About this file

This is a Questions and Answers document (Amendment 0002) for a federal furniture moving, installation, and storage services solicitation.

The solicitation (36C26127Q0039-Amended) is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 for furniture moving, installation, and storage services for VASNHCS in accordance with the Performance Work Statement. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requiring offerors to be verified at time of quote submission and maintain verification through award, performance, and final payment. Failure to submit a completed VAAR Clause 852.219-75 will result in exclusion from evaluation and ineligibility for award. The original solicitation close date was October 6, 2026 at 11:00 AM PST. Amendment 0002 extends the quote submission deadline to October 8, 2026 at 4:00 PM PST and addresses questions received in response to the solicitation. Amendment 0001 also answered previously received questions but did not extend the original deadline.

Amendment 0002 – Solicitation 36C26127Q0039

Questions and Answers Document

1. Option-Year Wage Adjustments: Should offerors incorporate anticipated wage escalation into their option-year labor rates, or will changes resulting from updated applicable Wage Determinations be handled through contract adjustment?

Offerors should incorporate anticipated wage rate increases into the option year labor rates. However, on the anniversary of the contract date the vendor may submit a request for equitable adjustment resulting from wage rate increases. The adjusted rate shall be in compliance with FAR Clause 52.222-43.

1. Minimum Hours / Estimated Quantities: Is there a minimum number of billable labor hours per service request? Additionally, are the quantities listed in the Price Schedule guaranteed quantities or estimated quantities for evaluation and ordering purposes?

No, there is not a minimum number of billable hours per request. The quantities listed in the Price Schedule are the amounts based on historical services needed for this request. Invoicing will be completed monthly in which the vendor will invoice for the services performed at that time.

1. Delivery Limitations: Are there any maximum mileage limitations, required or maximum truck sizes, or limits on the number of delivery trips that may be requested in one day?

No – we will need to do whatever is necessary to do complete tasks for the day/week

1. After-hours services: Please confirm whether the “Installation After Hours” line item covers movers, packers, installers, and installation supervision. How should after-hours deliveries and emergency mobilizations be priced, and are minimum callout charges permitted?

The Installation After Hours CLIN includes movers, packers, installers, and installation supervision. Minimum callout charges are not permitted.

1. Transfer from incumbent storage: Will the incoming contractor be responsible for transferring existing inventory from an incumbent warehouse? If so, please provide the warehouse location, inventory or estimated volume, required transfer schedule, and applicable payment line items.

This is not a requirement for this solicitation.

1. Site access and employee onboarding: Will a site visit be offered? Please provide available information regarding loading docks, elevators, stairs, parking, infection-control requirements, and employee screening or badging requirements.

A site visit is not anticipated for this requirement. All available information has been provided through the solicitation and attachments.

1. Seismic Anchoring: Does furniture seismic anchoring under this requirement require a Nevada contractor's license? Please also confirm whether anchoring hardware is considered contractor-furnished incidental material.

If you have existing racking in your warehouse, it should meet all codes according to location. As stated before, 5000sqft of flat storage is acceptable.

1. Using a subcontractor for the local requirements - The PWS says the contractor must have a local office, staff, vehicles, equipment, and warehouse, and it also says the people doing the work must be employees of the contractor. Can these local requirements be provided through a subcontractor, as long as the prime contractor remains responsible for the contract and follows the subcontracting rules? If yes, can the subcontractor’s regular employees perform the moving, installation, delivery, and warehouse work?

Subcontracting is allowed for this requirement.

1. Driver / Moving Team hours - The price schedule shows 950 hours for Driver / Moving Team, but we want to make sure how those hours should be counted. Does 1 hour mean 1 hour for one worker, or for the whole moving crew/team? Also, are the 220 After-Hours Installation / Moving hours counted per worker as well?

1 hour per man working. As for afterhours time – any time spent after the normal business hours will be calculated as after hours. If you pull product or work during normal business hours and we need to stay later to complete task, it would be normal rate for the normal business hours and after hours rate for the other time spent.

1. SDVOSB/VOSB subcontractor rule. One section says only certified SDVOSBs count as similarly situated subcontractors, while another section refers to certified SDVOSBs or VOSBs. For the 50% subcontracting rule, does a certified VOSB count, or does the subcontractor need to be a certified SDVOSB?

I believe this question is in reference to VAAR 852.219-75. Only certified SDVOSBs can be counted toward satisfying the limitations on subcontracting (e.g., performing at least 50% of the contract work or contracting with other SDVOSBs). A certified VOSB, although still subject to the same percentage rules, does not count as a similarly situated subcontractor in a SDVOSB set‑aside.
