About this file
This document is a Questions and Answers (Q&A) file for a medical gas outlet replacement project at the Portland VA Medical Center's Vancouver Campus, specifically targeting Building 11's E-wing. The project involves replacing existing medical gas outlets with Oxequip MedStar quick-connect outlets, ensuring compatibility across different building sections and eliminating the need for adapters. Key technical details include replacing outlets in patient rooms, potentially involving ICRA (Infection Control Risk Assessment) procedures, and working with existing piping that meets current NFPA sizing requirements.
The Q&A reveals specific project constraints and specifications, such as: outlets must be fully replaced (not retrofitted), removable panels exist in prefabricated bedside patient units, and the work is focused on standardizing medical gas outlet connections in the E-wing to match other buildings. The project involves oxygen, medical air, and medical vacuum outlets, with careful attention to maintaining existing infrastructure while upgrading connection technologies. The solicitation is managed by the Department of Veterans Affairs Veterans Health Administration, with the project number 648-25-100, and interested contractors should reference detailed documentation on SAM.gov for complete project specifications.

1. We missed the 11-4-25 job walk, would you know if there might be any pictures from this available for review, please?
1A: Yes, they are attached.
2. Access inside of the existing pre-fabricated bedside patient units (Headwall unit) that the med gas outlets are currently located in is a question. Is there a removable front access panel to access the outlets and the piping, or will the entire headwall unit need to be disconnected from all services and removed from the wall?
2A: The Headwalls have removal panels. The old med gas outlets shall be removed and replaced with MedStar Oxequip outlets. Replace or modify aluminum panels so the new outlets are flush to the finish surface, and no gaps persist.
3. The drawings do not include an equipment schedule, but the specifications list Oxequip Med Star quick connects med gas outlets, with a note saying they "match existing station inlet connections in building 1." Would you have any additional info on these?
3 A: E-wing is the only area with patient room headwalls that are not oxequip Med Star quick connects. All other Vancouver patient rooms use devices that connect to oxequip Med Star outlets. This project will replace the existing E-wing med gas outlets to Oxequip Med Star quick connects to eliminate the need for an adapter.
4. Does room B138 (Isolation room) have med gas outlets, and if so is it equipped with a single or double patient unit?
4A: Room E-138 has MED gas outlets and is equipped with a PBPU type-1. See drawings for more details.
5. Can you provide a floor plan?
5A: Reference the solicitation documentation via SAM.gov.
6. Can you provide quantities of each gas? Oxygen? Medical Air? Medical Vacuum?
6A: Reference the solicitation documentation via SAM.gov,
7. What outlet style is it?
7A: Reference the solicitation documentation via SAM.gov.
8. What manufacturer do the existing outlets? Amico? Beacon? Ohio? Tri-Tech?
8A: reference the solicitation documentation via SAM.gov. Also see photos provided.
9. Is there a base design for the new outlets?
9A: Reference the solicitation documentation via SAM.gov. Also see response to question 3.
10. Are the replacements for front assemblies only, or do we need to open walls and install rough-ins?
10A: Reference the solicitation documentation via SAM.gov
11. Can you provide pictures of existing outlets?
11A: Yes, Please see attached pictures to this amendment.
12. If these are new rough ins, this will involve ICRA, drywall, paint, etc. Are we phasing this for a specific number of rooms at a time? Or can we shut down the entire wing and complete the work more quickly?
12A: Reference the solicitation documentation via SAM.gov.
13. If ICRA is required, does the negative air pressure have to vent to the outside, or can it be discharged through a HEPA filter to the Hallway?
13A: Reference the solicitation documentation via SAM.gov.
14. Does the existing piping meet current NFPA sizing requirements? If not, does the VA accept pip sizing as is?
14A: Yes, the existing piping meets current NFPA sizing requirements. The piping sizing shall remain as is. Perform any and all work to connect the new outlets to the existing piping.
15. During outlet replacement, will the contractor be expected to provide back feed gases for other rooms affected by the zone shut off?
15A: Reference the solicitation documentation via SAM.gov.
16. Would there be a opportunity to have a site walk through? The drawings indicate the original buildout included a prefabricated bedside patient unit housing the med gas outlets. We need to confirm if these prebuilt units have removable access panels that will allow the access required to replace the outlets, or will the prefabricated panels need to be completely removed from the wall for piping access?
16A: The site walk occurred on Nov 4th. See photos attached. See response to question 2.
17.There did not appear to be a callout schedule on the drawings or in the specifications for the medical gas Oxygen, Medical Air and Vacuum outlets to be installed. Would you have this info available?
17A: No callout schedule is available. The drawings and specifications contain all the information to call out the work with details.
18. Will the existing slide brackets for Vacuum (Item #4 on the drawings) remain or are they to also be replaced?
18A: These shall remain. Only replace if they are damaged during work.
19. The specifications list Oxequip Med-Star outlets to match existing in building 1, and we would need to clarify what is in building one at a minimum, unless there might be a spec available?
19A: Building 1 is a nursing home with patient bedrooms with headwalls. Every outlet in building 1 is Oxequip Med-Star quick connect. E-wing will be upgraded in this project to match outlets.
20. Based on the adapters currently in place, it appears that the replacement outlets should have a Medstar/Oxequip connector type so that the adapters can be removed and a direct connection made. Is Medstar/Oxequip the correct type of connector that is desired for the final product?
20A: Correct, Medstar/Oxequip is the correct type of connector.
21. Rather than replacing each entire outlet, are you open to a retrofit option? This would involve providing and installing new outlets that will work on the existing Puritan Bennett rough-in. The back box would remain in place but would be checked for leaks.
21A: No, a retrofit option is not approved.
22. If a retrofit is acceptable, would HEPA carts still be required?
22A: See response to question 21.
23. Does the isolation room B138 have med gas outlets, and if so would it be a single or 2 bed unit?
23A: See response to question 4
