This is a Questions and Answers document for Amendment 0001 to Solicitation 36C26126Q0365 for Durable Medical Equipment (DME) Cleaning & Janitorial Services at the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21. The document addresses contractor inquiries regarding transition planning, personnel credentialing, staffing flexibility, and materials supply responsibilities. Work is anticipated to begin on May 1, 2026, with an incumbent contractor in place. All contractor personnel must complete background checks, investigations, badging, and PIV access prior to the start date, with one month allocated for badging activities. The onboarding and PIV credentialing timeline is 3-4 weeks, comprising one week for application preparation, and 2-3 weeks for submission and background investigation.

The Q&A clarifies that contractors have flexibility to manage resources and authorize overtime during staffing shortages or emergency coverage, provided they maintain the required number of full-time employees (FTEs) as specified in the Performance Work Statement. The Department of Veterans Affairs will supply all cleaning supplies and consumables, as stated in PWS Section 1.1. The document references an attached Quality Assurance Surveillance Plan (QASP) document containing key performance metrics for contract evaluation.

Questions and Answers Document:

1. Can you confirm whether there is a current incumbent contractor and, if so, the anticipated transition date?

There is an incumbent for this requirement, work is anticipated to begin on the date specified in the price schedule (05/01/2026). All background checks/investigations, badging, and PIV access will need to be completed before this date. The anticipated plan is to allow one month prior to work for badging activities to be completed.

2. What is the typical onboarding and PIV credentialing timeline for new contractor personnel at this facility?

The timeline for onboarding / credentialing is 3-4 weeks.

Application Preparation (1 week) - COR will notify the Contractor POC of the requirements and required forms. Contractor POC ensures that QUALIFIED employees fill out the forms correctly and submit to the COR on time.

Submission / Background Check (2-3 weeks) - COR sponsors and emails Contractor POC that employee is ready for fingerprint appointment. COR submits forms to the VA after fingerprinting is done. VA starts background investigation and informs the Contractor POC of the result. Contractor POC will schedule the cleared applicant for PIV pick up.

NOTE:

•Make sure employee is qualified.
•Application forms are filled out correctly and submitted to the COR on time.
•Ensure employees check their emails for correspondence from the VA and follow the necessary steps to avoid delays in process.
