About this file

This is an amendment to a Request for Quote (RFQ) solicitation for elevator inspections and certifications at the Walla Walla Veterans Affairs Medical Center (VAMC). The amendment modifies the original solicitation numbered 36C26026Q0463 and is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20. The solicitation seeks qualified contractors to provide comprehensive elevator inspection and certification services at the specified facility. While the amendment document itself was provided for review, the specific details regarding scope modifications, updated response deadlines, pricing adjustments, contract terms, and any other substantive changes introduced by this amendment cannot be determined without access to the actual content of the amendment file. Contractors should refer to both the original solicitation and this amendment in their entirety to ensure full compliance with all requirements and to understand any revisions to the statement of work, evaluation criteria, or administrative procedures.

This amendment makes no other changes, Contracting POC robyn.akins@va.gov

1. Amendment 0001 replaces the B.3 Statement of Work, but the amended SOW title/background references “Emergency Generator Load and Fuel Testing” while the scope and inventory still reference elevator certification/testing. Can the Government confirm this solicitation is for elevator annual certification and 5-year elevator load testing only, and not generator or fuel testing services?

0. Elevator load testing only.

1. The elevator inventory lists all 15 elevators as needing 5-year load testing in April 2026. Can the Government confirm whether the base year requires 5-year load testing for all 15 elevators, and whether future option years require annual certification only unless a 5-year test becomes due?

1. Yes 5 year load testing is for all 15 elevators and future option years will be for annual certifications.

1. For the 5-year elevator load testing, is the contractor responsible for providing all test weights, weight carts, transportation, staging, labor, and equipment needed to complete the tests? If so, are there any site restrictions for loading/unloading, staging, or storing test weights on campus?

2. Contractor is responsible for all equipment, if storage or road closures are needed this needs to be coordinated with the COR.

1. Can the Government confirm that corrective repairs are excluded from this contract and will be completed by the VA or VA’s elevator maintenance contractor prior to any required retesting?

3. Repairs will be completed by VA.

1. The pricing schedule includes four annual certification retests in the base year and each option year. Should offerors price the retests as a fixed quantity of four per year, whether used or not, or will retests only be paid when requested/performed?

4. This is a yearly CLIN that can be used if retesting is needed. Only will be paid if this clin is activated and service is provided i.e. if the VA requires 2 retests the clin will activated and 2 retests will be paid for.

1. Can the Government identify which portions of the annual inspections and/or 5-year load testing are expected to be performed after normal working hours, and whether after-hours work should be included in the fixed price?

5. After hour work will only be required if elevator shutdowns are required in a patient building with a single elevator. Example would be B145 and B74.

1. Are there any restrictions on taking specific elevators out of service for testing due to patient care, freight use, emergency access, or other VA operations? If so, can the Government identify any preferred testing windows by building/elevator?

6. B145 will need to be tested after hours please see SOW for timing. All other testing dates will be discussed upon contract kickoff to minimize impact on building occupants.

1. For elevators B86-P1 and B86-P2, the inventory only states “Recently remodeled in 2024.” Can the Government provide the equipment type, manufacturer/controller, capacity, speed, number of landings, door equipment, and modernization scope for these two units?

7. B86-P1 Traction Elevator

0. Controller: TK Elevator TAC 32 T

0. Weight capacity:4000 lbs.

0. Speed: 200 fpm

0. 4 landings

0. Renovations done by TK elevator

7. B86-P2 Hydraulic Elevator

1. Controller: TK Elevator TAC 32 T

1. Weight capacity:4000 lbs.

1. Speed: 150 fpm

1. 4 landings

1. Renovations done by TK elevator

1. Can the Government identify the current elevator maintenance contractor and confirm whether they will be required to be onsite during testing?

8. TK Elevator is current maintenance contractor. All testing will need to be coordinated with them.

1. Respectfully, would the Government consider extending the solicitation due date?

9. Yes, extended to 05/25/2026 at 10am EST.

1. Period of Performance: The Statement of Work (SOW) currently lists services as "Needed April 26." Given the current solicitation timeline and May 19th due date, could the Government please provide a revised period of performance and a projected start date for the base year inspections?

10. Services needed by June 26.

1. Test Weight Availability: Does the Walla Walla VA Medical Center have the required certified test weights on-site for the 5-year elevator load tests, or is the contractor responsible for providing and transporting all weights to the campus?

11. The contractor will be responsible for all equipment needed for testing.

1. Proprietary Diagnostics: For the elevators utilizing Dover DMC-1 and Otis 211 controllers, will the Government provide necessary service tools or access codes required for testing, or must the contractor provide all proprietary diagnostic hardware?

12. Contractor is required to provide all necessary equipment to provide services required.

1. Generator Load Bank Connection: For the eight (8) diesel generators requiring supplemental load banks, what is the estimated cable length required from the generator connection points to the nearest safe exterior staging area for a mobile load bank trailer?

13. No generator testing.

1. Fuel Procurement for Testing: Will the Government provide the diesel fuel consumed during the 4-hour triennial load bank tests, or should the contractor factor the cost of fuel replenishment into the proposal?

14. No generator testing.

1. Fuel Tank Access: Regarding the nine (9) fuel storage containers, are there any specific safety protocols or confined space requirements for accessing the sampling ports, particularly for any underground storage tanks (USTs)?

15. No generator testing.

1. Does the elevator company need to perform the weight testing or only witness it?

16. This contract is for all work necessary for weight testing, subcontracting weight testing is up to the prime contractor.

1. Is the annual inspection a CAT-1 witnessing or is it periodic/semi-annual?

17. Cat-1 testing leading to issuing of elevator annual certification.

1. While the solicitation appears to be related to elevator inspection services, we noticed that the scope of work includes references to “Emergency Generator Load and Fuel Testing.” We would like to confirm whether these generator-related services are intentionally included within the requirement or if they may have been included inadvertently. Additionally, would it be possible to consider a slight extension of the proposal due date to allow sufficient time for us to review the clarification provided and finalize our offer accordingly?

18. Elevator testing only.
