CONTRACTORS’ RFIs and VA RESPONSES TO RFIs ARE AS FOLLOWS:

CONTRACTOR RFI No. 1: At the Site Visit conference it was stated that the VA will require two full shifts every day from 0600 to 1700 and 1700 to 0600. We did not find this requirement in the RFP or the Specifications. Since this will add significant cost to the project, will the VA confirm the two-shift requirement will be mandated for this project? Will the two shifts occur Monday thru Friday or will this be 7 days a week? Will federal holiday shifts be required?

VA RESPONSE – RFI No. 1: The times will be first shift 0700-1700 10hrs / second shift 1700-0300 10hrs Monday to Saturday / no Sunday and holidays.

CONTRACTOR RFI No. 2: Clarification on the room designation for electrical rooms, see below:

1) Drawing E103 designates room A354 as a storage room however the footprint resembles the electrical closet numbered as S-06. 2) Drawing E104 does not show where room A472 is located, is it the room south of room A416C? Please advise.

VA RESPONSE – RFI No. 2: Yes, the Electrical Room is right next to room A416C. The Electrical closet for the third floor is S-06.

CONTRACTOR RFI No. 3: Per general note #1 on drawing E101, 2 set of 6- 4"conduits 6' apart per the details need to installed from the Computer Room A114 to each Telecom Room (TR). Is there an existing chase(s) from room A114 to the fifth floor that can be utilized to install conduit risers to every the TR? Will chases need to be erected for this project if a chase does not exist? If not, please advise on the locations where the designer may have proposed the 4" conduits to be routed from the 1st floor up to the 5 floor and where proposed penetrations are to be made at each floor level and any requirements for chases.

VA RESPONSE – RFI No. 3: Each floor has two Telephone Closet with a chase adjacent to most of of them. Most of the Closets and chases are stacked up. See attached PDF. Contractor can field verify available spaces at the Closets to see if the new conduits can be run through them. If chases are available to use, Contractor shall verify if they are OK to be used for Telecom Backbone route, before using them. Confirmation with VA IT and with the facility is also required before using any of the Closets and the chases for the conduit route. All floor/ceiling penetrations shall be sealed with appropriate fire stop assembly as per design.

If proposed Closets and/or chases can be used, no new chase will be required.

CONTRACTOR RFI No. 4: Per keynote 11 on drawing E202, and/or similar keynotes on E203, E204, E205 & E206, it states to provide grounding and bonding to nearby electrical panels feeding the TR. Is there an existing grounding system in the electrical rooms that these panels are located in? Can it be tied-into to that grounding systems or is a dedicated 3/4"conduit with #6AWG needs to be installed from the TR to the electrical panel?

Does this include grounding for panel P2CE and 6EP?

VA RESPONSE – RFI No. 4: The Grounding system that must be created in each TR room is provide on drawing E505 Grounding and bonding Riser Diagram. This explains how to create the isolated ground from the switch gear to the TMGB to the TGB. Your panels will get the ground from its source. The isolated ground is for the communication side and all its equipment.

CONTRACTOR RFI No. 5:. Per site visit it was observed that the corridors, as C3-2, contained framed hard lid ceilings with light fixtures (see attached photos in Amendment #1). Per note conduits (A and B side) are to maintained a 6' separation which cannot be meet with this ceiling system. Is the intent to utilized the corridor east, for example C3-23 in drawing E103, for the installation of these conduits? Please advise.

VA RESPONSE – RFI No. 5: It may be easier to install new conduits above drop ceilings than hard lid ceilings. Corridor C3-23 has drop ceiling. The new conduits can be routed along this corridor.

CONTRACTOR RFI NO. 6: Can a product/data schematic be provided for the new UPS-PA and UPS-PB in order to determine the power requirements and disconnect switch type/size?

VA RESPONSE – RFI No. 6: Note 20 on drawing E201 provides the size of each UPS A & B. I have provided a cut sheet.

CONTRACTOR RFI No. 7: There will be a significant amount of 4" EMT conduit for DATA risers and other sizes and benders for this project that will require a large amount of laydown area. Please provide details of amount of space and the area where the laydown will be for this project.

VA RESPONSE – RFI No. 7: The laydown area will be the back side of the building. There will be only room for two conex boxes.

CONTRACTOR RFI No. 8: During the site walk the VA mentioned that there will be two shifts to perform the SOW. Do we assume that all conduit installation through out the building including the parking structure to be done after hours. Please confirm the time start time and the stoppage time when this work can be performed. Will 10hr shifts be acceptable?

