About this file
This document is Amendment 1 to a solicitation for cardiac imaging software licenses and maintenance support issued by the Department of Veterans Affairs, Network Contracting Office 20 (V4CONT) located in Vancouver, WA. The amendment, effective October 20, 2026, corrects typos in period of performance dates on the Price/Cost Schedule, removes FAR clause 52.219-14 (Limitations on Subcontracting), and provides answers to sixteen questions submitted by potential offerors.
The requirement is for a one-year base contract period (December 20, 2026 through December 19, 2027) with two one-year option periods, designated as a 100% small business set-aside under NAICS 541519. The Government seeks renewal of existing Circle CVI licenses comprising 3 Cardiac MR Evolve seats, 3 Core CT Evolve seats (including coronary vessel and calcium-scoring licensing), 1 Strain Evolve seat, and 1 4D Flow Evolve seat, with associated software maintenance, updates, and remote technical support. The solicitation is structured as a brand-name-or-equal procurement. All offerors must be an OEM, authorized dealer, authorized distributor, or authorized reseller verified by manufacturer documentation. Pricing must be firm fixed unit pricing in two decimal positions only, with prices held firm for 60 calendar days from the offer receipt deadline. The contractor shall provide proof that any technicians offering service hold appropriate manufacturer training certifications. The Price/Cost Schedule has been updated to reflect corrected option period dates: Option 1 (December 20, 2027–December 19, 2028) and Option 2 (December 20, 2028–December 19, 2029). Associated services are limited to manufacturer software maintenance, updates, and remote technical support with no on-site installation or training required.

A.1 ANSWERS TO QUESTIONS RECEIVED
1) Question: Would the VA consider a quotation addressing only the cardiac MRI-related requirements, or is the intention to award all listed software modules together under a single contract?
Answer: It is the Government’s intention to award one contract. Offers will be assessed at the factor level with the following rating method used:
Acceptable: Meets all specified minimum performance or capability requirements necessary for satisfactory contract performance.
Not Acceptable: Fails to meet all or some specified performance or capability requirements. Clearly state why the offeror does not meet any specified.
2) Question: Would a web-based solution deployed within the VA's approved infrastructure be acceptable as an equivalent, assuming the required cardiac MRI functionality can be demonstrated?
Answer: Any web-based software that we can think of is a ‘lite,’ version of that software (where the server would not be something that the VA managed) and not as robust which would not work for the service. Medical Device Isolation Architecture [MDIA] would require an existing ERA. Any solution offered shall meet all specified minimum performance or capability requirements necessary for satisfactory contract performance.
3) Question: Could you help us understand whether an equal product must already be on the VA Technical Reference Model (TRM) to be considered?
Answer: Any solution offered shall be a Government approved solution for available for immediate deployment and because this is behind Medical Device Isolation Architecture [MDIA], it will require an existing ERA as well.
4) Question: Is this a renewal of existing Circle CVI licenses and software maintenance/support (if so, could you share the current license quantity, modules and expiration date), or a new license purchase?
Answer: This requirement is for a renewal of existing licenses/support. There are 3 Cardiac MR, 3 Core CT, 1 Strain, and 1 4D Flow license(s). Expiration 12/19/2026.
5) Question: Do the "associated services" require any on-site installation, configuration, integration or training by the contractor, or are they limited to manufacturer software maintenance, updates and remote technical support?
Answer: They are limited to manufacturer software maintenance, updates and remote technical support.
6) Question: Will the Government accept quotes from resellers that source the licenses and maintenance through an authorized distributor?
Answer: The Government will review offers received no later than the deadline established in the solicitation. All offerors are required to be an OEM, authorized dealer, authorized distributor, or authorized reseller for proposed software verified by documents from the OEM.
Authorization letter shall be on the manufacturers letterhead, signed and dated. Vendor shall provide this documentation at the time of offer showing that they have authorization.
7) Question: Set-aside: the SF 1449 marks the Women-Owned Small Business program, while the posting states a small business set-aside. Which applies?
Answer: SF 1449 is accurate. It marks that this is 100% for small businesses.
