About this file
This is an Amendment of Solicitation/Modification of Contract issued by the Network Contracting Office 20 (ATTN: V4CONT, Vancouver, WA) extending the deadline for solicitation 36C26026Q0860 by seven days to August 18, 2026 at 12:00 PM PDT. The amendment provides question and answer responses and site photographs regarding generator maintenance and testing services. The contractor must acknowledge receipt of this amendment prior to the extended deadline by completing Items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer submitted, or sending separate written or electronic communication referencing the solicitation and amendment numbers.
The Q&A clarifications address key requirements for the contract: technicians must hold state and federal certifications including Certified Diesel Mechanic (CAT, Cummins, etc.) credentials and appropriate electrical certifications for generator electrical systems; coolant system service and replacement costs must be included in firm fixed pricing for each Contract Line Item Number (CLIN) as part of manufacturer-recommended maintenance; no backup emergency generator is required as only one of the three 1.5 megawatt diesel generators can be taken offline at a time, allowing the facility to maintain power availability. The site photographs and ID plate images document three Cummins diesel generators (Models DGQAB 2270098, 2270098, and 2270098) and auxiliary equipment including CAT generators and load bank testing equipment. Supporting equipment includes a Taylor generator model 406F5016, John Deere engine components, and Baldor generators (models TS130) for backup and testing purposes.

Question and Answer:
• Question: Technician Certifications: Are there any specific certification requirements for the technicians performing the work?
• Answer: Contractors are expected to know and understand the state and federal certification requirements for the work and location where the work will be performed. At minimum we anticipate a Certified Diesel Mechanic (CAT, Cummins, etc.) and appropriate electrical certs for working on the electrical unit portion of the generator.
• Question: Coolant System Service/Replacement: Under Section C. Scope on the first page, the solicitation references coolant system service/replacement. Since this service is separate from the annual maintenance and load bank testing, and each generator requires a separate quote due to varying parts and approximately 5–8 hours of labor per unit, would you like us to include a separate quote for this service?
• Answer: These prices should be included in your firm fixed pricing for each CLIN.
By knowing the generators onsite, the contractor is expected to know and follow all manufacturer recommended maintenance (such as the mentioned coolant service) and appropriate intervals to include those costs in the contract. The only
“unknowns” would be from an emergency type repair or if a part breaks during servicing.
• Question: Backup Emergency Generator: Section C. Scope also states that the contractor must provide a properly sized backup emergency generator. Could you please confirm whether you would like the backup generator to be installed and utilized while the annual maintenance and load bank testing are being performed?
• Answer: When working on the (three) 1.5 MW generators, only one can be taken offline at a time. This will allow the facility to still maintain the needed power availability. This will ensure a backup generator is not needed.
• Question: What is the KW, Voltage, Phase for these units?
• Answer: See below ID plate pictures
• Question: Are they diesel or natural gas powered generators?
• Answer: diesel
