About this file
This is a Request for Proposals (RFP) for a negotiated construction contract issued by the Department of Veterans Affairs, Network Contracting Office 20, for fire alarm system upgrades at the Portland VA Medical Center Vancouver Campus location (Solicitation No. 36C26026R0034). The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contract magnitude is estimated between $6,000,000 and $8,000,000, with a 365-day period of performance following a 10-day notice to proceed. The applicable NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors). Proposals must be submitted electronically by February 27, 2026, at 4:00 PM PST to colleen.nicholson@va.gov and kabir.saka@va.gov. A formal site visit is scheduled for February 4, 2026, at 10:00 AM at Building 4, Portland VAMC Vancouver Campus. Questions must be submitted by email to both contracting officers by February 10, 2026, at 4:00 PM PST and will be answered via amendment only.
The RFP requires submission of two separate volumes: Volume 1 (Technical Proposal and Past Performance) and Volume II (Price/Cost Proposal). Technical proposals must demonstrate experience with EST-3 or EST-4 fire alarm systems or equivalent, including installation, upgrades, programming, and configuration. Offerors must submit two to five relevant projects with minimum contract values of $2,000,000, at least 50% complete within the required timeframe. Past performance will be evaluated using CPARS data or a completed Past Performance Questionnaire (Attachment 3). Price proposals require completion of SF 1442 (Solicitation, Offer, and Award form), acknowledgment of all amendments, and submission of a bid guarantee (SF 24) of at least 20% of the bid price, not to exceed $3,000,000. Award will be based on overall best value considering technical experience (significantly more important), past performance, and price. The selected contractor must furnish performance and payment bonds (SF 25 and SF 25A) each in full amount of the original contract price. Additional requirements include compliance with Buy American construction materials provisions, wage determination requirements, and limitations on subcontracting for SDVOSB firms, with special trade construction contractors limited to 75% subcontracting and general construction contractors limited to 85%.

Evaluation Section
Basis for award:
The Government will evaluate offers in response to this solicitation in accordance with the Evaluation factors listed below. The Government intends, if an award is made from this solicitation, to award the proposal that offers the overall best value to the Government, and note may also award to other than lowest price offeror.
Evaluation Process:
Unless otherwise specified, the following definitions apply:
Recent- means the project ended within the last five calendar years.
Relevant – means a construction or alteration project for a completed clinical, hospital, or other medical facility that is similar in scope, complexity, and magnitude to the work being solicited, with a minimum contract value of $2,000,000.00 performed within the last (5) years.
Projects will be evaluated for relevance based on:
• Scope similarity of the work performed to the required fire alarm system.
• Complexity is comparable to technical difficulty, phasing, coordination, and risk (e.g.
working in active healthcare environment).
• Environment- performance in active clinical or medical facilities.
Factor Order of Importance: Technical experience is significantly more important than Past Performance. All evaluation factors, other than price, when combined, are significantly more important than price.
Volume I Factor 1 Technical Experience: Technical Experience: Technical Experience evaluates the quality of the Offerors demonstrated ability to meet the projects requirements. The government will evaluate each offeror recent and relevant technical experience in performing construction projects similar in complexity and size to the requirements of this solicitation, including work involving fire alarm systems in active healthcare or medical facilities. One confidence rating will be assigned to each offeror after evaluating the offeror’s technical experience that is relevant to the requirement. Table 1 represents the ratings utilized for evaluating the offeror.
Factor 2 Past Performance: The Government will rate an offeror's Past Performance for projects identified in their Offer under Factor 1, Technical Experience, offeror’s provided past performance meeting the requirements of this section, and other related experience the Government obtains.
Past performance evaluation results in an assessment of the offeror’s probability of successfully meeting the solicitation requirements. It will consider each offeror’s demonstrated recent and relevant record of performance in providing services that met the contract requirements. One performance confidence assessment rating is assigned for each offeror after evaluating the offeror's recent past performance, focusing on performance that is 1. Relevant and 2. The confidence related to the contract requirements (See FAR 15.305). There are two aspects to the past performance evaluation. Relevancy and recent of contractual work performed; and how well the contractual work was performed as a confidence assessment. Tables 2 and 3 represent the recency and confidence assessment for each evaluation.
Factor 3 Price: Price will be evaluated based on reasonableness and unbalanced. Prices will be evaluated for reasonableness utilizing one or more of the price analysis techniques set forth in FAR 15.305 and/or FAR 15.4.
Table 1. Technical
Rating Description Outstanding Proposal meets requirements and indicates an exceptional approach and thorough understanding of the requirements.
Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little impact on contract performance. The risk of unsuccessful performance is moderate.
Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unsatisfactory Proposal does not meet requirements and contains one or more deficiencies. Proposal is not awardable.
Table 2. Past Performance Relevancy
Rating Definition Very Relevant Present/past performance effort involved essentially the same scope, magnitude of effort, and complexities as required by this solicitation.
Relevant Present/past performance effort involved similar scope, magnitude of effort, and complexities as required by this solicitation.
Somewhat Relevant
Present/past performance effort involved some of the scope, magnitude of effort, and complexities as required by this solicitation.
Not Relevant Present/past performance effort involves little or none of the scope, magnitude of effort, and complexities as required by this solicitation.
Table 3 Past Performance Confidence
Rating Description Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has low expectations that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Small Business Evaluation. Small Business participation is not an evaluation factor in this acquisition. However, the Government will consider Offeror’s utilization of small businesses in accordance with applicable FAR and VA policy when making responsibility determinations and in documenting the source selection decision.
DOCUMENTATION: Identify the types of documents that will be prepared during the source selection, to include at a minimum an SSEB Report covering the initial evaluation, updated as necessary following responses to discussion questions, and a final SSEB Report after receipt of Final Proposal Revisions.
