About this file
This is Amendment 0007 to Solicitation 36C26026R0035 for the replacement of a 40-ton condenser in Building 200 at the VA Puget Sound Medical Center, American Lake Campus in Tacoma, Washington. The amendment extends the receipt deadline for offers to Monday, April 27, 2026 at 10:00 AM PDT and provides government clarification regarding temporary cooling requirements during construction.
The amendment addresses a contractor question about the sizing requirements for temporary cooler and freezer units needed during the condenser replacement work. The government clarified that while the minimum reference size should be based on the 60-square-foot exterior cooler being demolished, contractors must phase their work to minimize disruptions to the medical center's operations. If a contractor cannot phase the work to keep cooling and freezing functions operational using a smaller temporary unit, they must provide a temporary unit large enough to accommodate the loss of all interior cooling and refrigeration units (refrigerators #2, 3, 4, 5, 6, and 8, plus freezers #1 and #7) during construction. The work is being administered by the Network Contracting Office at the Department of Veterans Affairs Veterans Integrated Service Network 20, located in Vancouver, Washington.

Solicitation 36C26026R0035 – Replace 40 Ton Condenser, Bldg 200 – AMD 0007
Q. Contractor Question Amendment 0006 is calling for “Temporary Cooler should have the same volume, or greater, than the exterior cooler which is to be demolished.” The issue is that the outside freezer is only 60 sq ft and the understanding is that the freezer is not operational.
Shouldn’t the temporary freezer be big enough to accommodate the loss of Freezer #1 and #7 during construction? Shouldn’t we be providing a temporary cooler as well that is big enough to accommodate the loss of Refrigerator #2, 3, 4, 5, 6 and 8?
A. Government Response Reference item 16 of the solicitation SOW that reads:
“All work shall be phased to limit disruptions to the station. Specifically, if a freezer or refrigerating unit is to be disabled, it should first be ensured that temporary means to replace the respective function(s) are established.”
The idea is that a contractor should optimally phase outages/closures, so that any outage/closure can be accommodated by the temporary unit. The contractor should consider their capability to phase while creating a cost estimate and determining what size temporary unit is necessary. Consider the exterior unit to be demolished, to be a minimum reference size for this work. If the Contractor can not phase the work a temporary unit large enough to cover the entire interior cooling/freezing section would be necessary.
