About this file
This document is a Request for Information (RFI) containing responses from the Department of Veterans Affairs (VA) to clarifying questions about a security improvement project at the Mountain View VA Center. The project involves upgrading the Physical Access Control System (PACS) and Intrusion Detection System (IDS) across two floors of Building 801, with key requirements including:
Specific technical details include installing 11 total card readers (7 on floor 1, 4 on floor 2), one motion intrusion sensor with camera in the main lobby, and glass breakage sensors for ground floor windows. The existing system uses Sielox Pinnacle PACS with PIV card readers, and contractors must provide new conduits, wiring, and hardware compatible with the current system. The project requires a certified Sielox value-added reseller, supports 80-100 active users, and involves metal door frames. Work must be coordinated to avoid interrupting daily operations, with new cables and equipment to be installed throughout the facility.

640-25-103 - Bid RFI (1): VA Response 1
Please be specific as possible:
1. Please advise if the Superintendent can have 'dual hat' responsibility as the SSHO of the project.
RESPONSE: Yes, Superintendent can also be the SSHO, as long as the SSHO qualifications/requirements are met.
2. The RFP drawings did not provide any electrical drawings to determine power source for existing PACS and Intrusion system. Can VA provide electrical drawings that show the existing PACS and Intrusion detection system?
Response: There is no available electrical drawings showing the PACS and IDS.
3. Please advise if all of the doors identified in the Exhibit 1 drawings have existing PACS- can VA identify the existing devices on these doors (Electric strikes, card readers, etc.)
RESPONSE: See Clarifying Artifact 1 attached to this response for existing PACS readers.
See SOW Section 1.1 specific reader identification.
4. Please advise if all the perimeter widows identified in the Exhibit 1 drawings have existing intrusion alarms, can VA identify the existing devices on these windows?
RESPONSE: Glass breakage sensors will be required for all ground floor perimeter windows, per SOW Section 1.2.d.
5. If there are existing PACS and intrusion detection system in place- can we reuse the existing wire pathways/conduits for the existing system?- can VA provide as-built?
RESPONSE: New pathways/conduits are required. No as-builts for the PACS system exists. See Attachments 3, 4, and 5 for site as-builts.
6. Is the contractor required to provide new conduits and low voltage wiring for this RFP or can we reuse the existing conduits if any and pull new LV wiring only?
RESPONSE: New conduits and wiring are required.
7. The RFP requires contractor to provide door controllers, card readers, and other field hardware that matches or is compatible with the existing system- Can VA provide photo and list of existing devices and hardware on each door?
RESPONSE: See SOW Section 1.1 specific reader identification. See Attachment 2.
8. Is the contractor allowed to modify the doors/jambs to install new hardware as required in the specifications?
RESPONSE: Yes, they can be modified.
9. Does the project require phasing? Can contractor work during normal business hours or are we only permitted to work at nights or weekends?
RESPONSE: Refer to the Specifications for work hours. Phasing is not required, but work must be coordinated with the VA so as not to interrupt the daily operations.
10. Door hardware and security devices do have lead times of approx. 6-8 weeks (or more). Will VA consider issuing an admin NTP after the award to cover for submittal period and lead time for delivery of materials?
RESPONSE: A formal NTP will be issued after contract award. Should there be a need for an extension due to lead time of required hardware and security devices, it will be processed as a no cost extension of the period of performance.
640-25-103 - Bid RFI (1): VA Response 2
11. RFP requires to provide one (1) motion intrusion sensor/alarm with camera capability. [Exhibit 1]-
Please confirm 1 ea. camera is required located at the main lobby only.
RESPONSE: Confirmed, one (1) motion detector in main first floor lobby is required.
12. Is there an existing camera in the lobby? Can we reuse the conduit/pathway to the control and power source, or do we need to install new?
RESPONSE: There is no existing camera. Refer to scope of work for camera requirements.
13. Is there any specific camera brand the VA prefers for this?
RESPONSE: No preference.
14. What is the ceiling type in the building? Such as hard-lid, soft tile, etc.
RESPONSE: See Attachment 3, drawing sheets AS6.01/2
15. Are there existing card reader credentials? Such as key fobs, key cards, etc. If not will any new credentials be needed?
RESPONSE: SOW Section 1.1.a. – The facility has an existing Sielox Pinnacle PACS.
The existing PACS utilizes PIV card readers and PIV cards. Any new PACS readers installed must interface with the existing system and be capable of reading the existing PIV cards. Model specifications are included in the SOW Section 1.1.c.
16. What material are the door frames made of at the locations where new equipment is being installed?
Such as wood, metal, etc.
RESPONSE: Metal
17. How many active users is the access control system expected to be able to handle?
RESPONSE: 80-100
18. Can the cable be reused at the doors where access control equipment is being replaced?
RESPONSE: New cables must be provided.
19. Can you confirm that this solicitation requires a certified Sielox value added reseller?
RESPONSE: See SOW Section 1.1
20. SOW Section 2 subsection A-What is meant by "alarm"? Does this indicate the door just needs to be monitored by the intrusion system for alarm events or does it mean that each door will need a siren/sounder?
RESPONSE: Expectation is that the doors need to be monitored by the intrusion system for alarm events.
21. Exhibit 1 shows 8 readers (1 reader for double door) for floor 1 and 2 on floor 2, but the solicitation asks for 11 total readers with 7 being on floor 1 and 4 being on floor 2. Which number is correct?
RESPONSE: See Attachment 1.
22. Is there an existing intrusion detection system outside of the Sielox system? If so, what is the model number?
RESPONSE: Sielox is the existing PACS used in the building. There is an existing stand alone IDS that will be decommissioned and does not pertain the future system to be installed.
640-25-103 - Bid RFI (1): VA Response 3
