About this file

This document is an Amendment to Solicitation (Standard Form 30) for Ice Machine Cleaning and Sanitizing Services issued by the Department of Veterans Affairs Network Contracting Office (NCO) 21. The solicitation (36C26126Q0267) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and seeks a contractor to provide cleaning and sanitizing services for VA Central California Health Care System's ice machines.

Key details include: NAICS code 811310 with a $12.5M size standard, a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract, and specific contractor requirements such as a minimum of two years' experience maintaining, cleaning, and repairing ice machines. The amendment provides clarifications about subcontractor experience, potential walk-throughs, and equipment provisions. Contractors must be registered in SAM and can submit questions to Lacy Morgan via email. The solicitation emphasizes that if an ice machine requires repairs, the contractor must provide a "loaner" machine to ensure continuous facility operations.

Lacy Morgan Contracting Officer Solicitation Questions and Answers Ice Machine Cleaning & Sanitizing Services

1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

a. You may obtain answers to the above questions by submitting a Freedom of Information Act (FOIA) request.

2. Under Contractor Requirements, it states "3.1. The contractor shall have a minimum of two (2) years within the last seven (7) of successful experience maintaining, cleaning, and repairing of ice machines with similar equipment and magnitude of inventory & distribution. Offerors shall submit references for experience to the contracting officer." and "3.4. The Contractor shall be a duly licensed and trained HVAC technician. All technicians submitted to work on VA property shall have copies of their license submitted to the COR prior to the day of work. In addition, HVAC technician shall have a minimum of two (2) years within the last seven (7) of successful experience maintaining, cleaning, and repairing of ice machines."

Is this to say that the Prime Contractor is not allowed to partner with a subcontractor possessing the requisite experience and credentials?

a. Subcontractor experience may be used to meet the requirements for experience and credentials. Prime will need to submit the subcontractor’s experience and references for evaluation.

3. Can you schedule a walk-through so we can come and see the equipment in person?

a. Walk-throughs may be scheduled, provide 7 days advance notice through email. COR will schedule a time and date that will be convenient for facility.

4. Also, who provides the additional machines, are they government provided equipment?

a. If an ice machine needs to be removed for repairs, then additional machines will need to be provided by contractor (“loaner” machine) if no Government spares are available. Currently no government spares are available (this may change during contract period). The intent is to keep facility operations ongoing during maintenance requirements.
