QUESTIONS AND ANSWERS

Question 1: How many positions are vacant out of the 31FTE?
Answer 1: This question must be requested through Freedom of Information Act.
Question 2: The original contract was only a year? Or did it have option years and you’re on the last option year?
Answer 2: This question must be requested through Freedom of Information Act
Question 3: Are you looking for Resumes to be included with our response? If so, if we come up with all 31 positions, would you consider a single award?
Answer 3: With the exception of Mammography that only requires two candidates, please identify at least three (3) potential candidates per modality as well as other requested information/documents listed in ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS.
The Government may elect to award a single or multiple award contract under this solicitation. As a result of this solicitation, the Government anticipates awarding between one (1) and three (3) Indefinite Delivery, Indefinite Quantity (IDIQ) contracts to offerors that conform to the proposal requirements set forth in the RFP and represent the best value to the Government; however, the Government shall reserve the right to make more or less IDIQ awards.
Question 4: What is the purpose of adding the Wage Determination sheet for San Francisco/San Mateo? It does not see to correspond to any of the locations identified in the RFP
Answer 4: Please reference paragraph 1.2 of the Performance Work statement where it lists the place of performance for this requirement.
Question 5: Ref B2 Schedule of Services and Price. There is no "unit quantity" or Total Annual Cost" columns specified therefore the subtotals seem meaningless. Can you clarify?
Answer 5: Please refer to Attachment D.3 Price Worksheet for Estimated Quantities. Each option year will have the same estimated quantities of hours as Performance Period One. Please fill-in the price schedule and the Price Worksheet in Section D (Attachment D.3) with your proposal.
Question 6: Vendor is concerned that the solicitation's requirements for ‘Qualification and Quality of Offered Providers’ will be limiting competition due to the documentation and references required at proposal submission. Potential candidates are typically unwilling or unable to provide licenses, references and letters of commitment in such a short period of time, especially when there is no guaranteed position. To compound this, the recent COVID-19 pandemic has seen college/universities cut back on administrative staff making it increasingly difficult for candidates to obtain the certificates required.
Answer 6: The criteria are for contractors to demonstrate their ability to recruit and fill the positions.
Question 7: The typical VA industry standard for personnel requirements at proposal submission requires just resumes. Aside from the current requirements favoring the incumbents, the VA will be duplicating efforts upon contract award and credentialing. Upon contract award, the majority of these items will be recollected by the VA credentialing team utilizing Primary Source Verification. Furthermore, the VA uses a standard reference template making these documents redundant and unusable?
Answer 7: The criteria are for contractors to demonstrate their ability to recruit and fill the positions.
Question 8: Vendor kindly asks that the government reconsider the staffing requirements to align with other healthcare systems and only require resumes. The requirements above are typical industry VA proposal requirements that are achievable and will help increase competition while still providing the VA confidence in the Offeror’s ability to provide high quality staff?
Answer 8: It has been our experience during the last eight months of solicitation that vendors are able to provide the requested information including those that are new requirements that does not have incumbents.
Question 9: 1. Should the offeror utilize the hours provided in the excel Workbook to calculate the Grand Total for each year?
Answer 9: Yes, please fill-in the price schedule and the Price Worksheet in Section D (Attachment D.3).
Question 10: If the hours will fluctuate between the option years, can the government please provide the hours associated with each individual option year?
Answer 10: Please refer to Attachment D.3 Price Worksheet for Estimated Quantities. Each option year will have the same estimated quantities of hours as Performance Period One.
Question 11: Can you please confirm the incumbent contractors’ names and contract numbers? How many positions in each labor category are currently filled under those requirements?
Answer 11: Yes, there are several incumbent contractors in place. The remainder of the questions must be requested through Freedom of Information Act.
Question 12: If the Offeror will provide first right of refusal to incumbent workers, will the government allow for the contractor to only submit candidate packets for currently vacant positions (as determined by the question above) to increase the competition of the small businesses this is set aside for?
Answer 12: With the exception of Mammography that only requires two candidates, please identify at least three (3) potential candidates per modality.
Question 13: Due to the sheer number of complete candidate packets required with this proposal, it will be nearly impossible to provide a complete technical proposal in an unzipped format that falls under the 5MB requirement outlined in the solicitation. Would the government please consider changing the method of submission to allow for larger document sizes or allow for a multiple part email submission?
Answer 13: You may send multiple-part e-mail for your submission.
Question 14: As many CORs have limited spare time to complete PPQs due to the current COVID-19 pandemic, would the government allow for the offer to submit previously completed and signed PPQs to fulfill this requirement?
Answer 14: Please provide the requested information. In accordance with FAR 15.305(a)(2)(iv), if an Offeror has no record of relevant past performance or for whom information is not available, they will not be rated favorably or unfavorably.
Question 15: The PWS notes that candidates are required to have a minimum 2 years’ experience in a Level 1 hospital setting. That requirement will make it difficult to secure 93 local candidates as there are only four Level 1 hospitals. Would the government consider making 2 years’ hospital experience required, and the Level 1 setting a preferred qualification? Alternatively, would the government consider highly qualified travel candidates and allow for the contractor to add travel CLINs as needed to the Schedule of Services?
Answer 15: The minimum qualifications listed in the PWS must be met. Contractors should submit only qualified candidates and provide pricing information as described in ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS which will be evaluated in accordance with VAAR 852.273-73 EVALUATION - HEALTH-CARE RESOURCES (JAN 2003), section 4, Factor 4-Price.
Question 16: So that we can better target pre-recruitment, is there any guidance you could give us as to which modalities will be performing in each location and if any location is expected to have higher amounts of FTEs needed?
Answer 16: Paragraph 1.2 of the Performance Work statement lists the place of performance for this requirement and the required positions may be assigned to any of these locations. The current need for each modalities and location is listed below and is subject to change:
Question 17: Just to confirm that we have understood your response correctly: in order to be compliant, we will need to provide 20 complete candidate packets (3 IR, 3 MRI, 3 CT, 3 Ultrasound, 3 Nuclear Med, 2 Mammography, and 3 General Radiography Technologist Candidates). As per page 86 of the solicitation, any packets provided beyond those 20 will be considered a significant strength?
Answer 17: Yes, please submit a total of 20 resumes (3 IR, 3 MRI, 3 CT, 3 Ultrasound, 3 Nuclear Med, 2 Mammography, and 3 General Radiography Technologist Candidates). Each instance in which the offeror provides more qualifying candidates than the minimum required will be considered a significant strength.
