About this file
This document is an amendment to a solicitation for Care, Treatment, Rehabilitative (CTRS) Service Monitor services. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 is seeking offers for CTRS monitors to provide services for individuals experiencing homelessness. The amendment changes the response due date from December 8, 2022 to December 12, 2022 at 12:00 PM PST. It also replaces the evaluation criteria language to state that the experience factor is most important, and the agency may award to other than the lowest price if in the government's best interest. Price will also be considered in the evaluation.

E.3 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES (NOV 2021)
(a) Basis of Award. This procurement is being conducted pursuant to FAR Part 13 procedures. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered.
(b) The following factors will be evaluated as part of the trade-off analysis:
Factor 1 – Experience: This factor will be used to assess the Offeror’s experience providing Service Monitor services for the Care, Treatment, & Rehabilitative (CTRS) Services of individuals experiencing homelessness.
Factor 2 – Price: This factor shall be used to assess the reasonableness of the Offeror’s proposed price.
For the purposes of this evaluation, factors are listed in descending order of importance. Factor 1 is more important than price for the purposes of determining the best value to the Government, therefore, the Government may award to other than the lowest priced offeror if it is in the Government’s best interest to do so.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