8) Question: Option-year dates: the Option 1 and Option 2 lines in Section B.2 show the base-year dates (12-20-2026 to 12-19-2027). Please confirm the intended periods (12-20-2027 to 12-19- 2028 and 12-20-2028 to 12-19-2029).
Answer: Please see updated Price/Cost Schedule.
9) Question: Products: the SOW names Circle CVI42, and the price schedule says "or equivalent".
Will equivalent products be considered, and what characteristics must they meet?
Answer: This is a brand name or equal solicitation. If you are offering an equivalent solution, please list in Section B.2 Price/Cost schedule under “If equal, list here:___________”. Vendors are responsible for providing descriptive information to enable their solution to be evaluated.
The Government is not responsible for locating or obtaining any information not identified in the offer.
10) Question: License type: please confirm whether seats are named or concurrent, whether they are subscription licenses, and how license keys are delivered.
Answer: Seats are named and subscription based. License keys are currently delivered directly to Biomed/clinical staff.
11) Question: Training: the SOW requires technicians to be trained by Circle Cardiovascular. Should that training be included in the line prices, and for how many technicians?
Answer: Any technicians that vendors provide that will be providing service for MRI and CT CVI42 postprocessing software or equivalent software shall have proof of such training by the manufacturer of their proposed solution.
12) Question: Authorization: will a letter from an authorized distributor of Circle satisfy Part III, or must it come from the manufacturer?
Answer: All offerors are required to be an OEM, authorized dealer, authorized distributor, or authorized reseller for proposed software verified by documents from the OEM. Authorization letter shall be on the manufacturers letterhead, signed and dated. Vendor shall provide this documentation at the time of offer showing that they have authorization.
13) Question: Subcontracting: how do the limitations on subcontracting and the nonmanufacturer rule apply to a reseller of this software?
Answer: 52.219-14, Limitations on Subcontracting has been removed from the solicitation.
14) Question: Should competing products be added to the Price/Cost Schedule with part numbers and prices? Or can we include our own quote with part numbers and descriptions/pricing?
Answer: Please insert proposed unit and extended prices in Contract Line-Item Numbers (CLIN) in Section B.2 (Price/Cost Schedule). All prices shall be represented in two decimal positions only. Example: $0.27, not $0.27458. Firm fixed unit pricing shall include all labor, overhead, profit, materials, and associated costs of the like to provide software. Pricing shall not be handwritten to ensure they are legible. Pricing will be priced as a total all-inclusive for the items listed in Section B.2 (Price/Cost Schedule). The quoted price from the offeror shall not exceed the stated contractor’s price schedule. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. Offers received that do not comply will be found non-compliant and removed from evaluation. You may also provide your own quote with part numbers and descriptions/pricing in addition to the information added to Section B.2 (Price/Cost Schedule).
15) Question: Nonmanufacturer rule. The solicitation is a total small business set-aside under NAICS 541519 and includes FAR 52.219-14. Please confirm whether the Government treats the cvi42 licenses as supplies subject to the nonmanufacturer rule (13 CFR 121.406) or as services. If the nonmanufacturer rule applies, has a class or individual waiver been obtained for this requirement?
Answer: RFO clause 52.219-14, Limitations on Subcontracting has been removed from the solicitation.
16) Question: Provisions referenced as attached. SF1449 Block 27a indicates that FAR 52.212-3 and 52.212-5 are attached, but they are not included in the posted package. Please confirm that offerors may rely on their SAM.gov representations and certifications for 52.212-3, and that the current FAR text of 52.212-5 applies.
Answer: 52.212-3 and 52.212-5 are no longer applicable with the current Revolutionary FAR Overhaul (RFO). Reference: https://www.acquisition.gov/far-overhaul/far-part-deviation-guide.
17) Question: The Statement of Work requires coronary vessel and calcium-scoring licensing. Should offerors include those licenses within the Core CT Evolve CLINs, or will the Government provide a separate CLIN or other pricing direction?
Answer: These should be included within the core CT Evolve line item.
