About this file

This is a Sources Sought Notice issued by the Department of Veterans Affairs, Network Contracting Office 20, for roofing construction services at the American Lake Veterans Affairs Medical Center in Tacoma, Washington. The VA is seeking information to identify viable sources capable of providing a complete TPO (thermoplastic polyolefin) roofing system replacement for Building 81's laboratory storage room roof. The project involves furnishing all labor, materials, equipment, and supervision to install a fully integrated, weather-resistant roofing assembly including membranes, underlayment, insulation, flashing, sealants, and finish materials in compliance with manufacturer specifications and industry standards. The work must be completed within approximately 120 calendar days after notice to proceed, with air conditioning downtime limited to a weekend to minimize disruption to laboratory operations. The existing torch-down roof, which has experienced persistent leaks despite repeated repair attempts, will be replaced to provide long-term protection for the seven AC units cooling the laboratory below.

Interested parties must submit responses to Contracting Officer Ty Draszt at Ty.Draszt@va.gov by 10:00 AM PDT on July 10, 2026. Responses, not to exceed five pages, should include contact information, business size classification, capabilities statement with bonding information for an estimated project value between $5,000,000 and $10,000,000, total project time estimate, and past performance on three similar contracts completed within the past five years. The NAICS code is 238160 (Roofing Contractors) with a small business size standard of $19 million. This is a pre-solicitation notice only; the VA is not currently soliciting pricing or offers, and no reimbursement will be provided for response costs. The Department of Veterans Affairs, NCO 20, in support of VA Puget Sound - American Lake Campus, Tacoma, WA is currently requesting information to determine the existence of viable sources capable of providing construction services.

Description of Services:

The Contractor shall furnish all labor, materials, equipment, and supervision necessary to provide and install a complete TPO roofing system. The system shall be installed in accordance with applicable manufacturer specifications, industry standards, and governing codes. When completed, the roofing system shall provide continuous, complete, and effective protection of the enclosed space below from all external environmental elements, including precipitation, wind, temperature intrusion, and moisture. The air conditioning down-time shall be limited to a weekend to have negligible effect on laboratory operations.

The small flat roof above the laboratory storage rooms in Building 81 has experienced persistent leaks for several years.
