The purpose of this amendment is to answer questions received for this solicitation.

1. We intend to utilize a qualified, licensed plumbing subcontractor to perform the plumbing services required under this contract. Since our subcontractor has the relevant commercial plumbing experience, can we rely on the subcontractor's past performance references and completed Past Performance Surveys as part of our proposal?

If the subcontractor's past performance is acceptable, how should the “Offeror / Contractor Being Evaluated” section of the Past Performance Survey be completed? Should it identify the Prime Contractor, the proposed plumbing subcontractor, or both?

Offerors may submit past performance information for a proposed subcontractor when the subcontractor is proposed to perform a meaningful portion of the work required under the solicitation. However, submission of subcontractor past performance does not relieve the Offeror/prime contractor from meeting all solicitation requirements.

For the Past Performance Survey, the “Offeror / Contractor Being Evaluated” section should identify the entity whose past performance is being evaluated. If the reference is for the proposed subcontractor, the survey should identify the proposed subcontractor and state that the firm is being proposed as a subcontractor to the Offeror/prime contractor. If the reference involves performance by both the Offeror/prime contractor and the proposed subcontractor, both entities should be identified, and the role of each entity should be clearly described.

Offerors relying on subcontractor experience should clearly identify the proposed subcontractor in the technical capability narrative and describe the extent of the subcontractor’s involvement in contract performance.

2. Is there an incumbent/recompete, or is this a brand-new project? If there is an incumbent, could the Government provide the award number, or identify whether similar services were purchased in the past?

This is a new requirement. There is no incumbent contract for this exact requirement and no predecessor contract award number applicable to this solicitation. Offerors shall prepare quotes based on the requirements, instructions, pricing structure, and attachments included in the solicitation.
