The purpose of this amendment is to:
a) Answer RFIs 18 through 31.
b) Extend quote due date to June 16, 2021 at 4PM PST.
RFI #18: The SOW states that the “Trailer shall include two (2) 350 Amp panels, 208/110V for electrical services.”
However, the listed individual branches of power only add up to a total of 200 Amps. Do you require the trailer to support a total of 700 Amps via two (2) 350 Amp, 208 Volt 3-Phase electrical service panels? Please clarify beyond your Answer to RFI#4.
Answer: The contractor will provide min. (2) panels @ 225A 3 phase panels @ 208/120V & m
ax. of (2) panels @ 350A 3 Phase panels @ 208/120V. Each Contractor system might be different, but each quote shall be w/in this electrical criteria.
RFI #19: In the SOW it states the requirement for a wheelchair ramp that is ADA Compliant with a width of 4’ to be installed on site. RFI #5 Answer states that, “A separate construction project will occur with the main construction project to build out the corridor connecting the trailers.” Is the wheelchair ramp required? If yes, is the wheelchair ramp required to meet the Surgical and Endovascular Services Design Guide 2.2.2 Architectural corridor requirement of 8’ clear width for gurneys?
Answer: The trailer shall support wheelchair access (lift) if it was standalone. The ramp will be built separate to the trailer delivery.
RFI #20: In the Q&A’s, the RFI #1 Answer states that, “Because they are not permanent building structures, we did not require it to the full 650 square feet requirements called out by the VA Surgical and Endovascular Services Design Guide since we need ancillary support space (dirty/clean/storage) for each standalone OR trailer. All others should be relevant.” In section the VA design guide section 2.2.2 Architectural Ceilings states, “The finished ceiling height of an Operating Room should be a minimum of 10 ft (3050 mm) above the floor.” However, in the same document, page 21 Size of Operating Rooms, it states, “Minimum clear floor to finished ceiling height shall be not less than 9’6” above the finish floor excluding the plenum space above, however 10’0” clear floor to finish ceiling is preferred.” What is the minimum ceiling height allowable for the OR?
Answer: The OR room ceiling height shall not be less than 9’ 6”.
RFI #21: In the Q&A’s, the RFI #1 Answer states that, “Because they are not permanent building structures, we did not require it to the full 650 square feet requirements called out by the VA design guides since we need ancillary support space (dirty/clean/storage) for each standalone OR trailer. All others should be relevant.” In section the VA design guide section 2.2.2 Architectural Corridors states, “Shall be designed to a minimum of 8 feet clear width.” Are all corridors supporting patient gurneys required to be a minimum of 8 feet clear width?
Answer: No, corridors within the trailer shall not be less than ADA requirement and egress requirements. A gurney will be required to travel through any corridor/turns through the trailer to the OR suite.
RFI #22: The SOW states “The OR shall be able to accommodate the da Vinci Surgical Robot System … The Patient Cart is 98 inches tall …” Does the requirement include the ability to place the Patient Cart and other robot components anywhere within the OR, which requires the OR ceiling to be a minimum of 98” everywhere?
Answer: The DaVinci robot and equipment will need to enter the trailer as well and travel to the OR suite. Where the robot will be stored when not in use should be at the minimum height as well, and would not be right in the OR suite. So path of travel, doorways, equipment storage rooms, will need to meet that requirement.
RFI #23: Do you require third-party Professional Engineer (PE) signed stamped drawings certifying the conformance with NRPA-99, TJC, NEC, OSHA, CAP, Federal and VA specifications?
Answer: We do require a PE stamp on the design of the system within mobile structure to ensure code compliance is met and within conformance.
RFI #24: Do you require bacNET capability for remote monitoring of the all room temperature, humidity, and pressure data?
Answer: Yes, bacNET capability is required.
RFI #25: The SOW states “Each respondent must have an established business, with an office and full-time staff.” Is the office and staff required to be located within a specific distance from the hospital for rapid response? Does that FSE requirement only apply to the medical equipment within the trailer? Or does it apply to the entire trailer?
Answer: The trailer company shall support the trailer and internal infrastructure. Medical equipment installed with the trailer shall include warranty/manuals provided to the VA upon delivery and the VA will work with the vendor after delivery.
RFI #26: The RFI #8 Answer states that the trailer has to meet DOT requirements for transport including height restrictions. Can transport of the trailer meet the DOT requirements requiring minimal oversize permitting estimated to be less than $50 per California move?
Answer: The intent is to eventually move these trailers through different facilities in California, so they must meet California DOT requirements. Oversize permits are permitted.
RFI #27: In reference to the Equipment Room, Chapter 286: Surgical and Endovascular Services Design Guide identifies an “Equipment Room, Robotics (ORRE1), 180 NSF (16.8 NSM) Provide one per each Inpatient Surgical Facility Robotics Operating Room if Complex surgical complexity is authorized.” Is this the Equipment Room the solicitation specified at 150 SF?
Answer: The equipment storage room is intended for equipment that is mounted to the ceiling that is required to be de-installed and stored within the trailer upon transport. It can be used as extra storage of equipment needs when fully deployed. The 180sq ft is not required as there will be an external equipment storage room not part of the trailer.
RFI #28: Also, neither Room ORRE1, nor any Equipment Storage Room is listed in the VA HVAC Design Manual November 1, 2017, Rev. May 1, 2019. Please provide the requirement for air exchanges, temperature, humidity, pressure for this Equipment Room.
Answer: Equipment room shall meet Surgical Suite, Semi-Restricted Corridor requirements (as it usually is adjacent and accessed through a semi-restricted corridor). Refer to VA Design Manual, HVAC, Chapter 6 Table.
RFI #29: Does the area identified as the Clean Workroom requiring Omnicell cabinets need to meet the HVAC requirements for the ANCW2 Anesthesia Clean Room?
Answer: No, this would be a Surgical Suite, Clean Core requirement. Refer to VA Design manual, HVAC, Chapter 6 Table.
RFI #30: Is the ORSA1 Scrub Sink Area required to meet the minimum 20 NSF area identified in Section 23 of the Surgical and Endovascular Services Design Guide?
Answer: Yes.
RFI #31: Is the ORSA1 Scrub Sink Area required to meet the location requirements specified in the Surgical and Endovascular Services Design Guide?
Answer: Yes.
