About this file

This document is a Questions and Answers (Q&A) addendum for a VA construction project involving the renovation of room B211A for Specialty Care. The project is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a 240 calendar-day period of performance from notice to proceed. Work must be performed primarily during normal business hours (0800-1700 Pacific) unless otherwise coordinated and approved, with construction disruption to patient care prohibited.

Key clarifications address demolition scope, staffing requirements, and technical specifications. Demolition work is limited to existing Nurse Call devices, medical gas piping and outlets, and patient lift equipment, with no new installations required in these areas. The Superintendent and Site Safety and Health Officer (SSHO) positions may be combined if appropriately qualified, but the Construction Quality Control Manager (CQCM) must be a separate individual. Contractors may use equivalent electronic project management software in place of Submittal Exchange, provide in-house photographs instead of hiring a commercial photographer, and use existing facility power at no cost. Construction signage must be posted at entrances and may be plastic. A professional surveyor is not required. The corridor door at Exam 100 is to be infilled with finishes matching existing corridor conditions. Temporary ICRA barriers must be framed to the structure above rather than stopping at ceiling grid height. VAAR 852.219-75 (Jan 2023)(Deviation) applies, and any other version is non-responsive.

1. Sheet ED102, Keynote #2 requires the Contractor to demo the existing Nurse Call device and terminate connection at source. Will the VA clarify if any new Nurse Call work will be required or only the stated demo?

Just the demo.

2. Sheet PD102, Keynotes 1 & 2 require the demolition of existing med gas piping and outlets. No work is noted for any new med gas piping or outlets. Will the Va confirm that there will be no new med gas installation work for this project?

Just the demo.

3. We received a casework quote for this project using GSA pricing. Will the VA clarify if GSA pricing will be accepted for this non-GSA project?

VA will not instruct offerors on how to price their proposal. Please review all clauses and provisions for any restrictions on materials.

4. Sheet AD102, Keynote #3 calls for the demo of the existing patient lift. Will the

VA clarify if the above-ceiling Unistrut supports should also be removed?

Unistrut to remain.

5. The new plumbing layout will require sawcutting and hammer removal of concrete. Will the VA clarify if this slab demo work can occur during normal business hours or if this work must occur during after-hours?

Construction disruption to patient care is not allowed. This is dependent on patient or staff complaints.

6. Specification Section 01 00 00, Part 1.2-A states this project will “Replace Aged and Deficient Steam Lines”. Will the VA confirm that this does not have anything to do with this project?

The new work for the project does not include alterations or modifications to existing steam piping. The term should read “Renovate B211A for Specialty Care”.

7. Will the VA clarify if the majority of the work for this project will take place during normal business hours?

Per 5 of the SOW, “the contractor shall perform most work during normal business hours, 0800-1700 Pacific, unless otherwise coordinated and approved.”

8. Specification Section 01 00 00, Part 1.12 requires the Contractor to retain a professional Land Surveyor for this project. Will the Va clarify whether this will be required for this project?

Surveyor is not needed or required for this project.

9. Specification Section 01 00 00, Part 1.21-A & B requires the Contractor to install electric meters and pay for electricity at the “prevailing rate”. Will the VA clarify whether the Contractor must install electric meters and pay for electricity used to construct this project? If so, will the Va provide the “prevailing rate” that must be paid?

Contractor will use existing power at no cost to contractor.

10. Specification Section 01 00 00, Parts 1.26 & 1.27 requires the Contractor to construct wooden Construction and Safety signs, covered with sheet steel, and embed these signs 3’ into the ground. Will the VA clarify if these signs will be required for this project and if so, where the signs will be erected?

Construction signage is required to be posted at construction entrances and may be plastic. Needs to be clear and legible.

11. Specification Section 01 00 00, Part 1.28 requires the Contractor to hire a

Commercial Photographer to document in photographs, the progress of this project. Since this will add considerable cost to the project, will the VA clarify if “in-house” photographs will suffice instead of hiring a Commercial Photographer?

