About this file

This is Amendment 3 to Solicitation 36C26226Q0114, a federal contract opportunity issued by the Department of Veterans Affairs (VA Long Beach Healthcare System) for Non-Emergent Medical Transportation (NEMT) services. The amendment, effective January 22, 2026, responds to an additional question regarding CLIN quantities and extends the offer submission deadline to January 30, 2026, at 1:00 PM PST. Offers must be submitted via email to Diana McInnis, Contract Specialist, and must include acknowledgment of all amendments by completing blocks 15A, 15B, and 15C on page 3 of the original solicitation.

The contract is structured as a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) with a firm-fixed-price rate structure. The base period runs from April 1, 2026, through September 30, 2026 (six months), followed by three optional one-year periods through September 30, 2029. Services include three vehicle types: Wheelchair Vans, Hired Cars, and Gurney Vans, with pricing submitted as flat rates for base services within a 20-mile radius, per-mile charges beyond that radius, and billable rates for incomplete pickups and waiting time (in 15-minute increments). The base period estimates 13,750 Wheelchair Van base trips, 8,250 per-mile charges, 97 incomplete pickups, and 90 waiting time units; similar quantities are estimated for Hired Cars and Gurney Vans across all periods. The prime contractor must perform 50 percent of work, with subcontracting authorized but requiring written approval from VA Network Contracting. All drivers and administrative staff must pass background checks. Services are required 24/7/365 with no separate after-hours or holiday rates. Deliveries are FOB Destination to VA Long Beach Healthcare System, 5901 East 7th Street, Long Beach, CA 90822, marked for Joseph Torres (562-579-8710, joseph.torres7@va.gov).

a. Is the "at least two patients" language in Section 14.1 intended as a scheduling/efficiency goal, or as a minimum-load requirement that will factor into performance expectations? scheduling/efficiency goal the trip will be billed per trip rather than per patient.

b. Gurney service is typically one patient per trip for. Can you clarify if Gurney service also required “two patients” requirement per trip? Please clarify if Hired Car services will have a minimum of “two patients” or more since it can accommodate more personnel. Wheelchairs and hired cars will be required to have two patients for scheduling and efficiency.

Wheelchair vs Gurney Staffing Per Trip

1. The PWS describes wheelchair, hired car, and gurney services (e.g., Sections 1.1 and 3) but does not clearly specify minimum staffing per trip by mode. Please clarify:

a. For wheelchair transports, does the Government intend a driver-only configuration as acceptable in all cases, or are there sections requiring a second staff member (attendant) on standard wheelchair trips?

The contract has a section in the PWS about constant watch patients if the driver only configuration can support this, then this will be suitable if not the vendor will have to provide additional staff.

b. For gurney transports, is a driver plus attendant required on every gurney trip (industry standard), or only in situations specifically identified by VA at time of order? Yes, this will be a requirement for two staff.

c. For hired car services, are there any circumstances in the PWS where VA expects an additional staff member beyond the driver, apart from a VA-authorized patient escort? Not currently.

Driver Qualifications and Dispatch Operations

1. The driver qualification section (e.g., PWS Section 7 or equivalent) states that drivers must be fully trained and licensed in California to operate wheelchair, hired car, and gurney vehicles. Please clarify:

a. For gurney transports and constant-watch patients, are any additional clinical credentials (such as EMT or paramedic) required beyond the CPR/First Aid and training requirements already stated?

This is outpatient non emergent transport CPR/First Aid and safe patient handling.

1. PWS Section 1.2 requires a dispatch center operating 24/7 and specifies two dispatchers located at VALBHS from 6:00 a.m. to 6:00 p.m., Monday through Friday. Please clarify:

a. Are the two on-site dispatchers in addition to any off-site dispatch personnel, or may all dispatch functions during those hours be handled by the on-site team alone?

We require two-in-person dispatch personnel, however you can assist during all hours of operation offsite.

b. Is there any requirement for on-site dispatch staff outside 6:00 a.m.–6:00 p.m., or may all after-hours dispatching be performed remotely at the contractor's facility?

Anything after 6am – 6pm, you may all your remote dispatch to preform the work needed.

Vehicle/CLIN Alignment and Special Categories

1. The vehicle specifications section (PWS Section 3) references bariatric-capable equipment for certain Veterans, but Section B.2 does not show separate bariatric CLINs for wheelchair or gurney transports. Please clarify:

a. Should bariatric transports be billed under the same base rate and per-mile CLINs as standard wheelchair/gurney transports, or does the Government intend to issue separate CLINs or rate categories for bariatric transports? Will bariatric transport be an exceptional case against “2 patient” transport requirement for wheelchairs? No additional rate will be charged for bariatric patients per the PWS wheelchair and gurneys should be able to accommodate bariatric patients.

b. Does VA require a minimum number of bariatric-capable vehicles to be dedicated or available under this contract? Our stryker lifts are rated to 500 lbs for gurney transport. Not currently.

