About this file
This document is an Amendment to a Solicitation/Modification of Contract (Standard Form 30) for a VA steam line replacement project. The amendment addresses multiple industry questions and clarifies evaluation factors, specifically focusing on Service-Disabled Veteran-Owned Small Business (SDVOSB) incentives. Key details include clarification that the project involves replacing main steam lines in confined spaces, not branch lines, with specific requirements around steam shutdowns, temporary heat provisions, and contractor supervision.
The amendment provides detailed responses to 18 contractor questions covering technical aspects like pipe insulation, bolt specifications, clearance procedures, and project supervision. Notably, it outlines pricing incentives: SDVOSB prime contractors receive a 2% price reduction, while non-SDVOSB contractors can receive a 0.5% reduction by committing to subcontract with SBA-certified SDVOSB/VOSB firms. The VA will use the Small Business Search (SBS) database to verify contractor status, and only one credit can be applied. All work, including utility tie-ins and shutdowns, will be performed by the contractor, with a requirement for detailed action plans and continuous on-site supervision.

The purpose of this amendment is to:
1- Answer timely questions received from industry
2- Clarify one of the potential deductive factors in Evaluation Factor 3
CONTINUATION PAGE
Steam Lines Questions and Answers
1. Rather than using two layers of 6 mil fire retardant poly on the ground as part of the containment can 6 mil reinforced poly be used?
Yes, as long as it is fire retardant as well.
2. On page 02 82 11 - 19 It says state requirements that apply to the asbestos abatement work, disposal. clearance, etc. or will only visual clearances be done?
If the space is a regulated space, it will remain a regulated space, with respirators continuing to be required. In those spaces, a visual clearance is fine. However, in all non-regulated spaces, non-aggressive clearance.
3. If clearances are required do the clearances need to be aggressive or non-aggressive clearances?
Non-aggressive.
4. Confirmation of Exemption: Please confirm that as a certified SDVOSB prime, we are exempt from the requirement to submit a subcontracting plan
Per the RFP- “subcontracting plans are not required to be submitted as part of the offer in response to this RFP.” If an apparent awardee is identified who, per FAR subpart 19.7, must submit one, they will be required to submit one within no more than 5 business days of VA request, again, per the RFP. Please review FAR subpart 19.7 for exemptions from submission of subcontracting plans.
5. Evaluation Incentive Clarification: Since the solicitation specifies a 2% price reduction for SDVOSB primes, can you confirm that this credit cannot be combined with the 0.5% subcontracting incentive for subcontracting to other SDVOSB/VOSB firms?
Per the RFP- “offerors will only get one credit applied, if applicable” from the deductive factor implementing VAAR 852.215.70. There is no deductive factor credit for subcontracting to other than SBA certified SDVOSB/VOSB entities.
6. Minimum Subcontracting Percentage: The RFP mentions that a 0.5% price reduction is available to non-SDVOSB offerors who commit to subcontracting a “minimum specified percentage” of total contract value to certified SDVOSB/VOSB firms. Please confirm: The specific minimum percentage required to qualify for that credit. Whether this percentage applies only to large businesses or also to non-SDVOSB small businesses that are not
SDVOSB/VOSB certified.
A non-SDVOSB offeror is any offeror who is not a SBA certified SDVOSB. Evaluation
Factor 3 will be revised separately to clarify the minimum specified percentage.
7. Credit Application: Please clarify how the credit hierarchy applies in the evaluation — specifically, whether SDVOSB primes receive the full 2% credit automatically or if any documentation (such as certification verification from SBA) must be included in Volume
1 for confirmation.
The deductive factor to implement VAAR 852.215-70 is not a hierarchy/ranking. As stated in the RFP, VA will use the most current database per SBA guidance to identify if an offeror qualifies for a credit or not. Self-certifications will not be considered.
The only offerors who are required to submit information in Volume 1 related to the application of VAAR 852.215-70 are offerors who are not a SBA certified SDVOSB or
VOSB who are committing to subcontracting to SBA certified SDVOSB or VOSB.
8. Specification 23 07 11 (HVAC and Boiler Plant Insulation) is referenced but not specified for boiler plant. Are the same insulation material type, thickness, and labeling requirements for new steam and condensate piping in the Boiler plant?
