connect to but not sure not an IT person.

1. For the cameras designated for exterior roof/arm mounts, does the Government require any specific, marine-grade, or heavily weatherized environmental enclosures to protect against the salty coastal air, or are standard IP66/IP67 rated exterior housings acceptable?

Standard are acceptable since SOW didn’t specify.

1. The SOW requires work to be performed during normal business hours. Given that this is an active parking structure, will the Contractor be permitted to block off traffic lanes and utilize heavy lift equipment during these peak hours, or should we anticipate the need to perform a significant portion of this work after hours to avoid disrupting patient and staff parking?

Yes, with coordination with VA Police.
