Ventilation System Testing and Balancing Services

1. The statement of work (SOW) states “The Contractor shall evaluate all belts and replace according to manufacturer's specifications. The Contractor shall have written procedures to be followed and documented evidence demonstrating that each fan belt has been inspected according to those procedures. At a minimum, each belt must be replaced semiannually.”

Will the VA provide the belts or is this the contractors responsibility?

a. The contractor is responsible for changing the belt, maintaining belt inventory and updating the inventory list as necessary, and will assist with placing the belt order with the supplier.

The VA will be purchasing the belts from the contractor, not from the belt manufacturer.

The belts are in addition to (not part of) the contract.

The contractor will provide the supplier’s quote to the VA and the VA will pay for the belts as a separate purchase card purchase.

2. We will need to know the amount of air changes required in order to determine what we need before we can make any changes to the manually adjusted balancing dampers on the duct or through the bms system if available

Will the VA be able to provide the information?

a. The number of air changes depends on room type/function.

The VA is responsible for providing this information in Table 3 Attachment 3 of the statement of work.

The Table 3 Attachment 3 spreadsheet is in a constant state of updating. The most recent

– fleshed out – spreadsheet will be provided at kickoff.

This spreadsheet is also the primary quarterly report template.

Keeping the spreadsheet current and making actual adjustments to the BMS or manual dampers is a shared responsibility between the contractor and the VA and implies good communication and cooperation between the two.

3. Are we required to submit a new Air change per hour calculation per room per building according to ANSI/ASHRAE/ASHE standard 170-2021, and VA HVAC design?

a. There is no requirement to submit new air changes per hour.

We are required to adhere to the ANSI/ASHRAE/ASHE standard 170-2021, as well as the VA HVAC design manual, to guarantee that we deliver accurate readings and implement any necessary changes during testing.