Contractor may provide own pictures to document job progress. No “Commercial Photographer” required.

12. Specification Section 01 33 23, Part 1.6-D requires the Contractor to subscribe to

“Submittal Exchange” to use as a platform for transferring submittals and other project communications. Will the VA permit the use of “Procore” as a substitute project management platform? This platform is accepted throughout the VA system and has been in use now for many years. If not, does the VA have a J & A to require the sole source use of “Submittal Exchange”?

Submittal Exchange or an equivalent electronic construction project management software is acceptable and will meet the intent of 01 33 23 1.6.

13. Specification Section 01 35 26, Part 1.7-C states that the SSHO may have collateral duties as the Superintendent. Will the VA clarify whether the Contractor’s Site Superintendent, if duly qualified, may also serve in the roles of CQC and SSHO, or whether the VA will require a separate individual for either of those two roles?

Per the SOW, no- the Superintendent role is not combinable with the role of CQC. Both positions must be held by a unique, qualified individual.

14. On the Solicitation Page 1, it states, SDVOSB set aside.

However, we do not see the VA Notice of Limitations on Subcontracting attached.

We do see a lot of Small Business set aside clauses on the solicitation, however on page 53 of 68 on the solicitation, we do see the two following FAR Numbers that imply it is in fact SDVOSB set aside.

852.219-73

852.219-75

VA NOTICE OF TOTAL SET-ASIDE FOR CERTIFIED

SERVICE-DISABLED VETERAN-OWNED SMALL

BUSINESSES (DEVIATION)

VA NOTICE OF LIMITATIONS ON

CONSTRUCTION

Please advise if this project is in fact SDVOSB set aside.

As stated on page one of the Request for Proposals, this is a SDVOSB set-aside. The system limitation has been resolved and VAAR 852.219-75 (Jan 2023)(Deviation) is reattached to this amendment. NOTE- offerors containing any other version than VAAR 852.219-75(Jan 2023)(Deviation) are non-responsive.

15. Question 2: Can the CQC and SSHO also be the Superintendent?

No. Please review the SOW and the Division 1 Qualifications. The superintendent and SSHO positions may be combined if appropriately qualified for both roles, however, the CQCM is not identified as able to be combined.

16. Please confirm existing room signage manufacturer/system currently used at the facility.

Signage: The schedule numbers refer to the “VA Signage” design manual in the TIL. VA cannot direct manufacturer. Match style and system of existing room signage and other information on sheet AW001.

17. Please clarify whether the Government intends to issue a Limited Notice to Proceed (LNTP) or other preconstruction period to allow completion and approval of required submittals & procurement prior to the start of physical construction work.

No- this is a 240 calendar days period of performance per the SOW from notice to proceed. The contractor will be required to manage their project schedule to complete all work within the 240 calendar days to include submittals and material procurement.

18. Multiple drawings show conflicting information regarding the corridor door serving Exam 100 (door shown on egress/life safety plan, but shown removed/infilled on other architectural plan sheets/notes).

a. Please confirm the contract requirement:

i. Does the corridor door at Exam 100 remain, or is it to be removed and infilled? Door is to be infilled. Ignore dashed line on FLS plan coming out from door.

ii. If to remain, confirm required door rating (if any), frame/hardware scope, and whether any modifications are required.

The door is being removed and infilled.

iii. If to be removed, confirm required wall rating/assembly at infill and required corridor-side finishes (paint, base, flooring patch).

Finishes are to match existing conditions at corridor. Wall is to match existing adjacent wall conditions. See sheet AE101.

19. ICRA Wall Height Clarification

a. Does the wall attach and seal at the ceiling grid heigh 8'6", or does it extend through the structure above?

Temporary ICRA barriers are to be framed to structure above. Construct as required per Specification section 01 35 26 – Safety Requirements.
