About this file
This document contains vendor questions and answers related to Request for Proposal (RFP) 36C26223R0185 for a Chemistry/Immunoassay Contractor-Provided Test (CPT) Indefinite Delivery Indefinite Quantity (IDIQ) contract from the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 22.
The key details are:
- Vendors are requesting clarification on whether their solution will be considered if they cannot provide four specific tests in the test menu.

- Vendors are requesting a breakdown of alcohol testing volumes between urine and serum/plasma. The government has stated that the proposed CPT price should consider the overall alcohol test volumes.
- Vendors are requesting the Laboratory Information System (LIS) file to allow them to simulate their automation solution.
- The government has revised a requirement related to carryover prevention to align with CLIA and CLSI guidelines.

| RFP Questions | |
| CHEMISTRY IMMUNOASSAY SYSTEM CPT - VA PHOENIX | |
| RFP # | 36C26223R0185 |
| # | VENDOR QUESTIONS | ANSWERS | x |
| 1 | If vendor can meet the entire test menu with the exception of the four tests (Anti- CCP, Antic- TPO, FPSA, Syphilis), would our solution still be considered? | These tests are currently being run by our laboratory and must be included in the test menu of our new automated solution. | |
| 2 | Due to the complexity of the RFP, we are respectfully requestioning a two-week extension to allow time for a complete and accurate response. | Solicitation deadline will be extended to July 19, 2024 by 1:00PM Pacific Time. | |
| 3 | Requesting to breakout the number of Alcohol tests into urine and serum/plasma? | Volumes are provided as such: ETOH = 4741; UETOH = 22433; ETOH QC = 1728; UETOH QC = 2592; Est 5% repeat ETOH = 324; Est 5% repeat UETOH = 1251; Total ETOH = 6793; Total UETOH = 26276. However, proposed CPT price should consider overall Alcohol test volumes. | |
| 4 | Please provide the LIS file to allow us to simulate our automation solution, please see attached document. | Please see attachment titled "Vendor TAT 070924". | |
| 5 | Section 2.3.1.10, 2.3.1.13: The requirement to prevent carryover is listed twice. We understand the importance of sample integrity and its impact on test results. The FDA has approved many safer and proven methodologies widely used in the industry to prevent carryover. These methodologies intentionally avoid reusable components of the sample handling process to avoid carryover. As written, this requirement is unduly restrictive and we request it be revised to require bidders to address how their solution delivers minimal carryover. | 2.3.1.13 is a duplicate of 2.3.1.10 and will be removed. Section 2.3.1.10. will be changed to state "Carryover for studies shall meet CLIA and CLSI guidelines." | |
| 6 | Section 2.3.8: This requirement appears to be tailored to a specific vendor and may unnecessarily restrict competition, as not all industry respondents rely on such hardware solutions. Given the industry variability in approaches to achieving these capabilities, we propose the following adjustment: Would the government consider removing the hardware-specific requirement while retaining the focus on the essential solution capabilities? For instance, the solicitation could specify that the Contractor is required to provide user-friendly inventory management capabilities, including reagent supply replenishment intelligence and digital order lifecycle functionality. This adjustment would allow for greater flexibility in how vendors propose solutions that meet the core operational needs without mandating a specific technical approach. | All requirements under Section 2.3.8. are required to be included in the proposed system. | |
| 7 | Test Menu: There are multiple high sensitive methodologies for the measurement of troponin. Is the government restricting this solicitation to only vendors who can provide Troponin I tests? Or is any high-sensitive troponin test acceptable for proposal? | This laboratory currently runs Troponin I, our High-Sensitive troponin will need to be I due to it being a more specific marker of cardiovascular disease and coronary heart disease which is needed in our patient population. | |
| 8 | We are requesting a two week extension for this solicitation. With the July 4th holiday and the industry will be at a Federal Lab conference that both the VA and DHA lab leaders attend the week of July 8-12th in Pittsburg. Last, given the number of solicitations that have posted with similar work demands, focus effort, and parallel timelines, we are asking all CO’s for a reasonable extension. |
| Thank you for understanding our request to extend this to July 26th. | Solicitation deadline will be extended to July 19, 2024 by 1:00PM Pacific Time. | ||
| 9 | Is there any ability to extend the due date 1 week? Probably like most companies, we had a lot of people out on PTO last week. | Solicitation deadline will be extended to July 19, 2024 by 1:00PM Pacific Time. |
