About this file

This document is an Request for Information (RFI) Amendment 0003 for the Seattle VA Replace Roofs - Phase II project (Solicitation 36C26025R0064). The amendment addresses multiple contractor inquiries regarding project specifications, including hazardous materials surveys, roof replacement procedures, and plywood damage replacement. Key details include the VA's confirmation of a Roof Survey Report, specification that any additional roof replacement areas will be handled through contract modification, and an anticipated 500 sq ft allowance for damaged or deteriorated plywood replacement.

The project involves roof replacement at a Veterans Affairs facility, with the VA emphasizing rapid project completion to address damaged roofs before winter. The solicitation is managed by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20. Contractors are required to follow all specifications in the solicitation, Statement of Work, and drawings, with the VA maintaining flexibility for unforeseen conditions through potential contract modifications. The VA has explicitly denied a time extension request, prioritizing swift project award and roof replacement.

36C26025R0064 I 663-18-102 | Replace Roofs - Seattle VA, Phase II Responses to RFI #1-90 are found in Amendment 0002

91. Drawing Sheet GI003 in both parts of the drawings indicates a survey for regulated building materials was conducted. Please provide this survey, and any other available hazardous materials surveys. Alternately, please confirm for bidding purposes that contractors should assume hazardous materials are limited to those identified in the drawings and specifications.

Answer: Roof Survey Report is hereby provided, attached to this amendment. Contractors shall meet all requirements as specified in the solicitation, SOW, specifications, and drawings.

92. There are several inquiries in Amendment 0002 asking how we are to quantify replacement of existing roofing that is determined to contain moisture through contractor moisture testing during construction, or will this be handled through a modification to the contract? Reference RFIs 45 and 67. The responses to these questions do not clarify whether roof replacement above and beyond what is quantifiable in the drawings will be handled through a change order, or if not, how we are to quantify roof replacement at bid time. The response to RFI 45 indicates testing is only applicable where new roofing systems are to be installed. 5/AE501 RT-5 PMMA Overlay Roof System indicates “(E) insulation to remain. Replace wet areas as detected with moisture scan”. Please confirm any replacement of existing roofing that is determined to contain moisture through contractor moisture testing during construction will be handled through a change order/modification to the contract?

Answer: The drawings specify the areas known to require replacement. Any additional areas identified will be handled through a contract modification.

93. Replacing Unforeseen Damaged Plywood. Does the VA wish to quantify approximately how much plywood replacement is required due to deterioration or damage of the plywood?

Answer: Yes. All prior RFI responses related to unforeseen damaged or deteriorated plywood are hereby modified and replaced as follows: The VA anticipates 500 sq ft of damaged or deteriorated plywood to require replacement. The contractor is required to replace up to 500 sq ft of damaged or deteriorated plywood and costs for replacement should be included in your initial proposal. Any amount beyond this will be negotiated through a contract modification once the extent of replacement is identified.

94. We are requesting a time extension, can the VA provide one?

Answer: No, due to timelines the VA wishes to get this project awarded as soon as possible so that identified damaged roofs can get replaced prior to the winter.
