Provide the following information for determining responsibility: Self-Performance Worksheet
EVALUATION CRITERIA AND BASIS OF AWARD
a) Basis of Award: This procurement is being conducted pursuant to FAR Part 15 procedures. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, offers the lowest price whose offer is found to be acceptable when considering the non-price evaluation factors described.
b) Evaluation Process. Offers will be evaluated in the following manner. The offeror(s) technical proposal(s) will be evaluated for technical acceptability. Once all of the technical proposal(s) have been evaluated, the contracting officer will identify the technically acceptable offeror who has the lowest price by adding the total price for all contract line items (adding the Fresno, Northern California, Reno and San Francisco price schedules), including ordering periods, for a total price. That offeror will be identified as the “successful offeror.” The contracting officer will then determine if the successful offeror is responsible using the general standards of responsibility. The Government intends to evaluate offers and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest.
c) Ordering Periods. The Government will evaluate offers for award purposes by adding the total price for all ordering periods to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the ordering period prices are significantly unbalanced or if the offered price for the basic requirement or any ordering period exceeds the amount of funding available for any of those requirements. Evaluation of ordering periods shall not obligate the Government to execute delivery orders for the ordering period(s).
d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