Subcontracting and VetRide/IT Expectations

1. The subcontracting language (e.g., PWS Section 12.2) indicates that use of subcontractors is strictly prohibited unless explicitly authorized by the Contracting Officer, while the Instructions to Offerors and evaluation criteria sections discuss proposed subcontractors. Please clarify:

a. May offeror's proposed subcontractors in the initial quotation (subject to Contracting Officer approval), or should offers assume prime-contractor-only performance unless and until explicit written authorization is obtained after award? Yes, the prime vendor will need to submit which subcontractor will be used, follow guidance found in the Instructions to Offerors section.

b. If subcontracting is allowed with approval, are there any specific functions (e.g., dispatch, IT systems, billing) that VA does not permit to be subcontracted? The subcontractor is allowed to perform up to 50% of the work.

1. PWS Sections 11.1–11.7 require full utilization of VetRide (or a VA-approved system) for ordering, tracking, and HCFA-1500 submissions. Please clarify:

a. Will VA provide all required VetRide user licenses, access, and training at no cost, and should offerors assume any system integration or interface costs within their pricing? Yes, training will be provided at no cost and vet ride is a web based application and can be accessed on major internet browsers.

b. Is the contractor permitted to use its own internal dispatch/manifest system in parallel with VetRide, provided that VetRide remains the system of record for all VA orders and status updates? Yes, you can use an external dispatch and manifest in conjunction with vetride however vetride will need to be updated at the end of day. Vetride is the only system used for bill.

Parking:

1. As prime contractors, does VA allow parking on site in major medical centers for vehicles under this contract? Does Major VA Medical Center have parking capacity to accomodate 30+ vehicles for this contract? If the majority of drop offs are initiated from a single medical center, it will make sense to be staged nearby to improve operational efficiency. No, we do not have space for parking.

1. Onsite Dispatcher Requirement (Page 46, Section 1.2):

Would the Government consider requiring an onsite dispatcher at VALBHS from 8:00 a.m. to 4:30 p.m.? This timeframe would provide coverage during peak operational hours and align with a standard 8-hour shift, which may allow offerors to propose more competitive pricing. No, we require an onsite dispatcher 6am – 6pm

1. Experience Requirement for Sleep Apnea Testing (Pages 69 and 71):

The solicitation references experience with sleep apnea testing; however, this requirement does not appear to be applicable to the scope of this procurement. Could the Government please confirm whether this reference is an error and clarify if the intended requirement is experience in non-emergency medical transportation? This is an error, Sleep Apnea Testing is not a part of this requirement.

1. Can you please verify the accuracy of the numbers for each CLINS below:

In Section B.2 Price/Cost Schedule: Quantities have been updated for the base and options years. Option Year 4 was removed due to funding approval limitations.

1. Can you provide us the data on "average miles" per one way trip throughout the year for Wheelchair <20 miles trips? Since all wheelchair trips one way miles will vary, it will help us to provide more accurate information on bid proposals if we know what the "average" distance is for wheelchair trips under 20 miles.

Not at this time due to the recent transition to vet ride.

1. Similarly, Can you provide us the data on "average miles" per one way trip for "gurney under 20 miles"? This will help us better estimate the bid pricing for this CLIN. Not at this time due to the recent transition to vet ride.

1. For After hour trips premium pricing shall be quoted for all modes of transportation. Do we have data to see what % of after hour trips are wheel chair vs Gurney vs Hire Car? Not at this time due to the recent transition to vet ride.

1. For option years 1 – 4, the service codes 1005, 1006, have a combined quantity of 690 rides. Code 1008 that is directly connected to these 690 trips, has a quantity of 15,210 billable wait times. For this to be correct, there would need to be 22 fifteen-minute wait times billable for each trip. Yet, in the base period the quantity for billable wait time is 75, for a total of 345 trips. This wait time quantity better reflects the total number of trips. This is an IDIQ contract all CLIN are estimates and can increase or decrease from year to year.

Here’s my question. Is the quantity of 15 minute wait times for option years 1 – 4 of 15,210 what you expect, and if so, why do you expect this quantity?

This is an IDIQ contract all CLIN are estimates and can increase or decrease from year to year.

1. Can you please confirm that all estimated quantities in the price schedule are accurate? For instance, CLIN 0009 has an estimated quantity of 2,500 Gurney Van Trips for the base period which is only a 6-month period, while CLIN 1009 has an estimated quantity of 102 Gurney Van trips for the first option period which is a full year. Can you please confirm if this is accurate?

This is an IDIQ contract all CLIN are estimates and can increase or decrease from year to year.

1. We are having difficulty making sense of the updated quantities estimated in Amendment 0002’s Price/Cost Schedule. Based on the Base Year estimated quantity of 8,250.00 for Item Number 0002 (6-month term), should the quantities of Item Number 1002 in Option Year 1 (and subsequent option years) be doubled due to a full 12-month term? We have the same questions for Item Numbers 0003-0012 staying constant on Option Years 1-4.

Additionally, we are hoping to confirm that Item Numbers 0001 and 1001 are accurate as the OY 1 (and subsequent option years) estimated quantity of 41,250.00 is triple the Base Year estimated quantity of 13,750.00. We would have expected that to be double (or for the base year to be half of the Option Years).

If the monthly total * 6 months was below the awarded amount, we maintained the awarded amount for that line item. To project the updated quantities for Option Year (OY) 1 and (OY) 2, we multiplied the monthly estimate by 12 + 1.5% increase as a buffer. For OY 3, we added a 2.0% increase to account for an anticipated growth in veteran enrollment. It is important to note that the quantities provided are estimates and may vary.

Responding to an additional question number 26.
