About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 21 for the VA Southern Nevada Healthcare System. The amendment is identified as Amendment 0001 to solicitation 36C26126Q1034 dated 08-18-2026, with an effective date of 08-18-2026.
The amendment serves two purposes: to provide answers and clarifications to questions received regarding the solicitation, and to update the unit of measure for Contract Line Item Numbers (CLINs) 0002, 1002, 2002, 3002, and 4002 from square feet (SF) to linear feet (LF). The Questions and Answers section addresses 10 inquiries from potential offerors, covering critical topics including product volumes and specifications, delivery locations across multiple VA Pacific Islands facilities (Honolulu, other Hawaiian islands, Guam, and American Samoa), shipping logistics and costs, product substitutions, GSA Schedule availability, and NAICS code classification. Key determinations include: volumes cannot be determined until specific flooring requests are made to individual sites; the contractor must possess logistical capability to deliver to all sites with a central HUB option for Oahu locations; shipping and base materials must be bundled into per-square-foot pricing; facilities do not have shipping docks or forklifts; the Metroflor Deja New brand product cannot be substituted with equal alternatives; the requirement mandates one vendor provide all specified brand-named flooring types; and the applicable NAICS code is 238330 (Flooring Contractors) due to the varied types of floor coverings involved.

QUESTIONS AND ANSWERS
1. For the mohawk carpet tile, mannington rubber flooring, Uzin Epoxy, and Armstrong VCT, there is no volume listed. The volumes will greatly affect the shipping cost. Could you tell me how much of each product you need per contract year? For some of the products listed, there is no series or color. Below the materials list, the RFQ states "Specific manufacturer brand names or product models will be identified in individual delivery orders when required to match existing installations, ensure compatibility, maintain warranties, and meet facility operational requirements." Mohawk makes several carpet tiles with various specs and price points. Is there a list of which series or color is sought?
A: The volumes are unable to be determined until the flooring is requested for a specific site. We have over 20 locations throughout a 5,000 mi footprint and each location has different specs of the same brand being called out. The shipping and all base materials for a type of flooring should be bundled into the SQFT pricing of the flooring type.
2. If I'm reading this correctly, the contract expects delivery to each end location- VA Honolulu, other Hawaiian islands, Guam, and American Samoa. Is that correct? Or are we shipping everything to a centralized location such as the VA warehouse in Honolulu?
A: Requirement is for the capability to deliver to all sites. There is a central location for the Honolulu site that can be used as central HUB for the locations on the Island of Oahu (Honolulu). The offeror will need to possess the logistical reach to fulfill this requirement.
3. Shipping is going to be a big factor in this contract. How many deliveries to each location are expected per year? If we can determine exactly what is going to each location, we can get a good idea of shipping cost. Do you know what materials are going where? If your facilities have the warehouse space, I would recommend ordering everything in one order per year per location. This will greatly help reduce your shipping cost.
A: The volumes and number of deliveries are unable to be determined until the flooring is requested for a specific site. We have over 20 locations throughout a 5,000 mi footprint and each location has different specs of the same brand being called out. The shipping and all base materials for a type of flooring should be bundled into the SQFT pricing of the flooring type.
4. I have a 5-year contract for a VA facility in New York. The VA will not pay more than $250 per shipment. Is that the case for you? If so, we need to factor price into the products.
A: The shipping and all base materials for a type of flooring should be bundled into the SQFT pricing of the flooring type.
5. Does each facility have a shipping dock and forklift available to unload deliveries?
A: No
6. The first item on the list, Metroflor Deja New is made in China. Are you accepting products that are equal to/ exceed this specified item?
A: No
7. Most of the products listed are available on GSA Schedule. Has to VA considered procuring these items through qualified GSA schedule holders? All items except the Metroflor (since it is not BAA/TAA compliant) and Uzin are available on GSA contract.
A: The GSA schedule does not have Metroflor, correct. The requirement is asking for one vendor to provide all brand named flooring types and flooring materials.
8. The unit of measure on item number 0002 Cove Base is “SF”. This specific item is measured in LF. Are you able to change this to LF?
A: Yes, 0002, 1002, 2002, 3002, and 4002 have been updated from SF to LF.
9. Line item 0004 is for Mohawk commercial/healthcare grade carpet tile. This is a very generic spec. Since that is the case, are you accepting any commercial/healthcare grade carpet tile?
Mannington and Shaw have tons of different options with the same (if not better) warranties and will be more economical for the government. If you are only wanting Mohawk, can you please provide a style name and number?
A: A style name and number cannot be specified, the brand is utilized throughout the VA Pacific Islands, but the specific type is different per location. One building may have different types of the same brand as well. Shaw is not on the solicitation, and the solicitation specifically states that the requirement is a brand name requirement.
10. Since this is supply only, can you please review the NAIC code size standard? All items that could be procured under GSA are on schedules with the following NAIC codes. NAIC code 314110 Carpet and Rug Mills has a SBA size standard of 1,500 employees. NAIC Code 321918 has a SBA size standard of 500 employees.
A: Due to the varied types of floor coverings that apply, the NAICS 238330 - Flooring Contractors applies.
