About this file
This document is a Questions and Answers (Q&A) response file for VA Solicitation No. 36C26126Q0490 concerning Building 101 Mixing Valve Replacements. The VA addresses ten Requests for Information (RFIs) that clarify scope, schedule, and technical requirements for the project.
Key technical requirements include: replacement of existing Armstrong "Brain" control panels and blue Valbia automatic control valves with Armstrong DRV80 mixing valves (or equivalent brand-name or equal products); no integration of new valves into the Building Automation System (BAS) by the contractor; and replacement of mixing valves only, with no changes to pressure relief valves, balancing valves, backflows, or other auxiliary equipment. Existing shutoff valves are operational and do not require replacement. The Contract Officer Representative (COR) will be responsible for system balancing and final temperature verification, eliminating the need for a manufacturer's representative at startup and commissioning. All mixing valves must be replaced during a single shutdown with no phased installation required and no temporary domestic hot water service needed during construction. The 60-day contract duration already includes material lead time; any lead times exceeding this period require a manufacturer's justification letter submitted to the VA for consideration. The solicitation contains additional details regarding hours of work and procurement requirements that contractors must review.
