About this file
This is Amendment 0001 to Solicitation 36C26126Q1073 issued by the Department of Veterans Affairs Network Contracting Office 21, effective September 11, 2026. The amendment provides responses to eleven questions submitted by offerors prior to the deadline regarding fire suppression system and grease hood maintenance and cleaning services at three VA locations: Palo Alto, Menlo Park, and Livermore, California.
Key clarifications from the VA responses include: pricing must be submitted as one all-inclusive annual price covering all locations and service frequencies; emergency repairs outside the contract scope are priced separately and quoted at time of failure; specific maintenance frequencies for equipment at each location, including hoods at twice-monthly and quarterly intervals and hazmat sheds at semiannual intervals; the Menlo Park hazmat shed location is still being determined but will be in an outside fenced enclosure; Livermore requires only semiannual inspection and certification of a hazmat shed with no grease hood or exhaust fan; fire suppression system maintenance including minor parts is included in annual pricing with major repairs quoted separately; contractor or representative performing inspections must be certified by the manufacturer of that specific system and hold a California C-16 license, though different personnel may service different equipment; a site visit was conducted on September 8, 2026; applicable wage determinations are 2015-5623 for Alameda County (Livermore), 2015-5637 for San Francisco and San Mateo Counties (Menlo Park), and 2015-5641 for Santa Clara County (Palo Alto); and submission instructions are detailed in Section E.8 FAR 212-1 Addendum. Hood length specifications are provided for three buildings: B101 Canteen (hoods of approximately 6, 6, and 20 feet), B100 Kitchen (hoods of approximately 8 and 25 feet), and B329 Kitchen (hood of approximately 30 feet).

QUESTIONS AND ANSWERS:
1. Pricing structure. The schedule shows a single line item priced by the year for each contract period. Please confirm whether the Government wants one all-inclusive annual price covering every location and every service frequency, or a breakdown by site or by service type.
VA RESPONSE: Please provide 1 all-inclusive price
2. Emergency repairs. Section 5 requires the contractor to submit a quote to repair a failed device within 72 hours. Please confirm that repairs are priced separately at the time of failure and are not included in the annual price. If a labor rate or parts markup should be submitted with the quote, please state the format.
VA RESPONSE: If there are repairs that are outside the scope of this contract they are not included in the annual price. Submitted quoted will be reviewed by the Government and may be used to determine procurement strategy.
3. Grease hood cleaning frequency. The inventory lists Grease Hood 1 in Building 101 at twice a month and Grease Hood 3 at quarterly, while the fire suppression systems are semi-annual. Please confirm these frequencies are correct and identify which frequency applies to each individual hood, fan and duct.
VA RESPONSE: Hood #1, hood #2 and EF-2 twice a month; hood #3 and EF-5 quarterly; Gaylord QUA-1.50-16 semiannually.
4. Menlo Park location. Line 2 of the Menlo Park inventory lists the building as to be determined for Hazmat shed 1. Please provide the building number, or confirm whether that shed is included in this requirement.
VA RESPONSE: The shed is in the process of relocation. The new location is not determined exactly, but will be outside in a fenced enclosure, accessible by vehicle. The closest building or structure will be added later for locating purposes.
5. Livermore frequency. The Livermore inventory shows a preventive maintenance frequency of semi-annual in the grease hood column for Hazmat shed 1, but there is no grease hood or exhaust fan at that location. Please confirm what service is required there.
VA RESPONSE: No grease hood or exhaust fan. Livermore will have only 1 hazmat shed in an outside location, which needs semiannual inspection and certification.
6. Data center systems. The Palo Alto inventory lists a FIKE Cheetah-XI clean agent system with an HFC-125 tank at semi-annual and annual frequency. Please confirm whether hydrostatic testing, agent recharge and cylinder replacement are included in the annual price or quoted separately.
VA RESPONSE: Included in the annual price are minor parts, such as fusible links, etc., necessary to perform the maintenance. Anything else needs to be quoted separately.
7. Contractor licensing. Section 4.1 requires a California C-16 license and certification by the system manufacturers to service Ansul and related systems, plus grease hood cleaning by an International Kitchen Exhaust Cleaning Association certified specialist.
The inventory lists Gaylord, Pyro Chem, Ansul, Kidde and FIKE equipment. Please confirm whether one contractor must hold certification for all five manufacturers, or whether documented equivalent system training satisfies the requirement.
VA RESPONSE: The contractor or his/her representative who performs the inspection and certification of an individual fire suppression system should be certified by the manufacturer of that system and hold a C-16 license. It doesn’t need to be the same person for all systems. The same is true in regard to the grease hood cleaning, the contractor who performs the work needs to be certified.
8. Site visit. Please confirm whether a site visit is available before the quote deadline, and if so, the date and point of contact.
VA RESPONSE: Site Visit was on 9/8/2026 See page 30 E.5 52.237-1 SITE VISIT
9. Wage determinations. Three wage determinations are attached. Please confirm which determination applies to each of the three divisions, Palo Alto, Menlo Park and
Livermore.
VA RESPONSE: 2015-5623 – Alameda County, for LIVERMORE; 2015-5637 San
Francisco and San Mateo Counties- Menlo Park, and 2015-5641 Santa Clara County –
Palo Alto
10. Submission instructions. Note 1 states that failure to follow the submission instructions will result in an unfavorable evaluation. Please confirm the required file format, page limits, and whether past performance references must be submitted with the initial quote.
VA RESPONSE: SEE E.8 ADDENDUM to FAR 212-1 Instructions to Offeors
11. Could you please provide the length for each hood included in this requirement?
VA RESPONSE: (Rough Estimates)
B101 Canteen
Hood 1 ~6’
Hood 2 ~6’
Hood 3 ~20’
B100 Kitchen
Hood 1 ~8’
Hood 2 ~25’
B329 Kitchen
Hood 1 ~30’
