668-24-104 Replace Wayfinding for Entire Campus

RFI List

1. I wanted to reach out and verify with you that the RFI's on this project are due on 8/5/25?

Typically we have a week after a walk to gather all questions we have and any subcontractors have. The 31st is a Thursday and the 5th is the following Tuesday, only giving us less than three days as they are due in the morning of the 5th. Can you please verify?

2. We are seeking clarification regarding the site visit time. In the RFP, page 17, it states “(b) An organized site visit has been scheduled for 7/31/2025 at 10:30 – 19:00 (PDT)”. Can you confirm the start time of the site visit meeting?

3. There is a signage schedule with the solicitation documents that outlines 70 signs needed for this project, however, the scope of work is requiring a comprehensive signage package.

Please advise if you will be supplying a full signage schedule to ensure all bidders will have the same sign type and quantity list, or if you will require each vendor to create their own to accomplish the goals of the project for interior?

The project only includes installation of signs that are included in the sign schedule as well as development of the sign styles that will be used at the station moving forward. The comprehensive signage package is intended as complete submittals for the signs included in the sign schedules.

4. In the exterior sign schedule- Location 14- it states in the Notes- sign should be similar to “EL-01.02”. I could not find “EL” series signs in the VA Sign Standards Manual. Should this be “EI”?

This is a typographical error and has been corrected to EI-01.02 see updated exterior sign schedule.

5. In the exterior sign schedule- Location 33- there is no Location 33 on the site plan. Should this be labeled as “32” on the sign schedule?

Yes, the exterior sign schedule has been updated to reflect.

6. In the exterior sign schedule- Location 38- there is no Location 38 on the site plan. Will “38” be added to the site plan for “Lot F”?

The omission was in error see the updated Exterior Wayfinding Sigh Location Map.

7. In the exterior sign schedule- Location 44- I believe there is a typo for the sign message. It reads, “Lot A” which is a duplicate. Should it read, “Lot C”?

It should read lot “C”, see updated Exterior Sign Schedule.

8. We do not know how many signs or which signs require new foundations versus re-using existing foundations. Will direction be provided for instances when a new foundation will be required, or will this be at the discretion of the bidder?

There will be 8 signs where foundations can be reused should the contractor deem them usable for the new signage. There will be 8 locations where existing foundations need to be removed and new installed. There will be 19 locations where no foundation exists, and one will need to be installed. The remaining locations are overhead or on existing vertical surfaces.

9. There is a signage schedule with the solicitation documents that outlines 48 signs needed for this project, however, the scope of work is requiring a comprehensive signage package.

Please advise if you will be supplying a full signage schedule to ensure all bidders will have the same sign type and quantity list, or if you will require each vendor to create their own to accomplish the goals of the project for exterior?

10. Some parking and speed limit (small brown frame) exterior signs are in the list, but a handful are missing. Should we anticipate those as replacements, removals, or leave alone?

The project only includes installation of signs that are included in the sign schedule as well as development of the sign styles that will be used at the station moving forward. The comprehensive signage package is intended as complete submittals for the signs included in the sign schedules.

11. Most current concrete footings are not visible. Dig and replace with new, below surface

Digging and replacement will be required if existing signs being replaced have below grade foundations other than the sign posts themselves.

12. Bolt on pier type frame connection to foundation preferred (like some existing)?

Preferred, but not required as long as the foundation meets the requirements of the wayfinding design guide.

13. Inconsistencies in the exterior schedule given (i.e.: description of wayfinding to left, when the actual direction is to the right & Dental bldg. is listed more than once). Are these to be sorted through and clarified before bidding, or can we get better info to consider before bid?

Mentioned discrepancies have been corrected, see updated exterior sign schedule.

14. Interior has to be sort through using a more thorough sign schedule. The removal of screw attached directories, then replacement will take minimal time. However, the patch of drywall hole, and paint underneath may be why the ICRA containment procedure is mentioned. It will take 3x the time to set up containment, as it will to replace any given interior sign. What is the criteria for area, length of time, full containment, mobility, etc.?

ICRA will be required for any interior work dust producing. Area as necessary for sign replacement work, length of time dependent on complexity of sign installation and repair work needed, full containment floor to drop will be required for dust producing work, containment may be mobile similar to containment cart assuming they can seal appropriately in each sign location.

15. Can the VA provide what risk level this project is considered for the ICRA?

ICRA level will be III unless a lower level can be authorized based on work being performed and adjacency of patient care areas.

