About this file

This document is an Amendment of Solicitation for a snow removal and de-icing contract at a VA campus, providing clarifications through a series of questions and answers. The solicitation (No. 36C26026Q0142) covers snow plowing and de-icing services, with specific operational parameters including equipment storage and snow removal expectations. Key details include: the VA will provide an uncovered, secured storage area for up to 3 large pieces of equipment, snow removal will be an as-requested job (not automatic), and the contractor must complete snow removal by 6:00 a.m. or coordinate with VA staff about partially completed work. The contract covers both parking lots and roadways inside the campus, with de-icing required when snow removal is completed before 6:00 a.m. The VA's Point of Contact (typically the Boiler Operator) will initiate snow removal services, and the contractor may need to return after 4:30 p.m. to complete any remaining work as determined by the VA's POC.

Q1: Equipment Storage Question

“Would it be permissible to store larger equipment on-site, including a front loader with a box plow and bucket, as well as a skid steer equipped with a box plow and bucket?”

A1: We will be able to provide a location to store up to 3 larger pieces of equipment on-site, this will be in an uncovered area, but within the secured campus.

Q2: Operational Expectations During Early-Morning Snowfall

“If snowfall begins at 2:00 a.m. and reaches the one-inch trigger by 4:30 a.m., are we expected to begin plowing immediately and then cease operations at 6:30 a.m, or should we continue working until the site is fully cleared? Additionally, how should billing be handled in this scenario, given that it would not be feasible to plow and de-ice the entire campus within the two-hour window? Are we expected to return after 4:30 p.m. to complete any remaining work, considering AJ indicated that the campus will be maintained internally between 6:30 a.m. and 4:30 p.m.?”

A2: If the VA's Point of Contact (POC) determines that the snowfall will exceed one inch, they have the option to call the contractor at the start of the snowfall to get ahead of it.

However, the VA POC may also decide that the snow can be handled by VA staff and choose not to call the contractor.

If the plowing and de-icing work is not completed by 6:00 a.m. and VA staff takes over maintenance during the day (between 6:00 a.m. and 4:30 p.m.), the contractor should contact the VA's POC to review the reason the job wasn't completed and to identify the areas that have been completed.

If necessary, the contractor may need to return after 4:30 p.m. to complete any remaining work on the campus as determined by the VA's POC.

Q3. Would this be considered an automatic Trigger job or and as requested job?

A3: There will be a Point of Contact (POC), typically the Boiler Operator, who will make the call to the contractor's POC. Therefore, it would be considered an as-requested job, not an automatic trigger job.

Q4. Is de icer requested after every plow or just as requested?

A4: De-icing will be required if snow removal has been completed and the snowfall has ceased before 6:00 a.m.

Q5. The map only shows the parking lots as areas for the plowing and deicing. Do they also want the roadways inside of the campus plowed and deiced?

A5 : Yes, all roadways inside the campus are included in the contract. The map is intended to show the entire campus, with the highlighted areas specifically to help determine the square footage of the parking areas.
