About this file

This is Amendment 0003 to Solicitation 36C26127Q0067, issued by the Department of Veterans Affairs Network Contracting Office (NCO) 21, effective November 2, 2026. The amendment adds supplementary RFI response documentation and Plans and Diagrams attachments to the original solicitation package while maintaining the existing RFI due date of November 16, 2026 at 12:00 PM PST and RFQ due date of November 20, 2026 at 12:00 PM PST. The solicitation is for J061—Triennial Circuit Breaker and Feeder Testing services at a VA facility in Reno, Nevada, and is set aside as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) award under VAAR 852.219-73, requiring offerors to be certified SDVOSB at time of offer. The work involves conducting triennial testing and coordination studies on medium-voltage electrical equipment including switches, cable runs, transformers, circuit breakers 225A and above, and feeders across multiple facility buildings and a new parking garage constructed since the previous 2017 testing cycle.

Key clarifications provided in the amendment address technical scope and operational requirements: drawings may be shared with prospective subcontractors for quotation purposes; the newer 2024 Facility Single Line Diagram controls where it differs from the 2017 schematic set, with TN-LBSW testing scope confirmed as included; VA electricians will be assigned to each shift during the Saturday outage and will handle medium-voltage switching and lockout/tagout procedures, while the contractor must supply all testing equipment; existing drawings and reports are provided in the attachment package; and contractor personnel must check in with facility police at shift start for badging. The requirement is coded under NAICS 238210 (special trade construction contractors) with a 75 percent limitation on subcontracting that applies to this award, and invoicing will be accepted in two installments—one following field testing acceptance and one following coordination study and final report acceptance.

1. Drawing sets and permitted use: The published package includes C27 - Single-Line Schematics.pdf, marked original revision 03/28/2017, and Facility Single Line Diagram.pdf, revision B dated 09/04/2024. Both contain contractor use/reproduction notices. Please confirm whether these published PDFs may be shared with prospective subcontractors for quotation preparation and whether any handling restrictions apply. Which set controls where they differ? In particular, the older set excludes the Building 1D TN branch, while the newer set shows TN-LBSW; please confirm its current testing scope. They are allowed to be shared to subcontractors. TN-LBSW is to be included.

1. Existing source files and reports: Are native CAD drawings, the previous triennial test report with equipment lists/results, and the existing coordination/arc-flash study and native model files (SKM, ETAP, or EasyPower) available? If so, please advise how bidders may obtain them and any permitted-use restrictions. We understand that updated PDF/CAD drawings and study deliverables are required, but have not confirmed what existing source files VA will furnish. See attached drawings/report.

1. Switching and staffing: Who is responsible for medium-voltage switching, isolation, lockout/tagout, and restoration during the Saturday outage? Will a VA electrician be assigned to each shift, and what support or equipment, if any, will VA provide? VA personal will be there to attend the Saturday outage. All equipment needed for testing is to be supplied by the contractor. VA electricians will be assigned to each shift.

1. Facility and equipment scope: Please provide the complete list of facilities added since 2017 and the associated equipment to be included, with building/equipment identifiers mapped to the drawings. The SOW's Day 12 plus TBD entry mentions the parking structure but does not provide an exhaustive list. The new parking garage. Please see attached for diagram.

1. Badging and background checks: The solicitation incorporates FAR 52.204-9 and VAAR 852.204-70/852.204-72. Please confirm the Reno-specific credentialing and background-check requirements, applicable position/risk designation, required forms and sponsor/contact, expected processing lead time, and whether any interim or escorted access is permitted. Contractors are to check in with the police at the start of each shift for badges.
