36C26120Q0494 Security Guard Services for VAPAHCS Amendment #1 Questions and Answers

• Monday thru Friday services are to be performed including Executive Declared Holidays and excluding established Federal Holidays. Saturday and Sunday services are to be performed during Executive Declared Holidays and established Federal Holidays.

If a holiday falls on a weekend services are still required.

• What does the PWS mean by “appropriately styled feminine uniforms shall be worn by female members of the guard force”?

If necessary, certain uniform clothing that is gender specific in relation to fittings and measurements.

• Is a vehicle required?

Vehicle was not mandated in RFQ.

• Section 4 - 4.3: Is the Contractor allowed to supply tablets for email communication?

Tablets are allowed for forms of communication so as long they are not a source of distraction from security guard duties. At this juncture, users of these devices will not be granted access to the VA network but may have access to facility WiFi as a guest.

• Section 5 - 5.7: Define 'access to supervisor level personnel'? Does this require supervisory personnel to be on site at all locations or, at a minimum, accessible by phone?

Contractors are not required to have a supervisor at every location, but it’s required that one be on-duty that can manage all 8 locations

• Section 5 - 5.10: Please describe authorized personnel allowed to relieve the security officer for a meal break. Does this mean a VA staff member or another security officer? If there is only one security officer on post, will a second security officer need to relieve him/her for their lunch period?

The VA would provide breaks for security at any location that have one guard on duty. Locations with two or three guards will be self-reliant for breaks and meal breaks.

• Section 5 - 5.16, B: Is the on site/in-field supervisor a separate billable position? How many hours per week will be required of the on site/in-field supervisor?

No this is not a separate billable position, inclusion of supervisor shall be part of contractors pricing.

• Will a seniority list be provided to calculate vacation/benefits of incumbent employees?

Per FAR 22.1020, seniority lists the incumbent prime contractor is required to furnish a certified list of all service employees on the contractor’s or subcontractor’s payroll during the last month of the contract, together with anniversary dates of employment, to the contracting officer no later than 10 days before contract completion.

(E.O. 13495 was repealed on October 31, 2019. Right of first refusal for successor contractors to employees employed under predecessor contract is revoked, 52.222-17 Nondisplacement of Qualified Workers.

• As outlined in Section 5: Specific Tasks, 5.1 Guard Services: Assignments will include the following:, B. Roving Patrols. Conduct patrols in accordance with established routes and schedules.

Roving patrol are conducting on foot internal and external parking lot checks.
