2. Are the generators easily accessible for preventative maintenance and inspection?
ANSWER: Yes
3. Per NFPA 110, do you require a 4-hour load bank test to be performed once per year?
ANSWER: If a generator fails the monthly test and does not meet the 30% load, then yes.
4. What is the KW rating for LYH00679, LYH00678, LYH00680, and LYH00677?
ANSWER: 1500 KW for all
5. When was the last annual service completed (as noted in the Generator Logbook?
ANSWER: Not yet. Generators are new.
6. When was the last load bank completed (as noted in the generator logbook)?
ANSWER: Not yet. Generators are new.
7. What is the engine model number?
ANSWER:3512C
8. Are the generators vehicles accessible for load bank purposes?
ANSWER: Yes
9. In the written scope of work for preventative maintenance, there is no mention of any automatic transfer switch annual service. Will this preventative maintenance be required as part of this solicitation?
ANSWER: NO, there is already a PMR contract for automatic transfer switch according to VA electric shop supervisor.
10. Can you provide a generators list: make, model, kW size Answer: CATERPILLAR, Model #3512C, 1500 kW for all four generators at the plant.
11. Does the work consist of preventative maintenance only, or is a load bank test also required Answer: It requires load bank test if the generator fails the monthly test per NFPA 110.
12. Are there monthly/quarterly/semi-annual inspections Answer: If you are referring to the history of inspections for the generators, the answer is no because all four generators are newly installed.
13. Are ATS inspection also included in this solicitation Answer: NO.

Answer: The emergency CLIN is just that for emergencies and we do not have a set price as we do not know what or when or if it will happen. Reflect what a standard rate would be for the emergency.
SITE VISIT INFORMATION:
A pre-proposal site visit is planned for December 29, 2023. Interested Offerors must register with the contract specialist via e-mail at felicia.simpson@va.gov or diana.mcinnis@va.gov by 1:00 pm MST no later than December 23, 2023. Registration is dependent on Offerors identifying members attending the site visit. The site visit is to give potential offerors the opportunity to see the site location and determine if the Government's need can be met, attendance at the site visit is highly recommended.
Questions about the solicitation or questions that arise during or after the site visit must be submitted to contracting by e-mailed to felicia.simpson@va.gov within 24 hours of the site visit. Questions will be posted on SAM.gov.
Meeting location and a point of contact will be provided for registered interested Offerors.
