Proposals received that are not compliant may be removed from further substantive evaluation at the discretion of the Government.
For submission requirements designated as “shall” or “must” failure to provide the requested information may be considered a deficiency. For submission designated as “should” failure to provide the requested information may result in a lower rating for the specified factor.
Instructions for Proposal Preparation and Submission
These instructions prescribe the format, content, and essential details required for the preparation and presentation of proposal data to ensure the Government’s ability to fully understand and comprehensively evaluate each submission.
The proposal shall be submitted in two separate volumes. Volume 1- Technical Proposal and Past Performance.

Proposals should include enough documentation for the Government to easily understand the offerors’ approach and assess compliance with the solicitation requirements.
