Summary of Justification and Approval for Other Than Full and Open Competition (>SAT)

This document is a Justification and Approval (J&A) for a brand name sole source procurement by the Department of Veterans Affairs, Veterans Health Administration, for the VA Pacific Islands Health Care System (VAPIHCS) located in Honolulu, Hawaii. The procurement (Acquisition ID: 36C261-26-AP-2930, JOFOC Log Number: FY26-NCO 21-1376) is for an indefinite delivery, indefinite quantity (IDIQ) contract to supply commercial healthcare-grade flooring materials over five one-year ordering periods from August 1, 2026, through July 31, 2031. The required branded flooring products include MetroFlor (Luxury Vinyl Plank/Tile, Deja New San Marcos Oak, Prevail 3500 Hard-set Adhesive), Flexco (6" Wallflowers TS Rubber Base Cove, Adhesive and Underlayment), Mohawk (Carpet Tiles, Commercial/Healthcare Grade), Manning (Sheet Vinyl, Commercial/Healthcare Grade), Armstrong (Vinyl Composite Tile), and Uzin (2-Part Epoxy Floor Coating).

The J&A justifies the sole source approach under 41 USC §3304(a)(1) (Only One Responsible Source) based on the need to maintain design integrity, standardization, and compatibility with existing flooring and Environmental Management Services Standard Operating Procedures across VAPIHCS facilities. A sources sought notice (36C2612GQ0544) was published March 25, 2026, with an April 6, 2026, response date. Ten responses were received, including five small businesses and five Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), but none could supply all required branded flooring materials as an authorized distributor. The document identifies three interested sources: Abbey Carpet & Floor of Hawaii (Honolulu, HI), HiYield Pacific LLC (Honolulu, HI), and Vemice Green LLC (Tallahassee, FL). The CO determined anticipated costs to be fair and reasonable based on competitive quotes, and the VA will continue market research to identify compatible alternative flooring options for future acquisitions.