Work within the boiler plant is not in scope. Piping insulation parameters can be found in section 3.8.
9. Please confirm the allowable duration and sequencing for steam shutdowns. Are multiple buildings allowed to be offline at the same time and if so which buildings can be shut down simultaneously? Is there a preference in building phasing?
This is mostly contractor means and methods. A detailed action plan will need to be timely submitted and approved by VA before any steam shutdown(s) can occur.
Temporary heat will need to be provided by the contractor for any shutdown(s) lasting longer than 8 hours/shutdown.
10. Is temporary steam service or a bypass required to maintain operations during the work?
Will temporary heat be required? Are there any constraints on allowable shutdown durations, sequence, and any VA operational blackout periods.
This is mostly contractor means and methods. A detailed action plan will need to be timely submitted and approved by VA before any steam shutdown(s) can occur.
Temporary heat will need to be provided by the contractor for any shutdown(s) lasting longer than 8 hours/shutdown.
11. Please confirm which party (VA personnel or contractor) is responsible for performing utility tie-ins and shutdowns of existing live steam and condensate lines?
All work is to be performed by the contractor.
12. The SOW directs the use of ASTM A193 bolts in place of ASTM A307 for steam and hot water pipe flanges. Please confirm whether ASTM A193 bolts are required for all steam and condensate system flanged connections, or only for lines operating above a specific pressure or temperature.
As stated in the SOW, “the contractor shall use ASTM A193 bolts in place of ASTM
A307 bolts.” ASTM A193 bolts are therefore required anywhere that an ASTM A307 bolt is specified in the specifications and/or drawings. It is anticipated that this change will be captured in the conformed set post construction award.
13. Please clarify the required surface restoration type and limits for steam trench areas.
Should all disturbed areas be restored to match existing finishes (asphalt, concrete, or lawn), and what level of compaction or testing is required for trench backfill?
The piping to be replaced is located in tunnels or crawl spaces and is considered a confined space; there is no buried piping to be replaced.
14. Can any of the buried steam pipe be abandoned in place?
No. The pipes are located in confined spaces and cannot be abandoned in place.
15. What are the specific project supervision plan requirements? Is the Prime Contractor required to have a separate Site Superintendent, Safety Officer, and Quality Control
Manager at all times or can the Site Super and Safety Officer be the same person?
Please review the specifications in Division 1 and section 3 of the SOW for all pertinent details. The CQCM, SSHO, and Super “shall remain on the project site at all times while work is being performed.” Contractors are advised that if these personnel are not on site at all times while work is being performed, that will be a contract deficiency and could require VA to suspend the contractor until the person(s) are back on site. The Super and
SSHO can be the same person only if the individual is appropriately qualified for both roles.
16. Is the VA going to require NIST 800-53rev5 (federal information systems and cybersecurity)?
All requirements are set forward in the solicitation; please review the RFP in full. This requirement is a construction project.
17. Do we need to have any 3rd party inspections required on the welds or installation?
No.
18. Is this steam connected to any sterile processing?
This project is only replacing main lines, not branch lines. The Sterile Processing
Service’s processes function using a separate source for steam that is outside the scope of this project.
NOTE- VA received one additional question regarding the site visit; the information requested was already present in the RFP and the question was only sent to one point of contact, who did not receive the question in time to publish an amendment answering it prior to the site visit. The question is not included herein since the question topic was on attending the site visit, which has already passed. Not all late questions received by
VA were accepted.
The following language from Evaluation Factor 3 is revised as indicated in red. The altered paragraphs are provided in full to provide context:
• Partial credit (if the offeror is not SBA certified as an SDVOSB or VOSB but commits to subcontracting to SBA-certified SDVOSB or VOSB firms and specifies the intended subcontractor with a description of the approximate dollar values of the proposed subcontract in the offer) will receive a 0.5% reduction in the total evaluated price.
Documentation of this commitment must be provided in Volume 1.
The deductive factor is applied for price evaluation only. Offerors will only get one credit applied, if applicable. For purposes of applying this evaluation factor, VA will utilize the most current database per SBA guidance to identify if an offeror qualifies for a credit; currently the Small
Business Search (SBS) is the most current database.