VA RESPONSE – RFI No. 8: The times will be first shift 0700-1700 10hrs / second shift 1700-0300 10hrs Monday to Saturday / no Sunday and holidays.

CONTRACTOR RFI No. 9: Contractor is to have day and night shifts because the medical services and support services of the hospital will remain operation during performing contracted work.

Please set the time of day and night shift and describe works allowed during day time and night time.

VA RESPONSE – RFI No. 9: The times will be first shift 0700-1700 10hrs / second shift 1700-0300 10hrs Monday to Saturday / no Sunday and holidays.

CONTRACTOR RFI No. 10: There is not enough area for parking and lay down at the hospital.

Please indicate parking area and lay down area for the contracted work performance.

VA RESPONSE – RFI No. 10: The Parking will be discussed when the job is awarded. There is only room for two conex boxes on the back side of the building

CONTRACTOR RFI No. 11: In drawing E102, Keynote #9 in the 2nd floor call center area states that “all existing telecom outlets and cabling serving the call center as indicated inside the dashed line to remain.” AP locations are shown in the call center area.

0. Do the APs in those areas need new cables? Or are they existing to be left in place as well?

VA RESPONSE – RFI No. 11: The TR in the Phone Center feed the AP’s and will not require new Cabling.

CONTRACTOR RFI No. 12: On drawing E100, there is one (1) quad outlet noted in the Corridor and one (1) in the Chiller Area Office.

1. Which TE room are those drops getting fed from?

1. Is the existing pathway useable to get to those locations?

VA RESPONSE – RFI No. 12: The data comes from the Main Computer Room (MCR) that feeds the Chiller Maintenance Office. I would assume the path is reusable.

CONTRACTOR RFI No. 13: On Drawing E202, Keynote #7 specifies 12”W x 6”D cable tray but the part number provided (CF 105/300) is for 4”W x 4”D cable tray.

1. What size would the VA prefer?

VA RESPONSE – RFI No. 13: The correct part number is CF 150/300 with 12”W x 6” cable tray per OIT design guide. Please see Attachment 3 and Attachment 3A for revised drawings.

CONTRACTOR RFI No. 14: The drawings state the backbone fiber running from the Main Computer Room A114 consists of one (1) 24-strand OM4 and one (1) 12-Strand OS1 running through 2” innerduct in 4” conduit. For two fiber cables this seems large and will take up a lot of room in the 4” conduit.

1. Would the VA accept 1” innerduct for this instead? That way it will fit the cables and allow more room to run other current/future fiber cables.

VA RESPONSE – RFI No. 14: Recommend providing two 1” innerducts with the OM4 and OS1 cables respectively and one 1” innerduct with pull string for future use. Proposed innerducts are subject to VA IT approvals.

CONTRACTOR RFI No. 15: On drawing E204, Keynote #9 mentions installing the 6” diameter conduit sleeves above the ladder rack.

1. Does the VA mean to reference the new cable tray? Or is ladder rack supposed to be installed as well?

VA RESPONSE – RFI No. 15: New mesh trays will be provided above data racks per keyed note #7 of sheet E204. New conduit sleeves will be provided from 6” above the mesh trays to 6” above the drop ceiling.

CONTRACTOR RFI No. 16: In the TR room detailed drawings (E201-E206), there are data outlet symbols with an (E) next to them.

1. Are all of these existing outlets to remain?

1. If not, what is the (E) signifying?

VA RESPONSE – RFI No. 16: Yes, the outlets will remain as the E indicates existing. Note 14 states that, but I do see that note 14 isn’t indicated on all details.

CONTRACTOR RFI No. 17: Regarding Access Doors / Door Hardware - Per the information in the RFP, there is only (1) door on the Door Schedule. Is there only (1) door slated to receive a card reader?

VA RESPONSE – RFI No. 17: Yes, there is only one new door getting installed. This new door will be for the new TR on the fourth floor. You will be installing the conduits and boxes to support the new PIV equipment that will be installed by another project.

CONTRACTOR RFI No. 18: What control system is currently in operation?

VA RESPONSE - RFI No. 18: The control system is Johnson Control system.

CONTRACTOR RFI No. 19: Verify that the Owner will be responsible for removing ALL equipment, unbolted furniture, personal effects, etc. from the affected areas prior to construction.

VA RESPONSE – RFI No. 19: The Government will be responsible to remove all personnel effects and electronic equipment. The Contractor will be responsible to relocated / move unbolted furniture, bolted furniture, module furniture and any other obstacles that my hinder the installation of data ports and other project needs.

