About this file

This document contains an amendment to a solicitation for home oxygen and ventilator services in VISN 22 of the Department of Veterans Affairs. The amendment updates the price worksheet to include estimated monthly quantities by healthcare system and extends the proposal due date to March 2, 2021. It also provides answers to additional questions received, including estimated numbers of concentrator units by manufacturer at each location, reserve oxygen cylinder requirements, and challenges experienced by the incumbent. The solicitation seeks a contractor to provide storage, delivery, setup, instruction, and maintenance of government-owned oxygen and ventilator equipment for veterans in four VA healthcare systems in California. The contract will be for oxygen and ventilator services on an indefinite delivery, indefinite quantity basis with firm-fixed prices.

1. Amendment to the Solicitation.

Request for Proposal (RFP) 36C26221R0002 is hereby amended to delete the price worksheet in its entirety and replace it with an updated Price Worksheet which is now attached as section D.3. The updated Price Worksheet includes updated MONTHLY estimated quantities for each CLIN by healthcare system. However, the “TOTAL” tab on the attachment includes the total estimated YEARLY quantities for all healthcare systems combined and requires the offeror to submit one price for each line item on the total tab only. The stations tabs There is no change to the section B.2 Schedule of Services and Price.

2. Answers to questions received in response to the solicitation. Please see the response to additional questions received in response to the solicitation.

Q1. What is the present total numbers of end of FY 2019 of in home service/system in each area, Los Angeles County, San Diego County, Orange County, Riverside and San Bernardino, Imperial County, Ventura County , Kern County , Santa Barbara County, San Luis Obispo. Concentrator/ portable units for wage determination i.e. labor verses vehicle and travel cost

A: See updated price worksheet which is now broken down by healthcare system. Data is not tracked by county. Also please note that CLINs 027 are included for mileage.

Q2: Of those numbers provided can you provide the number of Invacare, Respironics, Drive, Devilbiss in the four areas for cost as maintenance cost range will vary pending MFR?

A: The following numbers are good faith estimates: Greater LA – 100% Respironics;

Long Beach – 95% Respironics and 5% Devilbiss; San Diego – 95% Respironics, 4% Devilbiss, and 1% Invacare; Loma Linda - 95% Respironics and 5% Devilbiss.

Q3: Regarding the locations with rental Concentrator and portable units; what’s the required number, if any of reserve cylinders on hand at any residents for emergency situation?

A: The estimated total number of patients per healthcare system has been provided. The contract only requires rental concentrator when gov-owned equipment is not available. The exact number of rental concentrators needed per location fluctuates daily/weekly as patients are added/removed from program and/or when concentrators need maintenance. The total number of rental concentrator should not exceed 50% of the total number of patients on the program.

Q4: Regarding the locations Government owned Concentrator and portable units, what’s the number of reserve cylinders on hand at any residents for emergency situation?

A: The number of cylinders will vary by patient. The PWS states “3 times the response” time will be provided for emergency backup. The number of tanks needed will vary if the Veteran lives 30 minutes away, 1 hour away, 2 hours, etc.

Q5. Can Government provide the troublesome/critical areas that incumbent experience on this requirement as oxygen is in critical shortage with the Covid 19 pandemic.

A: The Government is unable to provide a response to this question. The awardee is expected to have sufficient experience providing in-home oxygen and in-home ventilator services to be able to anticipate and handle problems as they arise during contract performance, to include supply challenges, whatever the cause.

3. If an offeror has already submitted hard copy proposals, they are required to submit the updated price worksheet, updated section B.2 Schedule of Services and Price, if applicable, and any amendments not previously submitted in addition to any other changes. All changes to the proposal must be clearly marked as updates.
