About this file

This document is Amendment 0002 to a solicitation (36C26126Q0611) issued by the Department of Veterans Affairs Network Contracting Office 21, VA Southern Nevada Healthcare System, dated May 7, 2026, with an effective date of May 18, 2026. The amendment provides responses to 32 questions submitted by offerors regarding a digital signage system requirement.

The requirement involves installation and maintenance of approximately 60 digital display screens across VA Northern California Health Care System (VANCHCS) facilities, including remote clinics. Key service deliverables include: display hardware with 1920 x 1080 resolution capability, installation of up to 20 new electrical outlets, a content management system (PatientPoint or equivalent solutions acceptable), 250-300 health information segments in a content library, cellular/data service for all screens throughout the base and option years, 12-hour content update capability (24/7 operation), warranty and maintenance including component replacement for operational failures, 3-5 business day repair response for all covered locations, and accommodation of up to 10 relocations per year across the entire VANCHCS system. Installation will be coordinated post-award with phased scheduling permitted by location. The contractor bears responsibility for all labor, materials, power cabling, and disposal of existing equipment. No site visits are available; offerors should rely on solicitation requirements and standard industry practices. Standard HD content is sufficient; touch-interactive and wayfinding functionality are not required. The requirement is exempt from Service Contract Labor Standards under 29 CFR 4.123(e)(2). No budget or independent government estimate will be shared, and PatientPoint was previously used but that contract has lapsed with no current incumbent.

Digital Signage Questions

1. Is a Site Visit Available for this requirement?

No, a site visit will not be available for this requirement.

2. NAICS Selection should be 339950 Sign Manufacturing ; majority of cost is attributed to the Communications Boards themselves, not the services, so I believe the NAICS should have been 339950.

The NAICS Selection 541519 - Other Computer Related Services applies to this requirement because the requirement is primarily for the digital customizable communication platform that utilizes the boards and not the boards themselves.

3. Existing Equipment Removal: Could the VA provide a list of any existing equipment that must be removed, including quantity, type, mounting method, and locations? Also, should removed equipment be disposed of by the contractor or returned to the VA?

Any existing equipment requiring removal will be identified during coordination with the awarded contractor. Contractors shall include all labor, removal, and disposal necessary for a complete installation unless otherwise directed by the Government.

4. Screen Locations: Can the VA provide the proposed screen locations by facility, room, department, or waiting area? Will final mounting locations be identified before award, or will the contractor be responsible for surveying and proposing locations after award?

Final screen locations will be coordinated with the awarded contractor at each facility after award. Placement may vary based on operational requirements and field conditions.

Contractors shall validate installation conditions during implementation.

5. Site Visit / Photos: If a site visit is not available, can the VA provide photos of proposed installation areas, wall types, existing power outlets, and mounting locations?

Additional site-specific photos or documentation are not currently available. Offeror should rely on the solicitation requirements and standard industry practices when preparing proposals.

6. Power and Electrical Requirements: The pricing schedule includes installation of 20 individual outlets, while the scope includes approximately 60 screens. Can the VA confirm which screen locations require new outlets and whether the remaining locations already have usable power?

Existing power availability varies by location. The pricing schedule includes installation of up to 20 new outlets based on the Government’s anticipated requirements.

Contractors shall include all labor and materials necessary to support a complete and operational installation in accordance with the solicitation requirements.

7. Screen Quantity: The narrative mentions 60 total screens, while the pricing schedule appears to include 61 screen-related line items. Can the VA confirm the correct total number of screens to be quoted?

Offerors shall base proposals on the quantities identified in the pricing schedule.

8. Cellular Connectivity: Is the contractor responsible for all recurring cellular/data service costs for the full base year and option years? Can the VA confirm whether all listed locations have adequate cellular signal?

Yes, the contractor is responsible for all recurring cellular/data service costs throughout the base and option periods. Cellular signal strength and carrier coverage may vary by location. Contractors should base proposals on commercially available carrier coverage information and validate connectivity requirements during implementation.

9. Content Management: Will the VA primarily manage and upload content directly, or will the contractor be responsible for routine content uploads? Also, does the 12-hour content update requirement apply during business hours only or 24/7?

The Government anticipates coordinating content management responsibilities with the awarded contractor. Contractors shall provide solutions capable of supporting all requirements identified in the Performance Work Statement, including the required content update timelines during normal business hours. e contractor be responsible for routine content uploads. The 12-hour content update requirement applies 24/7.

10. Content Approval: Will the VA Public Affairs Office approve all content before posting, including any educational health content library provided by the contractor?

All displayed content, including contractor-provided educational content, shall comply with applicable VA policies and approval processes.

11. Educational Library: Can the VA clarify whether the required 250–300 health information segments must be included in the base price for all years, and whether general patient education content is acceptable if approved by VA Public Affairs?

Offerors shall provide all content, services, and materials necessary to meet the solicitation requirements throughout the contract period.

12. Warranty and Maintenance: Does maintenance include full replacement of failed screens, media players, mounts, cables, cellular devices, and software components? Are accidental damage, vandalism, or facility-caused damage excluded?

The contractor shall maintain and warranty all system components necessary to ensure continuous operation throughout the contract period in accordance with the solicitation requirements, including replacement of failed or damaged components required to maintain operational functionality. This requirement does not include replacement resulting from intentional misuse, or Government-caused damage.

13. Repair Response Time: Does the 3–5 business day repair requirement apply to all locations, including remote clinics such as Yreka, Redding, Sonora, and French Camp? Does “repair” mean fully restored within that timeframe or remote troubleshooting initiated?

