About this file

This document is a set of Questions and Answers related to a federal solicitation for the replacement of a Solar Photovoltaic (PEV) power monitoring system at the Jennifer Moreno VA Medical Center in San Diego, CA.

The key details are:

  • The existing system is 10 years old and consists of Kyocera 240W solar panels and Power One Aurora photovoltaic inverters. The monitoring system is currently non-operational and does not report to the existing Johnson Control Metasys system.
  • The solicitation is for the replacement of only the monitoring system, not the solar panels or other system components. The new monitoring system must be panel-level and report the total electrical power being produced.
  • The solicitation is a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Offers are due by May 22, 2024 at 12:00 PM PDT. No site visit is planned.
  • The VA will provide as-built drawings and O&M manuals as an addendum, but will not provide utility bills or Green Button data. Unscheduled maintenance is not a separately priced CLIN.

We require copies of utility bills and access to Green Button data for all meters we aim to offset.

Based on the information available, it is not clear that the removal of the existing monitoring system and installation of a new PEV monitoring system will require a new inverter. Kindly confirm.

VA doesn’t understand the need for you to access the utility bills and we don’t have Green Button Data. The scope of work for this solicitation does not require the installation of a new inverter only a new monitoring system.

If not brand new, could you please provide the current / previous contract number? What contract are you referring to?

Can we attain the as-built dwgs prior to a site visit and prior to responding to this RFQ? Yes As built drawings will be provided as attachment in an addendum to the solicitation

The solicitation indicates an SLA (service agreement) must be in play. How long does this need to be in play and how do we quote this portion relative to annual or monthly costing? Cole can you answer this question

Are there any pictures available for this project? As built drawings and O&M Manual will be provided as attachment in an addendum to the solicitation

Please provide any as-built drawings, product data sheets, O&M manuals, specification, etc. of the existing solar photovoltaic system, specifically the monitoring system to be replaced.

Please share any available information such as utility bills for last 12 months, interval data, pictures of the system. VASDHS will not provide the utility bills. As built drawings and O&M Manual will be provided as attachment in an addendum to the solicitation

Is there a fiber optic connection at the location? Yes Does the local telephone company services it? No Page 4 of the Solicitation indicates CLIN 0001 (Labor/Parts/Materials/ for Solar PEV Monitoring System) under ‘B.2. PRICE/COST SCHEDULE’. Page 27 indicates the requirement for ‘Unscheduled Maintenance (Emergency Repair Services)’. Should there be a CLIN covering this requirement (e.g. per each request for unscheduled maintenance)? No The installation should have the standard 1 year warranty

Also, how long (e.g. 1-year, multi-year) should we assume? See answer above

Does this Solicitation cover the monitoring replacement only? Solicitation covers only the replacement of the monitoring system.

Is any work regarding the rest of the system such as the solar panels, roof, any storage batteries, etc. to be excluded? Yes

May we know if the existing solar PV system is still under warranty? No

US/CAN)

Does the new PEV monitoring system need to integrate to an existing, onsite product? If yes, what system is currently used by VASDHS? This is to be an independent system.

What level of monitoring is to be performed (inverter or panel level)? Panel level. The monitoring system is to report the amount of electrical power being produced by the Roof Top PEV panels in total.

Can the system be brought offline during installation of the new monitoring system? Yes.

Who installed the current monitoring system and who was the manufacturer. How much did the installation cost from previous contractor? Baker Electric installed the system. Kyocera Model KD-240 Watt modules and Power One Aurora Photovoltaic Inverters (PVI 10/12-I-OUTD-US/CAN). The VA does not understand the need to provide the installation cost of the PV system for this procurement.

Who monitored the system and how did they receive the data, what is the existing network: Wi- Fi, Cellular, or hardwired? Was it a web-based service? The VA Central Plant located in Building is the monitoring point for this system. The existing system is a hard wire system on an existing network.

What is the monitoring system doing, currently? The current monitoring system is non operational and does not report to the existing Johnson Control Metasys System.
