B.3 STATEMENT OF WORK
Commercial Plumbing Repair and Installation Services VA Pacific Islands Health Care System (VAPIHCS)
1. Background The VA Pacific Islands Health Care System (VAPIHCS) operates and maintains multiple medical and support facilities requiring continuous plumbing maintenance, repair, replacement, troubleshooting, emergency response, and minor plumbing installation services to support patient care operations and facility functionality. Due to the volume of recurring plumbing service requests and limited availability of in-house plumbing personnel, VAPIHCS requires supplemental plumbing support services to assist Government staff with routine plumbing work orders and emergency plumbing service calls as needs arise.
Routine work performed under this contract includes plumbing repair, replacement, troubleshooting, and minor plumbing installation services necessary to maintain facility operations. Work may include, but is not limited to, repair or replacement of plumbing fixtures, drain cleaning, leak repairs, valve replacement, water heater repair or replacement, installation or replacement of plumbing-related equipment, and other minor plumbing repairs or installations necessary to maintain facility operations.
Emergency plumbing service calls include plumbing conditions requiring immediate response to prevent damage to Government property, interruption to patient care operations, interruption to facility operations, or unsafe conditions. Emergency conditions may include, but are not limited to, flooding, sewage backup, pipe rupture, loss of domestic water service, or other plumbing failures requiring immediate mitigation and repair when possible.
Installation services under this contract are limited to minor plumbing-related installations incidental to maintenance, repair, replacement, or facility operational needs. This contract does not include major construction, renovation, or new construction projects.
The Contractor shall provide qualified plumbing personnel, supervision, tools, equipment, transportation, and incidental services necessary to perform emergency plumbing service calls and routine plumbing work orders at VAPIHCS facilities. Materials required for repair work will generally be provided by the Government.
This contract supplements Government plumbing staff and does not replace the Government’s in-house maintenance workforce or support major construction activities. This is a non-personal services contract. The Contractor shall not be supervised or directed by Government personnel beyond inspection, acceptance, and coordination of work through the Contracting Officer, Contracting Officer’s Representative, or other authorized Government representative.
2. Contract Structure This contract includes funded Not-to-Exceed (NTE) CLINs for routine plumbing work orders and emergency plumbing service calls at VA Pacific Islands Health Care System facilities. The NTE CLIN amounts establish the maximum amount authorized for work under each applicable CLIN during the period of performance; they do not guarantee a specific quantity of work, labor hours, service calls, or repairs.
The contract includes fixed labor rates and fixed Emergency Service Call rates for use during contract performance. These rates will be used to develop written estimates for routine plumbing work orders, emergency service calls, and authorized emergency repair efforts. Once an estimate is reviewed and approved by the Government, the approved estimate becomes the firm-fixed-price amount for that specific authorized work effort.
Routine Plumbing Work Orders and Emergency Service Calls are issued and tracked through Government-provided work order or service request numbers. These work order or service request numbers are used for administrative tracking, coordination, inspection, acceptance, and invoicing purposes. They do not constitute separate contract actions.
For routine work, the Contractor shall evaluate the requested work and submit a written repair estimate using the awarded fixed labor rates. Once approved by the Government, the approved estimate becomes the firm-fixed-price amount for the authorized work.
For emergency service calls, the Contractor shall respond in accordance with Section 5 of this Statement of Work. Any additional repair work beyond the included emergency response effort must be approved by the Government prior to performance.
3. Scope of Work The Contractor will provide plumbing repair, replacement, troubleshooting, emergency response, and minor plumbing installation services necessary to maintain plumbing systems and related equipment in safe and operational condition throughout VAPIHCS facilities.
Work performed under this contract will primarily consist of routine plumbing work orders and emergency plumbing service calls supporting facility maintenance operations.
Services may include, but are not limited to:
· Installation of ice machines
· Replacement of garbage disposals
· Replacement of Sloan sink sensors and faucets
· Installation of countertop water dispensers
· Replacement of flushometers and toilet components
· Replacement of water cooler filters
· Clogged drain line cleaning and snaking
· Replacement of shower heads and plumbing fixtures
· Installation of water supply lines for kitchen equipment
· Removal and replacement of wall-mounted sinks
· Replacement of pressure regulators and strainers
· Repair or replacement of sewer lines and vent piping
· Leak investigation and repair
· Minor plumbing modifications necessary to support facility operations
· Leak containment and isolation (including catchments for roof drain leaks, and condensation)
The Contractor will inspect plumbing systems as necessary, identify plumbing failures, recommend corrective actions, and provide written repair estimates for required repairs or replacements.
Minor plumbing installation services under this contract are limited to plumbing-related installations incidental to maintenance, repair, replacement, or facility operational needs. This contract does not include major construction, renovation, new construction, or work requiring design services.
4. Routine Plumbing Work Orders Routine Plumbing Work Orders are non-emergency plumbing repairs or minor installation services that do not require immediate emergency response and are scheduled through the COR.
The contractor will respond to routine service requests within forty-eight (48) hours of notification to evaluate the condition and determine the required repair or replacement.
Following site evaluation, the contractor will provide a written estimate identifying the proposed repair, labor categories required, estimated labor hours, anticipated completion timeframe, and any required Government-furnished materials.
All routine work must be approved in writing by the CO or COR prior to commencement of work. The contractor will not proceed with work until approval is received and the Government has notified the contractor that required materials are available.
Routine work will normally be completed within five (5) calendar days after Government approval, material availability, and agreed-upon scheduling coordination, unless otherwise authorized by the COR.
The Government will not be charged for site visits conducted solely for evaluation of routine work orders and preparation of estimates.
If the contractor identifies unforeseen conditions, concealed conditions, or additional repair requirements outside the approved scope of work, the contractor shall immediately notify the COR and provide a revised written estimate for Government review and approval prior to proceeding with the additional work. Any additional work performed without prior written approval by the CO or COR will be performed at no additional cost to the Government.
The contractor will coordinate all routine work scheduling, utility shutdowns, and facility access requirements through the COR or authorized Government representative.
Completed Routine Plumbing Work Orders will be invoiced monthly, in arrears, in accordance with Section 8 of this Statement of Work. Invoices will identify the applicable Government work order number and reflect the approved firm-fixed-price amount for the completed work. For invoicing purposes, the contractor will allocate pricing to the applicable CLIN x001 Routine Plumbing Work Order subCLINs based on the labor categories utilized in the approved estimate.
5. Emergency Service Calls Emergency Service Calls are plumbing conditions requiring immediate contractor response to prevent flooding, sewage backup, interruption to patient care, interruption to facility operations, damage to Government property, or other unsafe conditions.
The contractor will provide emergency plumbing response services twenty-four (24) hours per day, seven (7) days per week, including weekends and federal holidays. The contractor will respond onsite within two (2) hours of Government notification.
The contractor may be notified by the Contracting Officer (CO), Contracting Officer’s Representative (COR), or other authorized Government representatives.
Upon arrival at the facility, contractor personnel will coordinate with the COR or authorized Government representative for access to the affected work area and any required utility shutdowns.
The Emergency Service Call includes contractor mobilization, onsite assessment, stabilization efforts necessary to prevent further damage, and up to two (2) hours of onsite labor. Travel time will not be applied toward the included labor hours.
If the contractor can reasonably stabilize and fully repair the condition within the included two (2) hours of the Emergency Service Call, the contractor will complete the repair during the initial response whenever possible.
If the contractor determines the repair cannot reasonably be completed within the included two (2) labor hours, the contractor shall notify the COR and provide a written estimate identifying the proposed repair, applicable labor categories, estimated level of effort, and anticipated completion timeframe.
Whenever operationally feasible, the preferred method of performance is to stabilize the condition, prevent further damage, and restore safe operations sufficient to allow permanent repairs to be scheduled and completed later as a Routine Plumbing Work Order through a separate firm-fixed-price repair estimate.
If the Government determines that immediate continuation of repairs is necessary to support patient care, facility operations, safety, or restoration of critical services, the contractor may continue emergency repair efforts beyond the included two (2) labor hours upon written approval by the CO or COR.
All additional repairs must be approved in writing by the CO or COR prior to commencement of additional work. Any additional work performed without prior written approval by the CO or COR will be performed at no additional cost to the Government.
Completed Emergency Service Calls and authorized emergency repair efforts will be invoiced monthly, in arrears, in accordance with Section 8 of this Statement of Work. Invoices shall identify the applicable Government work order number and reflect the approved Emergency Service Call charges and any authorized additional emergency repair efforts priced using the applicable awarded CLIN x002 subCLIN emergency call and labor rates established under the contract.
6. Labor Categories The prime contractor will provide qualified personnel capable of performing commercial plumbing repair, replacement, troubleshooting, and minor plumbing installation services required under this contract.
The prime contractor will possess and maintain valid licenses and certifications required to perform commercial plumbing work in the State of Hawaii throughout the period of performance.

