The purpose of this modification is to post the responses to vendor questions.
1 4
Q1. Attachment A, line 21 (B-type Natriuretic Peptide (BNP)): Would you consider the guideline-compliant other natriuretic peptide assay available on the market?
A1. Will accept proBNP.
Q2. 36C26223R0185+0001: Would you adjust the submission date?
A2. The new due date will be Monday Sept 18, 2023 at 8:00am PDT.
Q3. For the Creatinine assay, do you run enzymatic or Jaffe methodology?
A3. Jaffe method is currently used.
Q4. Based on the complexity of the questions submitted by all interested parties, and the national holiday at the beginning of September, we respectfully request an extension moving the RFP due date to Wednesday, September 27th to accommodate adequate time to adjust submission post receipt of the Q/A.
A4. The new due date will be Monday Sept 18, 2023 at 8:00am PDT.
Q5. Question/Point of Clarification: Please confirm if controls are to be included as consumables. Please clarify if you procure controls on your own and are not to be included in the vendor cost per reportable.
A5: Please include Calibrator/Control (QC cost) as part of the consumables for CPT.
Q6. Question/Point of Clarification: Please define consumables.
A6. Consumables are all items that are required to produce a valid test result for the system.
Q7. SOW Specimen Management System/Automated Track: 2.3.2.9. Single lot of reagents for each test/analyte per monthly shipment with a minimum reagent expiration date of 90-days unless otherwise specified and approved by laboratory point of contract prior to shipping. Question/Point of Clarification: This requirement as written is source limiting. We request that this be reworded to remove source limitations, to read as “preferable 90 days”.
A7. Wording is hereby changed to reflect “preferable 90 days.”
Q8. Specimen Management System/Automated Track -2.3.3. Question/Point of Clarification: Please provide a list of the required or optional (including quantities) inclusion for automation components such as number of centrifuges, decapper, resealer, storage, aliquoter.
A8.
Centrifuge Decapper Recapper Aliquotter Ref. Stockyard
Quantity 2 1 1 1 1
Required or preferred
2 1 1 Not required as space is limited (optional)
Q9. Question/Point of Clarification: Are these a must have, nice to have or optional in the future? Might you provide a chart notating required vs optional.
A9. See above
Q10: 4.1 Installation/Implementation: 4.1 Installation/Implementation timeframe on
Attachment+B+ChemistryImmunoassay+SOW+PRE states that the site shall have complete installation and go live of their system preferably within six (6) months of award of this IDIQ but will be based on mutually agreed timelines. The
ChemIA+Tradeoffs+RFP+36C26223R0180+PRE document page 1 states that the Delivery Timeframe: Delivery of equipment, installation, go live date and optimization of equipment should take no longer than a year after award.
Question/Point of Clarification: We request that timeframes defined in each be aligned to the same verbiage, preferably to change section 4.1.1 to read that timelines will be based on mutually agreed upon timelines, post-award to the installation within 12 months.
A10. Verbiage will be aligned to the SOW; “installation and go live of the system preferably within six (6) months of this
IDIQ, but will be based on mutually agreed timelines.”
Q11. 2.3.6.5 states ‘Track reagent inventory by bar code or radio-frequency identification (RFID).’ Question/Point of
Clarification: Please clarify if this request is asking for this capability on the analyzer or is this referring to a stand-alone
RFID technology platform for this requirement?
A11. Capability of analyzer to track reagents.
Q12. Factor 3 Specimen Propulsion Method. This factor will be used to assess the method the offeror’s proposed chemistry/immunochemistry analyzer system uses to propel test specimens through the chemistry/immunochemistry analyzer system and to the VISN 22 systems identified in Factor 3. For this factor, offerors shall submit a narrative that describes the method and technologies offeror’s proposed automation system uses to propel test specimens to the chemistry/immunochemistry analyzer system and to the VISN 22 systems identified in Factor 3. Question/Point of
Clarification: Please clarify – are you looking for a description of how the analyzers propel test specimens or how the automation systems propel test specimens?
A12. How the automation system propels specimens.
Q13. Should the CPT include the hardware and the service? The language below says it should be separate, but it conflicts two other sections that say it should be included. Attachment A, Tab 1, “VISN CPT” shall provide CPT pricing based upon other tabs in the Schedule which are also reflected in Column C. Column C provides the Total CPT price for every test for years one (1) through five (5) of the IDIQ. The cost of instrumentation, automation/track hardware, software (not including annual licenses), other equipment and installation shall only apply to year one (1) of the contract and shall not be included in the reagent CPT cost.
A13. Yes, hardware and service is included. An all-inclusive CPT.
Q14. Can you define which automation capabilities are mandatory/preferred and what quantity is needed?
A14.
Centrifuge Decapper Recapper Aliquotter Ref. Stockyard
Quantity 2 1 1 1 1
Required or preferred
2 1 1 Not required as space is limited (optional)
Q15. Is minimal construction allowed? Is major construction allowed?
A15. No construction allowed. Moving a non-permanent bench, etc is allowed. No construction dollars are approved for this RFP.
Q16. Can an extension beyond Sept 11th be granted due to the holiday and several processes being delayed due to holiday related PTO?
A16. The new due date will be Monday Sept 18, 2023 at 8:00am PDT.
