VA Response for the RFI Questions
1. Are we able to bill [and get paid] in segments? For example, we invoice for 112 filters sent Bldg. 99, delivered, and installed in February, and get paid in March (and so on for each building and delivery/install date)?
VA Response: Invoices will be submitted and paid upon completion of each installation.
2. The bid calls for a very tight and specific filter in which only one manufacturer can provide. There are several other FDA approved filters on the market that are more affordable and are FDA class 1 approved for the removal of Legionella. If the goal is to remove Legionella other filters can work that are more economical. Is it possible to provide a more economical filter so other manufacturers can bid on this solicitation?
VA Response: The filters MUST meet the specifications provided in the solicitation.
3. How much time is allowed for installation? Are we able to install at any time of the day due to patient care or does install have to happen at a certain time? Are all the buildings install happening at the same time each month or do different buildings have installations happening at different times of the year?
VA Response: The filters should be installed in 1-2 days. The hours and scheduling are listed in the solicitation.
4. My understanding is that you already have these filters. If so, are install kits necessary or do you just need the filter?
VA Response: No need for the install kits. We will add an emergency line item that will cover install kits if needed
5. What is the current annual spend on this contract?
VA Response: We cannot give out that information.
6. When reviewing the summary it states minimum requirements of: "FDA 510k Class II Clearance (mandatory) *Published ASHRAE 514, 2023”?
A class II device is NOT a requirement of ASHRAE 514.
Insisting on a Class II device will increase over system cost. We would like to assist in providing filters that meet the current ASHRAE and VHA standards at a competitive cost.
VA Response: It is a standard/best practice. Class II filters will be used. The filters MUST meet the specifications provided in the solicitation.