CONTRACTOR RFI No. 20: Has the facilities ICRA team assigned classifications to the affected and adjacent spaces to set the level of ICRA measures to be put in place by the general contractor?

VA RESPONSE – RFI No. 20: No, the COR or Engineering Personnel will assist in classification. The General Contractor will have to confirm with the COR and Infection Control personnel (IC).

CONTRACTOR RFI No. 21: Specification section 01 45 00, 1.4.C states:

“CQC Personnel: In addition to CQC personnel specified elsewhere in the contract, provide as part of the CQC organization specialized personnel to assist in the CQC System Manager for the following areas, as applicable: electrical, mechanical, civil, structural, environmental, architectural, materials technician submittals clerk, Commissioning Agent/LEED specialist, and low voltage systems. These individuals or specified technical companies are employees of the prime or subcontractor; be responsible to the CQC System Manager; be physically present at the construction site during work on the specialized personnel’s areas of responsibility; have the necessary education or experience in accordance with the Experience Matrix listed herein.”

Is it the intent of the Government for us to budget these personnel to be on-site during the entire duration of work in each specialty area in addition to the full time QC manager? Consequently, adding $millions to the cost of general conditions over the duration of this project.

VA RESPONSE – RFI No. 21: By hiring the Commission Agent firm they will provide the specialists that will be needed to support this specified requirement.

CONTRACTOR RFI No. 22: Specification section 01 45 00, 1.4.B states:

“The CQC System Manager is required to be a graduate engineer, graduate architect, or a graduate of construction management.”

Does this statement require simply a bachelor's degree or a graduate degree such as a master's or a PhD?

VA RESPONSE – RFI No. 22: Yes, the individual has to be able to perform the position of CQC System Manager and have the qualification. A bachelor’s degree or graduate degree such as master’s or a PhD would meet the qualification requirement.

CONTRACTOR RFI No. 23: Reference Specification section 01 45 00:

Paragraph 1.8.B states that the Contractor is to appoint a Contractor's Commissioning Manager, a Contractor's Commissioning Representative, and a Commissioning agent as members of the Commissioning Team.

Paragraph 1.9.A states that the VA is to appoint an individual, company, or firm to act as the Commissioning Agent.

These specification sections are in conflict. It is our experience that the VA typically contracts the Commissioning Agent directly and the Contractor assigns a Commissioning Manager to interface with the Commissioning Agent.

Confirm that the Commissioning Agent will be appointed by and contracted directly with the VA.

VA RESPONSE – RFI No. 23: No, the Commission Agent will be provided by the Contractor under section 1 91 00 Para. 1.8 Commissioning Team. Also. Responsibilities for Contractor in Para. 1.11. Removal of Para. 1.9 (A) should be struck from the spec.

CONTRACTOR RFI No. 24: In accordance with specification section 01 35 26-10, paragraph 1.6.C, confirm that a 3 separate, full time individuals are required to fulfill the staffing requirements of Superintendent, Quality Control, and SSHO and that they are to be dedicated to this project.

VA RESPONSE – RFI No. 24: Yes, that is correct. Work of a long duration and performance within a Government facility that on the advice of VA construction safety representatives involves hazardous operations that might endanger the safety of the public, patients and/or Government personnel or property, the SSHO and Superintendent and/or Quality Control Manager must be separate persons.

CONTRACTOR RFI No. 25: How is the VA going to accommodate the current price escalation being experienced in the marketplace with regards to commodities such as wood, steel, plastics, etc.?

VA Response – RFI No. 25: This procurement is “Firm-Fixed-Price” and is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract.

CONTRACTOR RFI No. 26: How is the VA going to accommodate the current extended lead times and material manufacturing and delivery delays that are occurring in the construction industry?

VA RESPONSE RFI No. 26: Extended lead times, material manufacturing, and delivery delays will be evaluated on a case-by-case basis if any arises during the project.

CONTRACTOR RFI No. 27: Has a Limited Source Justification (FAR 6.302-1(c), 6.303) been prepared for any materials identified under this solicitation? If so, identify which systems to which they apply and provide all related documentation, including any required Approval (FAR 6.304) or Certification (FAR 6.303(b)(12)).

VA RESPONSE – RFI No. 27: See Attachment 4 – J&A which includes Attachments A&B.

CONTRACTOR RFI No. 28: Please confirm that the Government will allow proposers a minimum of seven (7) days to respond to the RFP starting from the date that the Government responds to 100% of the RFIs received.
