Q1: Section 4.6.3.1 Please provide a list of the previous year's quantity of vaccines provided in the CBOC. Does this include Covid 19 vaccines? Here is an estimation over the last 18 months (1 ½ yrs); exact numbers are not available. Be aware that due to COVID restrictions this number may be lower than previously due to times of limited face-to-face care.

A: Shingrix: 210 doses T-Dap: 100 doses Hep B 5 doses Pneumovax 23: 90 doses Eligard: 1 Prevnar 13: 70 doses Hep A/B: 3 doses Flu High Dose: Over 230 doses Flu Regular Dose: Over 100 doses

Q2: Section 4.6.3.2.8 says that the contractor is responsible for providing quarterly and annual anticoagulation quality assurance summaries to the anticoagulation coordinator, if the VA is providing the anticoagulation service, will the Government provide the quarterly and annual quality assurance summaries?

A: The Government will provide the summaries, to VA Leadership. The Contractor performs the lab draws and would assist with seeting up a provider-to-clinic video (CVT) visit at their site when needed for the Anticoagulation Clinic.

Q3: Section 4.6.3.4 Will the VA provide a freezer unit to hold the Pfizer Covid vaccines?

A: No, VA will provide the temperature control monitoring alert system for the Contractor-provided medical grade refrigerator. Ultra Low freezers are not required at the contract CBOC location.

Q4: Section 4.6.4.4.1 Will the VA provide POC equipment for Glucose and anticoagulation testing?

A: No, the Contractor is responsible for monitoring their own equipment.

Q5: Section 4.11.1.5 States Contractor is responsible for procurement, installation, and maintenance of all printers, scanners, and fax machines. In our experience, the VA IT department will not network any items purchased by the contractor to interface with VA systems. The contractor will need printers, scanners, fax, and copiers that can be networked with VA.

A: The Contractor procures any scanners, faxes and copiers. The Government provides computers and printers for VA-related work.

Q6: Section 4.11.1.9 Contractor is responsible for purchasing a color printer used for patient education, Contractor will not be able to network this printer on VA network to print information from VA sources for patient education. Please confirm the VA will supply a color printer for this use.

A: Government will provide printers for use with Government-issued computers and a single workstation is provided for printing patient education material. The Contractor is responsible to provide fax machine and copiers.

Q7: Section 4.11.3.4 Will the Government supply the telephones for use at the clinic?

A: Yes

Q8: Section 6.1.3 States that the Contractor will have 90 days from the date of the award to have the clinic open for business. Due to the current backlogs in the supply chain, would the Government consider 120 days from the date of the award?

A: The Government understands the supply chain issues and may find it justifiable to change this to 120 days.

Q9: Please provide the number of respondents to the government’s sources sought notice on 3/16/21.

A: Three contractors responded to the notice.

Q10: Contracting to answer. Please explain why this opportunity was not set aside as there are now three SDVOSB companies able to provide services under this contract, each successfully managing VA CBOCs.

A: At the time that market research was conducted for the Truth or Consequence NM area, there was only one SDVOSB who responded with interest in this acquisition. In order to set aside a solicitation two or more contractors are required to not only respond to the sources sought notice but to also want to participate in an upcoming acquisition.

Q11: COR thinks this is the usual way.Will the new contractor inherit the patient’s last Primary Care vesting visit and be allowed to bill for one year from that date upon contract award?

A: Yes, a new awardee will inherit all patients and be authorized to bill for a year of vesting visit.

Q12: How many veterans are currently on the Truth or Consequences CBOC Primary Care invoice (most recently billed by the current vendor)?

A: December 2021 billable roster was for 667 patients.

Q13: Can the government provide a breakdown showing the number of enrollees by the enrollee’s home zip code? Here is an estimated breakdown in percentages:

Q14: With declining Veteran populations, please provide an explanation of why the government believes this clinic will grow over the life of the contract?

A: Per the VHA Support Service Center’s Outpatient Sites of Care and Workload Facility Data, data which is cumulative through March 24, 2021: 86% of veterans in Priority Group 1-6 veterans and 13% of veterans in Priority Group 7-8 comprise TorC’s enrolled workload currently. With 87% of PG 7-8 vets untapped, potential for growth exists by outreach and recruitment efforts. The TorC catchment area population, like many New Mexico rural areas, is lower income and has fewer healthcare options.

Q15: Please list all positions the VA will staff on site at the CBOC by title and number of hours per week/month those employees will be on site.

A: No VA staff will be based on site. VA staff will provide support in specified areas remotely, via Telehealth and video teleconference.

Q16: Will the Contractors proposed space be required to meet the on-stage/off-stage design with the PACT Zone?

A: Yes, that contractor is required to meet on-stage/off-stage design requirements.

Q17: Is the current facility and existing layout of the clinic acceptable to the VA?

A: No, The Information Technology closet used by VA for computer network devices does not meet current size requirements.

Q18: If the current facility is acceptable to the VA, please explain how the government will level the playing field for construction costs for all bidders who are not the incumbent?

A: The VA is not responsible and not authorized to provide a competitive advantage to any potential offeror.

Q19: Is the Cost Proposal required to be emailed separately from the Technical Requirements?

A: The offeror shall properly complete the solicitation document (SF1449) along with any amendments (SF 30), if any are issued and submit as “36C26222R0050 General Information and Price/Cost Schedule”. Not combined with the technical requirements File.

Q20: Do you require a hard copy of any items listed in the solicitation?

A: Reference Section E.1 Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items Page 179 of the solicitation. Offer Due Date: The Offeror shall submit completed proposal electronically to Arcelia.Medina@va.gov by the time and date specified on Block 8 of the SF-1449.

Q21: Do you require the total amount on the first line of the Form SF 1449 Section B.2 (Item Number 0001 is 0.00 Quantity) to be the total annual cost or should it be zero since the quantity is listed as 0.00?

A: There should be No amount listed in the lines with 0.00 quantity and NSP Unit of Measure.

Q22: Should the total at the end of the section be the total 10 year cost?

A: The “Grand Total” should be all 10 years added.