6.3 Labor Category Usage
The contractor will develop repair estimates using labor categories appropriate for the complexity and technical requirements of the work being performed.
The Government expects repair estimates to reflect reasonable and efficient use of labor categories appropriate for the complexity and technical requirements of the work being performed. Estimates utilizing higher-cost labor categories for work reasonably capable of being performed by lower-cost labor categories may be questioned by the Government during estimate review.
The contractor will ensure sufficient staffing is available to support required response times and completion requirements under both Emergency Service Calls and Routine Plumbing Work Orders.
6.4 Subcontracting Restrictions
The prime contractor shall not subcontract Emergency Service Calls or Routine Plumbing Work Orders to third parties without prior written approval from the Contracting Officer.
If subcontracting is approved, the prime contractor shall remain fully responsible for contract performance, response times, supervision, quality control, security compliance, and coordination of all subcontractor personnel.

All subcontractor personnel performing work under this contract shall comply with the same licensing, security, access, and safety requirements applicable to prime contractor personnel.

The contractor will be responsible for verifying that Government-furnished materials are correct, compatible, and suitable for the intended installation prior to performing work.
If the contractor identifies incorrect, incompatible, damaged, or missing materials, the contractor will immediately notify the COR prior to installation or continuation of work.
The contractor will not be responsible for delays resulting from Government material procurement or material availability.

Unused Government-furnished materials will be returned to the Government or disposed of as directed by the COR.