16. Demolition Scope and 1:1 Replacement

a. Please confirm whether the demolition scope is intended to be a 1:1 replacement of existing signage, or if it allows for adjustments.

All sign demolition will be in order to place a new sign at the existing location.

b. During the pre-bid walkthrough there were several “old” signs identified for removal, but because there is no demo schedule we are seeking clarification. If a demo plan is required, should programming for this function be included?

Demolition is only necessary for signs listed as having a replacement in the same location by the sign schedule.

c. In cases where existing signs occupy the same location as new signs, should the old signs be removed entirely prior to new installation, or is relocation an acceptable option?

Old signs should be removed in their entirety prior to new installation.

17. Concrete Footings and Bases

a. Are the existing concrete footings/bases required to be fully excavated and removed, or can they be reused where feasible?

Existing sign bases can be reused where feasible.

b. If replacement is required, must new footings be poured, or is reusing existing bases permissible if they meet structural requirements?

Footings can be reused if structurally compliant with the Wayfinding Design Guide.

c. Where signposts are removed, may they be cut off below grade with the remaining concrete spoils left in place, or must all concrete be removed from the ground?

Signposts should be removed in their entirety including any below surface concrete footings/base.

18. Interior Signage – Sign Location Plans. Please confirm whether the VA will provide Interior Sign Location Plans or if it is the contractor’s responsibility to develop these plans. If it is the contractor’s responsibility, should a line item for programming be added? The Interior Sign Schedule (SMS) provides detailed sign information, but the floor plans included with the solicitation do not show sign locations.

An interior sign location plan will not be provided, sign location are described in the interior sign schedule. Development of an interior sign location plan is not a required part of the project scope.

19. Can Safety Officer/QC Manager and Superintendent be a single individual?

The superintendent can also be the QC Manager, the SSHO must be a separate position focused solely on safety.

20. Is dual-hatting allowed with any of the site management? Ie. Superintendent is also SSHO.

21. Are we able to set up a small job trailer? And if so, please identify the location.

An approximately 20x40 laydown area will be given once mobilization is imminent. Usage of the area is at the contractor’s discretion.

23. In lieu of fencing, are storage containers acceptable?

Protection of site materials and safety of the staff and patients around the laydown is the responsibility of the contractor if this can be done with only storage containers the facility is not opposed to that method.

24. Is this project BABA exempt?

No.

25. Can past performance period be extended to past 7 years?

Please refer to the evaluation factors as prescribed in the solicitation, no changes are being made.

26. Can the proposal due date be extended?

It cannot.

27. Most current concrete footings are not visible. Dig and replace with new, below surface?

In cases where existing footing that cannot be reused are in the foundation area of a new sign, digging and removal of all below ground existing footings will be required.

An attempt has been made to correct any noted inconsistencies, any inconsistencies with wording or sign direction will be sorted out during the submittal process.

31. Multiple signs were identified during our site inspection that are not listed on the sign schedules. Are we to include all wayfinding or just what is listed on the schedules?

Only include wayfinding that is on either the exterior or interior sign schedules.

32. What ICRA level is expected for small work on walls and ICRA level for ceiling signs?

ICRA level will be III unless a lower level can be authorized based on work being performed and adjacency of patient care areas.

33. can HEPA filtered containment air be exhausted inside or do we need to run to exterior?

HEPA filtered exhaust can be ran to interstitial spaces if exterior exhaust is not feasible for the area the ICRA is required.

34.

a. RE: Past Performance Relevancy: Would the government prefer to see past experience with signage projects specifically, or projects with highest monetary value/complexity even if they are general construction?

Please reference table 2 from the solicitation which provides how we are defining relevant:

b. we have performed multiple signage projects with the same manufacturer; based on the below from the solicitation (at pg.10):

“The proposal must demonstrate a connection between the affiliate’s proposed role on the solicitation project and the role of the affiliate on the past performance submitted, in order to receive credit for the affiliate’s past performance. “ Would signage projects with the same team be the most relevant past performance to submit?

Submitted projects are at the offeror’s discretion. See table 2 above for definition of relevant.

35. How many project examples does the government want?

The solicitation does not give guidance as to the amount of project examples, examples are at the offeror’s discretion. The usual amount is 3-5 projects.

36. Please confirm we are to bid based on quantities found in "Attachment 4 668-24-104 Exterior Sign Schedule V2.xlsx” and "Attachment 7 Interior Sign Schedule V2.xlsx”. There are Qty 70 interior signs and 44 exterior signs only.

Only include wayfinding that is on either the exterior or interior sign schedules.
