Amendment to solicitation
1. The purpose of this amendment is to post the question and answers from the solicitation. The site visit sign-in sheets are also being attached. The inventory list is also attached to include a revised number of equipment requiring service.
a. Q: Per the solicitation, this contract is identified as NAICS code 238220– Plumbing, Heating, and Air-Conditioning Contractors. FAR 19.102 Lists this NAICS as a Specialty Trade. VAAR 852.219-75 VA Notice of Limitations on Subcontracting states SDVOSB contractors shall not subcontract more than 75% for speciality trades. If the FAR, SBA and US Bureau of Labor Statistics (https://www.bls.gov/oes/2023/may/naics3_238000.htm) classify this NAICS Code as a specialty trade, the Limitations on Subcontracting should only require a 25% minimum self performance on behalf of the SDVOSB prime, rather than 50% for Services. Please advise if the VA will make this adjustment to the Solicitation.
A: VAAR Clause 852.219-75 applies to the services in regards to the requirement. VAAR clause 852.219-75(a)(1)(i) services is checked within the solicitation on page 50.
b. Q: The unit quantities listed on the Price/Cost Schedule do not match the unit quantities listed on the equipment list. Please confirm the following unit quantities:
• Per the equipment list, the unit quantity for Palo Alto annual and semiannual service should be 30.It is 29, See updated inventory
• Per the equipment list, unit quantity for Menlo Park annual and semiannual service should be 6. Correct
• Per the equipment list, unit quantity for Livermore annual and semiannual service should be 8. Correct
• Per the equipment list, unit quantity for tube cleaning service should be 14.

c. Q: Eddy current testing in the base year, it is recommended to only perform on the condenser side. Please confirm if the VA only requires contractor to perform Eddy Current testing on the condenser side.
A: Condenser and evaporator.
d. Q: Eddy current testing in the base year, does the VA require this on all water-cooled chillers or only the centrifugal?

e. Based on the VA’s answer to whether Eddy current testing is required on all water-cooled chillers or just the centrifugals, please update the unit quantity on the price/cost schedule.
A: On all 14 water cooled chillers.
f. Q: Item Numbers 0009, 1009, 2009, 3009, and 4009 of the Price/Cost Schedule asks the contractor to set an amount for repairs and emergency services.
However, section 11., Unscheduled Maintenance and Repair Services, of the solicitation outlines that such work shall be addressed via contractor providing the government with a quote and the government approving the price. Will this Item Number be removed? If not, it is traditional for the government to set an NTE amount so that all bidders are using the same amount.
A: Correct. Government sets the amount.
g. Q: For the badging and onsite clearance, is there any onsite training required we need to take into account for the bid?
A: If it is just background checks, that is no issue. No training required.
Background check only. Day pass is obtained from VA police office located on site.
h. Q: Eddy current analysis, do we want it on both the condenser and evaporator during the first year of contract?
A: Yes
i. Q: While doing the eddy current analysis on chillers, do we want both ends to be opened or only from one side? This will change the cost of labor. Normally it is done on one side/end.
A: Both ends are not required to be opened.
j. Q: Is medium Voltage VSD on the back wall part of the scope of work for this project? It is located in the basement mechanical room of Bldg. 100.
A: Yes. It is High voltage VSD and serves chiller 1 & 2.
k. Q: Do we want cleaning more often on the air-cooled chillers? They are usually located on the roof and gets dirty way sooner especially the Daikin unit.
A: Twice a year cleaning on air-cooled chillers.
l. Q: What are the hours of operation to perform these services? Is it after hours or on the weekends? Most of the hospital do not want to shut the chiller down during normal hours to avoid any interruption in air flow.
A: Maintenance and repairs will be performed during regular business hours. Where the chiller needs to be turned off for repairs for extended period of time, contractor to coordinate with Site supervisor for working during off business hours.
k. Q: Can you provide clarification on the Eddy current on the chillers. Is it only Eddy current on the condensers, or is it both on the evap and condenser barrels?
A: Eddy current test is required on both Condenser and Evaporator.
