The purpose of this amendment is to add RFIs 7 – 10 to the list of RFIs for this solicitation.

1. Considering this project is titled “Nurse Call Replacement” and the SF 1442 states “This project does not require any specific brands of any items, equipment, fixtures, etc. Any reference of a brand name shall be interpreted as “brand name or equal.”

0. Based on this statement, will the government revise the specifications and remove the following statements from the specifications?

· Page 292 of the specifications, in section 1.5 Qualifications, B., “The OEM shall have at least one (1) operating, functional Nurse Call system on the VAMC Seattle, WA that is of current manufacture and can be used as the base for extending the system to areas of replacement.”

· Yes, this can be removed.

· Page 282 Section 1.1 Section Summary, A., “This project extends the existing nurse call systems in the Veterans Affairs Medical Center (VAMC) in Seattle, WA.”

· Yes, this can be reworded to:

· This project replaces the existing nurse call system in the Veterans medical Center (VAMC) in Seattle, WA.

· Page 301 Section 2.3 Manufacturers, A. “The OEM basis of design is Rauland-Borg Responder V using the Enterprise platform software and is designed as an extension to existing Responder V systems currently in use at the VAMC Seattle, WA.”

· Yes, this can be removed.

· Attachment 8, page 2, “This project expands the existing Rauland Responder V Nurse Call systems in the Seattle Veterans Affairs Medical Center (VAMC) in Seattle, Washington, a part of the Veterans Affairs Puget Sound Health Care system.”

· This can be reworded to:

· This project is a replacement of the existing nurse call system in the Seattle VAMC.

· Attachment 8, Page 3, “VAMC existing nurse call system is primarily a Rauland-Borg Responder IV system with portions of the system still using Responder III devices and components. Some areas of the building have been equipped with Rauland-Borg Responder V systems. To provide the least disruption to the campus and to keep from replacing those systems already equipped with Responder V systems, the basis of design and proprietary specification will be to expand the Responder V systems to all areas of the campus receiving new Nurse Call systems.”

· Yes, this can be removed.

1. The statement on page 292 of the specifications, Section 1.5 Qualifications, B., states “The OEM shall have at least one (1) operating, functional Nurse Call system on the VAMC Seattle, WA that is of current manufacture and can be used as the base for extending the system to areas of replacement.”

1. Will the government clarify that the entire system is being replaced? This statement directs a Rauland only purchase. This RFI needs to be addressed immediately as it limits competition to a select vendor, and others need to book travel immediately.

· The entire system is getting replaced per the drawings. The only area that won’t be replaced is in Building 37 since there are already upgraded devices in that area. This OEM requirement cannot be removed.

1. The specifications 27523 mention expansion of the existing system in sections 1.1 Section Summary, A (page 282), Section 1.5 Qualifications, B (page 292), and Section 2.3 Manufacturers A (page 301). However, there is no reference to tying into an existing Nurse Call system in the drawings. This is also not mentioned in Attachment 13, Salient Characteristics of the Nurse Call System. Will the government confirm this is a full facility replacement, not an extension to the existing system?

This is a full facility replacement with new installation in some areas per the drawings.

1. On the SF1442, section 10, it states that the bid is due 09/02/25 @ 0800. Lower down in section 13-b, it says bids are due 09/01/25 @ 0800. Can you please clarify the bid deadline?

The due date is clarified as 8:00am, Tuesday, September 2, 2025 as September 1 is a Holiday.

1. On RFP Page 89, the second paragraph under Factor 3 Past Performance states that if the Offeror is a Joint Venture (JV) and the JV does not have relevant projects, such projects shall be submitted for each JV partner. We believe this should not apply to an SBA approved All Small Mentor-Protégé Joint-Venture as the purpose of this program is for the mentor to help the protégé develop their capabilities and experience. We respectfully request the Government allow projects submitted by the mentor only of a Mentor-Protégé JV to satisfy the requirements for Past Performance/Relevant Experience.

As stated in the solicitation, projects shall be submitted for each JV partner.

1. SF1442 Block 13.a. indicates bids are due 09/01/2025 at 8:00 AM. On RFP Page 81 under General Submission Requirements it states that proposals are due September 2, 2025 at 9:00 AM. If possible, we request proposals due September 2nd as it can be very difficult to secure subcontractor pricing on a Monday morning with enough time to thoroughly review bids. Please advise.

The due date is clarified as 8:00am, Tuesday, September 2, 2025 as September 1 is a Holiday.

7. Are PPQs or CPARS from the Mentor in an SBA Mentor-Protégé arrangement acceptable for evaluating the past performance of the Protégé?

As stated in the solicitation, projects shall be submitted for each JV partner.

8. If acceptable, are there specific guidelines or limitations for including the Mentor’s past performance in our proposal?

Not anything further than what is in the solicitation documents.

9. Could you clarify if the Site Superintendent can also serve as the Site Safety and Health Officer (SSHO) and Quality Control Manager (QCM), or if these roles must be filled by three separate individuals?

The Superintendent, Quality Control Manager (QC), and Site Safety and Health Officer (SHHO) shall be three separate individuals. Requests to combine roles will not be considered.

10. Additionally, are all three positions required to be on the project full-time?

The Superintendent is expected to be on the onsite full time throughout the duration of the project. The QC and SHHO shall be present during all construction activities and whenever their responsibilities are being performed. Both of these positions must be independent from the Superintendent.
