The purpose of this amendment is to answer Requests for Information (RFI)s.

RFI #1: Can you tell us the specific VA Regulations the OR trailers will be regulated under? Or are the regulate d by the Federal Medical guidelines for an OR?

Answer:

https://www.cfm.va.gov/til/dGuide.asp

Surgical and Endovascular Services, 2020-04 revision. However, because they are not permanent building structures, we did not requ ire it to the full 650 square feet requirements called out by VA design guides since we need ancillary support space (dirty/clean/storage) for each standalone OR trailer. All others should be relevant.

RFI #2: How will WAGD (waste anesthetic gas disposal) be handled?

Answer: WAGD system will tie into the Vacuum system provided with units.

RFI #3: If the Operating Room Trailer (ORT) is to be adjacent to the main hospital, is it possible for the ORT to utilize utilities from the facility in place of providing a 50-gallon freshwater, 58-gallon blackwater tanks?

Answer: Yes, it is adjacent to the building, but not a location close to existing connections. These trailers are intended to be mobile and will have to be self-sufficient and not rely on the campus connection it will be deployed to.

RFI #4: The shore power electrical requirement is listed as (2) 350 Amp panels – 208/110V. A typical Mobile Surgery Unit (MSU) requires 190 Amp service. Can we get a breakdown for the additional 510 Amps and what it would be used for?

Answer: The modular unit will be built for its needs, we will have adequate shore power to provide to each unit. Based on the vendor selected, they will provide the power needs for their unit to the facility.

RFI #5: Because the Pre/Post-Operative functions will occur within the main hospital, what is the plan for a connecting corridor for transport of patients and how does it impact the design of the ORT?

Answer: A separate construction project will occur with the main construction project to build out the corridor connecting the trailers.

RFI #6: What is the overall height of the customer supplied Da Vinci Cart that the facility plans on using?

Answer: Patient Cart (max 247 cm), Vision Cart (max 223 cm), Surgeon Console (Max 178 cm).

RFI #7: Why isn’t the more stringent design temperature and humidity for operating rooms in ASHRAE* 170-2017 Standard, “Ventilation of Healthcare Facilities” being considered over the operating range for the Da Vinci Surgical System since its temperature and humidity ranges are much smaller and are critical for infection control and patient care considerations?

Answer: Equipment operating requirements were included as reference. The OR must meet VA OR design requirements mentioned in the answer to RFI #1 during operations.

RFI #8: Does the trailer have to meet DOT requirements for transport, including height restrictions?

Answer: Yes.

RFI #9: Does the supplier of the Sole Source Justification items (Olympus Video Routing System and Stryker Surgical Lights/Booms) currently satisfy the required 95% uptime?

Answer: During the warranty period, yes.

RFI #10: Does the 95% uptime include planned maintenance?

Answer: No, this only includes time when the OR trailer is intended to be used for patient care, not when its planned to be down.

RFI #11: What is the contingency plan, if all the equipment listed doesn’t fit within the confines of a DOT compliant unit?

Answer: Discussions with suppliers state they have installed this equipment in a DOT compliant unit. The equipment may be stored in compliance within the trailer as it is transported and can be installed upon set up of the trailer once in place.

RFI #12: How frequently will the trailers be moved from one facility to another?

Answer: Approximately 2-3 years.

RFI #13: On page #3, B.1 Contract Administration, 3. C states that Invoices shall be paid “At time of delivery/inspection/acceptance”. Can a Milestone achievement and related payment schedule be developed to achieve progress payments throughout the manufacturing phases?

Answer: No, contract financing will not be available for this procurement. IAW FAR 32.003 Simplified acquisition procedures financing, unless agency regulations otherwise permit, contract financing shall not be provided for purchases made under the authority of part 13.

RFI #14: With the extremely volatile and unpredictable building materials market today due to COVIS-19, how should contingencies for possible significant material increases between quoting and award date be handled?

Answer: IAW FAR Clause 52.212-1 (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers.

RFI #15: Since XXX’s “operating room trailers” (Mobile Surgical Unit) are listed on the Government Services Administration (GSA) schedule, why wasn’t XXX contacted?

Answer: Two sources soughts were posted, one to SAM.gov and one to GSA. Market research was also conducted on VetBiz and the SBA Small Dynamic Business Search. Through all of this market research, XXX operating trailer were not found.

RFI #16: I see in the solicitation it says, “these trailers will initially be used as temporary surgical suites during the renovation and will be used as impact surgical suites for future projects.” Is the Department of VA looking to purchase 3 Mobile Operating Room Trailers or rent them? If they are looking to rent, what dates will they need the Operating Room Trailers?

Answer: We are purchasing the trailers, not renting them.
