About this file
This document is a detailed technical specifications file for a traditional asbestos abatement project at the Jonathan M. Wainwright Memorial VA Medical Center in Walla Walla, Washington. The comprehensive 74-page specification outlines extensive requirements for safely removing asbestos-containing materials (ACM) from various buildings, including rigorous protocols for worker protection, regulated area preparation, negative air pressure systems, personal protective equipment, decontamination procedures, air monitoring, and waste disposal.
The specification covers critical technical aspects such as personnel qualifications, respiratory protection, medical surveillance, containment barriers, wet removal techniques, lockdown encapsulation, and final visual/air clearance testing. Key requirements include using amended water for wetting ACM, maintaining negative air pressure of at least -0.02 inch water column gauge, implementing detailed personnel decontamination facilities, conducting air monitoring with Phase Contrast Microscopy (PCM) and Transmission Electron Microscopy (TEM) methods, and ensuring final clearance levels of 0.01 fibers per cubic centimeter or less. The project involves multiple buildings and demands strict compliance with OSHA, EPA, and other federal regulations governing asbestos abatement.
