About this file
This is Amendment Two (0002) to Solicitation 36C26226Q0387, issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 22 (Mesa Annex facility in Arizona). The amendment responds to additional questions regarding the Annual Medical Gas Testing and Certification and Annual Master Alarm Testing contract opportunity. The amendment specifies that all files must be submitted separately and not combined, with offers due no later than March 16, 2026, at 1:00 PM MST via email to Felicia Simpson, Contract Specialist. Contractors must sign clause 852.219-75 (VA Notice of Limitations on Subcontracting) and submit all required documentation under Section E along with acknowledgment of all amendments; failure to do so will result in the offer not being accepted or evaluated.
The amendment provides specific answers to contractor questions regarding medical gas system specifications across multiple facility buildings. The Main Building contains 216 valves, 101 area alarm signals, 60 master alarm signals, and 1,698 outlets/inlets. Building 8 (Ambulatory Care Center) has 44 valves, 41 area alarm signals, 69 master alarm signals, and 105 outlets/inlets. Building 29 (Dental) contains 13 valves, 11 area alarm signals, 10 master alarm signals, and 53 outlets/inlets. The Onyx Clinic has 9 valves, 9 area alarm signals, and 72 outlets/inlets. The facility has zero nonstationary booms requiring testing. Medical gas outlet flow rate documentation requires only pass/fail results rather than actual flow rates. Multiple building reports may be consolidated into a single report with separate sections, and the VA requests a predetermined amount for minor repairs and emergency work, with the solicitation to be updated to reflect a miscellaneous/emergency CLIN.