Response and repair requirements apply to all covered locations identified in the solicitation.

14. Screen Moves / Reinstallation: The scope references up to 10 moves per year per Station.

Can the VA clarify whether “per Station” means the entire VANCHCS system, each medical center, or each clinic location? Does this include electrical work, wall patching, new mounting hardware, and reconfiguration?

“Per Station” refers to the overall VA Northern California Health Care System (VANCHCS) requirement, inclusive of all covered locations. Relocations shall include the labor and materials necessary to disconnect, move, and reinstall the equipment in a fully operational condition.

15. Installation Schedule: Does the one-week installation timeframe apply to all 60 screens across all locations, or per site? Will the VA allow a phased installation schedule by location?

Installation scheduling will be coordinated with the awarded contractor and facility personnel to minimize operational disruption. Phased installation by location may be permitted based on operational requirements and site conditions.

16. Infection Control / HEPA Requirements: Will ICRA permits or infection control risk assessments be required before installation? Are HEPA carts required at all sites or only in patient care areas?

Contractors shall comply with all applicable VA safety, infection control, and facility access requirements at each installation location.

17. Mounting Conditions: Can the VA provide wall construction details for the proposed mounting locations? If wall reinforcement is required, should that be included in the contractor’s quote?

Detailed wall construction information is not currently available. Offerors should base proposals on standard commercial healthcare facility construction conditions and validate mounting requirements during implementation.

18. Cabling Requirements: Since the system cannot rely on the VA network, is ethernet cabling still required? Should vendors include concealed cabling, surface raceway, or both?

The Government anticipates the system will utilize cellular connectivity and does not anticipate ethernet/network cabling requirements for normal operation. Contractors shall include all power cabling, connections, and installation methods necessary to support a complete and operational installation consistent with the solicitation requirements and site conditions.

19. Delivery and Storage: Will the VA provide secure staging or storage space at each facility, or must the contractor arrange off-site storage? Who bears the risk of loss or damage after delivery but before final acceptance?

A staging area will be provided at the project site. Items remain the contractor’s responsibility until Government acceptance.

20. For actual hardware (Screens), is there any brand/make preferred by the Department of Veteran Affairs?

At this time, the VA has not identified a specific manufacturer or brand preference for display hardware. Vendors may propose commercially available solutions that meet or exceed the minimum technical requirements and operational needs outlined in the solicitation documentation.

21. The SOW references digital screens with 1920 x 1080 resolution. Can the VA confirm whether standard HD content is sufficient for all screens, or whether any locations require 4K display capability?

Standard HD (1920 x 1080) capability is sufficient based on current requirements.

22. Can the VA clarify the expected content types to be displayed? For example, will the system only display static graphics and looping videos, or should vendors support live data feeds, HTML5 dashboards, emergency messaging, or other dynamic content?

The anticipated content mix may include a combination of static graphics, prerecorded video, informational messaging, and other digital communications content. Vendors should propose solutions capable of supporting standard commercial digital signage functionality and adaptable to evolving operational requirements.

23. The SOW references screens with built-in media players. Would the VA accept an “or equal” solution consisting of commercial-grade displays paired with external media players, provided the system meets all salient characteristics?

The Government will consider “or equal” solutions that satisfy all salient characteristics, performance requirements, and operational objectives identified in the solicitation. Vendors are encouraged to clearly describe how proposed configurations meet the stated requirements.

24. Does the VA require any screens to support touch interaction or kiosk-style functionality, or are all screens intended to be non-interactive display-only units?

No.

25. Since the SOW states the vendor cannot reliably connect to the VA network, can the VA confirm whether standalone cellular modems, Wi-Fi modules, or equivalent independent connectivity solutions are acceptable?

Yes.

26. The SOW requires remote content management and the ability to update VA-provided content within 12 hours. Should vendors include cloud-based content management software/subscription costs for the full base and option periods?

Vendors should include all software, licensing, and subscription costs necessary to support the proposed solution for the full period of performance.

27. Is there health content available that our CMS can access and run on the displays? For high-traffic areas are you seeking wayfinding assistance from an interactive display?

The Contractor should anticipate responsibility for providing and maintaining a content library, supporting content creation services, and accommodating VA-provided content for display within the system. Interactive wayfinding functionality is not currently required.

28. Are there any other brands other than PatientPoint / Choisys Technology for management system that would be preferred by Department of Veteran Affairs?

No, requirement specifies PatientPoint or Equal

29. Will bids that offer other management systems (22 Miles) be considered?

Yes, bids that offer other management systems will be considered.

30. For actual hardware (Screens), is there any brand/make preferred by the Department of Veteran Affairs?

No, there are no preferred brands/make.

31. May we ask if you have budget for this? Also, is there an incumbent partner for this?

This is a competitive requirement, a budget or independent government estimate will not be shared. Previously, there was patient point used at this location, however that contract lapsed and there is not a current contract in placed.

32. Can the Government confirm whether this requirement is subject to any wage determination or labor standards requirements, including Service Contract Labor Standards? We did not locate a wage determination in the solicitation package and would like to confirm before pricing installation, support, maintenance, and related labor. If any construction wage requirements, certified payroll, or state/local prevailing wage requirements apply to the electrical outlet installation or mounting work, please identify the applicable wage determination and reporting requirements.

29 CFR 4.123(e)(2) exemption applies to this requirement.
