Volume 2- Technical Experience and Past Performance This is one (1) PDF file that will be titled “ENTITY NAME Volume 2-Technical and Past Performance_36C26026R0021”.

The file shall be divided into two parts- technical and past performance. Page limits apply to each part, as stated below.

Part One-Technical Experience (Factor One) shall contain:

All pages submitted, including any visual aids, charts, and graphs, will count towards the overall page limit. Any pages over the allotted amount will not be considered. All projects must be within the past six (6) years of the date of closing date solicitation and not currently in progress. Anything not relevant will not be evaluated.

· Each project example should outline how the submitted project is recent and relevant in a well-articulated, concise manner.

· Proposals should demonstrate technical expertise in interior construction within commercial, industrial, and healthcare sectors.

· Projects with Infection Control measures will be rated as a strength.

· Project examples need include the following information

· Project Value

· Start Date (including award date if different than start date)

EVALUATION

Evaluation will be conducted as a best value trade-off: technical experience (Factor 1) is significantly more important than past performance (Factor 2); technical experience and past performance when combined are significantly more important than price (Factor 3).

If no offer received in response to this solicitation offers best value to the VA, funding is determined to be no longer sufficient, or it is otherwise not in the best interest of the VA and the Veterans it supports, VA may reject any or all proposals or otherwise make no award as a result of this solicitation.

Factor 1 – Technical Experience Evaluators will evaluate Volume 2, Part One- Technical Experience only for Factor 1. Evaluators will evaluate the information submitted against the following table, to determine if all required information was provided, and assign a single adjectival rating for the factor.

Table 1- Technical

Rating
Definition
Outstanding
Proposal meets requirements and indicates an exceptional amount of technical experience that is recent and relevant to this RFP. Contains two or more strengths and no weaknesses.
Good
Proposal meets requirements and indicates an acceptable amount of technical experience that is recent and relevant to this RFP. Proposal contains one or more strengths, two or fewer weaknesses.
Acceptable
Proposal meets requirements and indicates an acceptable

amount of technical experience that is recent and relevant to this RFP. Proposal contains no strengths and two or fewer weaknesses.

Marginal

Proposal does not clearly meet requirements or has not demonstrated an acceptable amount of technical experience that is recent and relevant to this RFP. The proposal contains no strengths and more than two weaknesses, but no deficiencies.

Unacceptable
Proposal contains one or more deficiencies

Factor 2- Past Performance Past performance on contracts with government agencies and private industry may be evaluated. Evaluations will utilize information from the Contractor Performance Assessment Rating System (CPARS) and other sources including contracting entities who have done business with the firm previously, and other reasonable avenues.

Offerors will be evaluated based on past performance with government agencies and private industry in terms of work quality, innovation, compliance with schedules, cost control (if applicable), overall safety record, regulatory compliance, and stakeholder/customer satisfaction.

The evaluation may be based on information provided through CPARS, past performance questionnaires, and may include customer inquiries, other Government databases, and other information available to the Government including information from the points of contact provided by the offeror and from VA staff’s knowledge of and experience with the offeror. The evaluation will only consider past performance information from the previous six years in accordance with FAR 42.1503(g).

Past performance information that cannot be verified or determined to be inaccurate in some manner may impact the adjectival rating(s) assigned.

Offerors without past performance history in CPARS and who do not submit PPQs completed by the third-party they did the work for will be rated neutral.

If the offeror has performance records in CPARS, up to five (5) of the most recent records available will be evaluated.

Offerors may optionally provide up to five (5) recent and relevant past performance references through Past Performance Questionnaires (PPQs). This factor will be evaluated using the following tables, which evaluators will use to assign a two-adjective rating per offeror:

Table 2- Past Performance Relevancy

Rating
Definition
Very Relevant
Past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

An example would be a construction project $750,000.00 or greater with the VA or other Government agencies on a healthcare installation (internal/external).

Relevant
Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

An example would be a construction project $750,000.00 or greater with other Government agencies on a healthcare installation (internal/external).

Somewhat Relevant
Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

An example would be a construction project less than $750,000.00 on a healthcare installation (internal/external).

Not Relevant
Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

An example would be a construction project less than $750,000.00 not on a healthcare installation.

Table 3- Past Performance Confidence Assessment

Risk Rating
Definition
Low
Has little potential to cause degradation of performance. Normal contract effort and normal Government monitoring will likely be able to overcome any difficulties.
Moderate
Can potentially cause degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.
High
Is likely to cause degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.
Unknown
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

Factor 3- Price Price will be evaluated based on reasonableness.

Common Definitions The following common definitions apply if the above rating tables did not provide a definition for the term specific to the factor:

· Strength- an aspect of an Offeror’s proposal that has appreciable merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during performance.

· Weakness- a flaw in the proposal that increases the risk of unsuccessful contract performance.

· Deficiency- a material failure of a proposal to meet a government requirement or a combination of weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.

· Relevant- effort involved is of a similar scope and magnitude of effort and complexities to the project this solicitation is for, with a total project cost within the estimated magnitude range or higher, containing the same trades as this project, and work on building renovation projects between $1,000,000.00 and 2,000.000.00.

· Somewhat Relevant- effort involved includes some of the scope and magnitude of effort and complexities this solicitation requires. This could be considered a weakness.

· Not Relevant- effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires. A performance example that is not relevant is a weakness.

· Recent- within the six (6) years preceding the deadline for receipt of offers, as defined by FAR 42.1503(g). For example, if the solicitation deadline is January 1, 2023, relevant experience must have occurred on or after January 1, 2017.

VA VENDOR ADD PROCESS

Any company who receives a Veterans Affairs contract award is required to complete VA’s “vendorization” process through the Veterans Affairs Customer Engagement Portal. This process requires the company to validate their identity through ID.me, then complete a web-based VA10091 form at https://www.cep.fsc.va.gov/.

Offerors who have not completed this process or have updated any of the information on their SAM.gov profile such as contact information and/or banking information since they last submitted a VA10091 form are highly encouraged to complete this process to prevent any potential delays with invoice payment or related matters if they are awarded a contract.

SITE VISIT

An organized opportunity to visit the site has been scheduled for March 3rd, 2026, at 8:30 AM Pacific. Participants shall meet at Building 229 of the VA Southern Oregon Rehabilitation Center and Clinics. Attendees must sign in legibly.

Parties interested in attending are advised that this is anticipated to be the only opportunity to visit the site that will be provided for this solicitation. The site visit is anticipated to start promptly and is not anticipated to be extended or rescheduled.
